INSTRUCTIONS TO OFFERORS
1. The United States Army Contracting Command - New Jersey (ACC-NJ) has a requirement for
Project Number: PWF-11761-1P: Direct Digital Control (DDC) Improvements, Building 3413, in support of the U.S. Army Garrison, Directorate of Public Works, Fort Devens Reserve Forces
Training Area, 51 Lovell Street, Fort Devens, MA 01434. All work shall be performed in accordance with the Specification of Work (SOW), dated 25 June 2021. The North American
Industry Classification System (NAICS) code that applies to the principal nature of the acquisition is 238220 – Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $16.5M.
2. Contractor must be registered in System for Award Management (SAM) to be considered for award. To obtain information on SAM and-or to register with SAM, visit web site at https://www.sam.gov.
3. This solicitation is 100% Small Business set-aside. This solicitation is issued under FAR Part
13 and Part 36.

BUILDING 3413 DDC CONTROLS IMPROVEMENTS JOB NO. PWF – 11761 – 1P

PROJECT POC: George Markt
I. PART 1 GENERAL
A. SUMMARY OF WORK
Contractor shall provide all plant, labor, equipment, materials, supervision and transportation to perform the following as specified within this Statement of Work (SOW) and bid sheet.
1. Project Locations: Building 3413, 51 Lovell Street, in the Fort Devens Reserve
Forces Training Area (RFTA) 3400 Area.
2. Building Access. Contractor shall contact George Markt at 978-796-3133 for building access. Access to the buildings will be controlled, limited and restricted.
3. Department of Public Works [DPW] Point of Contact is George Markt at 978-796-3133.
4. Work Hours: Normal work hours are 0730 Hours to 1530 Hours, Monday thru Friday.
5. Site survey is highly recommended to verify existing control and mechanical system conditions at the building in this Statement of Work prior to submission of any estimates.
B. WORK INCLUDED IN THE CONTRACT
Contractor shall provide all engineering, plant, labor, equipment, material, supervision, and transportation required to perform the following work according to the Statement of Work and specifications:
i. EXAMINATION OF THE SITES
a. It is HIGHLY recommended that the Contractor visit the Sites and become familiar with general, local, and Site conditions which may affect cost, progress, or performance of the
Work. A site visit shall be scheduled through the Contracting Officer at a date and time to be provided in the solicitation.
ii. LEGAL AND REGULATORY COMPLIANCE
a. Unless otherwise stated, the Contractor shall obtain and pay for, but not limited to, all fees, licenses, permits, certificates, etc. as required by Local, State, and or Federal Laws and
Regulations and Laws necessary for the prosecution of the work.
iii. AVAILABILITY AND USE OF UTILITY SERVICES
a. The Government shall reasonably make existing utilities available to the Contractor. The
Contractor shall carefully conserve any utilities which are furnished without charge.
b. Prior to final acceptance of the Work, the Contractor shall remove all temporary facilities and any associated appurtenances, and clean and repair damage caused by installation or use of temporary facilities.
C. WORK DESCRIPTION BY CONTROLLED MECHANICAL SYSTEM
The intent of this project is to provide accurate documentation of the existing DDC system conditions for selected systems, add variable speed drives to selected equipment, and revise the sequence of operations to improve the energy efficiency of Building 3413.
1. Baseline Conditions, Project Submittals
a. Prior to execution of the project scope, create a Baseline Conditions Report. The intent is to document the as-found conditions for the systems impacted by this scope (the Impacted
Systems), prior to modifying their sequences.
b. The Baseline Conditions report shall:
i. Fully and accurately document the existing DDC Sequences of Operation for AHUs 1-
4, HVUs 1-2, the boiler and hot water (HW) pump systems, and the chilled water
(CHW) system (the Impacted Systems).
ii. Provide documentation of all current Impacted System setpoints and control parameters, including but not limited to reset schedules, static and differential pressure setpoints, minimum outdoor air damper positions, minimum valve positions, CO2 control setpoints, terminal box temperature and CFM setpoints.
c. Using the Baseline Conditions Report collected above, meet with the DPW Engineering Team to review the proposed sequences below. Based upon this review, prepare a complete Project
Submittal including the proposed Sequences of Operation, flow diagrams for the Impacted
Systems, wiring diagrams for any revise field or panel wiring, and equipment submittals for all new equipment.
2. General Sequence and Graphics Requirements
a. Setpoints shall be configured as variables or virtual points, and will not be hard- coded. A single summary graphic will provide access to these setpoints for all AHUs, and a link to this graphic will be included on each AHU graphic.
b. All graphics and controls flow diagrams drawings will accurately represent the systems that are field installed; controls devices and major mechanical components will appear on flow diagrams in the correct locations and with the correct configurations
c. Trend data indicated as Required on Graphic in the B3413 Trending Requirements shall be included in graphic form on the each Impacted System graphic.
d. The As-Built Sequence of Operations shall be available for each system type via a button on that system’s workstation graphic. For example, the AHU-1 graphic will have a button that links to a MS Word or text file with the as-built sequence of operations for AHU-1. The DPW will be responsible for updating changes made to those setpoints and parameters after the project’s completion.
3. AHU and HVU Sequence Revisions
a. Revise the building Occupancy Scheduling architecture to provide multiple zones instead of one schedule zone for the entire building. Provide individual occupancy schedules for each HVU, AHU, and its associated terminal devices. Provide the means for scheduling holidays, with unoccupied operation for all zones except those supporting critical 24 x 7 operations. Provide a graphic page that includes links to all schedules, along with a link to an MS Word or text file that describes the scheduling architecture.
b. Implement Optimum Start for new zones based on average zone space temperature and outdoor air temperature.
c. Revise Unoccupied Setback strategy to prevent one box from calling on an AHU during unoccupied setback. The revised setback strategy should either require multiple spaces below a certain setpoint, or an average of the 3 coldest or hottest space temps, to be determined during sequence development.
d. Revise mode of control during unoccupied setback to operate with full return air unless economizer conditions permit and unit is in unoccupied cooling mode. AHUs and HVUs will not operate in the unoccupied mode utilizing minimum outdoor air unless economizer mode is active.
e. Implement Supply Air Duct Static Pressure Reset for AHUs 1-4, based upon their associated
VAV terminal box damper commands. Review options for damper commands (worst case box, # of boxes above 95% open) with DPW during final sequence development. The maximum static setpoint for each AHU will be the setpoint established by the air balancer during the Tara Construction project, and the minimum shall be 0.5“ WC. Min and max static pressure setpoints shall be individually adjustable for each AHU.
f. Provide software that will enable after-hours operation of each AHU and HVU based upon a push-button request from one existing associated VAV temperature sensor. DPW to identify sensor locations, and provide signage.
4. Boiler and HW System Equipment and Sequence Revisions
a. Furnish and install two (2) variable speed drives (VSDs) with bypass contactors, drive service switches, and 3% minimum input line reactors for pumps 7 & 8. Include VSD start-up by a factory authorized technician. The VSDs shall control to maintain HW DP setpoint as previously determined by TAB contractor under the Tara Construction 3413 HVAC Repairs project. Mount VSDs to the right of the existing P7 and P8 motor starter locations. Provide the following hardwired DDC points for each VSD:
i. Start/stop: re-use existing hard-wired point
ii. Amperage: relocate existing CTs to line side of each VSD, configure status alarms to trigger when amperage is below pump amperage at minimum speed.
iii. Speed command: new Analog Output (AO) point
iv. VSD fault
b. Provide BACnet integration to VSDs, allow for 6 mapped points per VSD)
c. Modify HW pump sequence to provide lead/lag control of HWP7 & P8, so that only one pump operates at a time. Upon failure of the lead HW pump, the lag pump will start immediately.
Review lead/lag rotation frequency and time, as well as command of failed pumps and alarm configuration with DPW staff during final sequence development.
d. Modify HW system-enable sequence to enable the HW system 24 x 7 during winter, without regards to occupancy. Winter season will begin on 11/15 (adj) every year, and will end 3/15
(adj) the following year. When winter season is inactive, operate HW system when building is occupied and OAT is less than occ lockout setpoint (65 deg F, adj), and at all times when OAT is below 42 deg F (adj). Provide prestart for HW system 20 min in advance of the earliest zone’s occupancy. All calendar dates, system enable points, and HW setpoints to be adjustable via the graphics package.
e. Verify calibration of primary and secondary HW supply temperatures, replace if necessary.
Modify boiler control to implement lead/lag control of boilers, with staging by the DDC system to maintain secondary HWS loop temperature setpoint. The lead boiler will be rotated weekly, each Weds at 10am.
f. Coordinate HW setpoint signal with boiler control package in provide full DDC control over HW setpoint. The DPW will provide programming support of the existing HTP boiler control package as needed. Revise HW reset schedule to the following:

g. The HW setpoint shall be fixed at 170 Deg F (adj) when the average temperature of occupied zones is less than 64 deg F (adj).
h. Verify lead/lag operation of all boilers and pumps, verify HW pump and boiler failure alarms for all devices. Review critical alarms with DPW prior to configuration. Lead/lag rotation strategy to be reviewed with DPW prior to execution, lead pump and boiler selection shall be accessible via graphic.
5. Chilled Water System
a. Furnish and install a new sun-shield over the existing DDC outdoor air (OA) temperature and humidity sensor.
b. Implement occupancy interlock of chilled water system enable with occupancy mode of AHUs 1-4.
The chilled water system is currently enabled based only on outdoor air temperature. The chiller shall be capable of running on a call for unoccupied cooling.
c. Provide for pre-start of chilled water system 20 min (adj) in advance of AHU occupancy, if chiller OA temperature requirement is satisfied.
d. Modify chiller freeze-protection sequence to operate only the lead primary chilled water pump when
OA air temperature is below the freeze protection setpoint. The secondary pumps shall not operate.
Use existing lead/lag sequence for the primary chilled water pumps.
e. Create points report with all available BACnet monitoring points.
6. Trending/ Commissioning
a. Provide an allowance of 16 hours for trending and commissioning of the Impacted Systems per
Attachment 1. Modify Attachment 1 to include hardware and software point names, submit as part of
As-built. The DPW shall create a completion checklist, and will sign off on completion after inspection is complete for each system.
a. Provide graphical trend views for each Impacted System per Attachment 1. Review configuration with
DPW prior to execution.
7. Training / Post-Install Site visits
b. Provide 4 hours of operator training, and 8 hours of on-site field support in 3 additional visits during the 12 months after the date of project completion, for fine- tuning of controls.
8. As-built Documentation
a. Update the Tara Construction building 3413 HVAC Repairs project as-built package to reflect the new work, including revised flow diagrams and Sequences of Operation for the Impacted Systems.
Update wiring diagrams as necessary to reflect equipment and field panel changes and additions.
b. Include the Baseline Conditions Report, along with a summary report of as-Built setpoints and parameters for the Impacted Systems
D. REFERENCES AND STANDARDS

C. SUBMITTALS.
The contractor shall submit manufacturer’s product data, installation instructions, and sample for following:

1. Proposed installation, including piping layout and sizing, connection points to existing systems, equipment schedules, and sequences of operations
B. Product Data: Manufacturer's data sheets on each product to be used, including:
1. Preparation instructions and recommendations.
2. Storage and handling requirements and recommendations.
3. Installation methods.
C. Shop Drawings: Include schedule identifying each unit, with marks or numbers referencing drawings. Show layout, profiles, product components and anchorages.
D. Manufacturer's Certificates: Certify products meet or exceed specified requirements.
E. Closeout Submittals: Provide complete as-built documentation of the DDC controls system, including system architecture drawings, wiring diagrams, system flow diagrams, and sequences of operation. Provide manufacturer's maintenance instructions that include recommendations for maintenance of all components installed under this contract.
2. QUALITY ASSURANCE
A. Manufacturer Qualifications: Minimum five years documented experience manufacturing products specified this Section.

3. DELIVERY, STORAGE, AND HANDLING
A. Handle, store and protect products in accordance with the manufacturers printed instructions.

After becoming familiar with details of the work, verify dimensions in the field, and advise the Contracting
Officer of any discrepancy before performing any work or ordering any materials.

Building 3413 is an active facility with 24 x 7 operations. No interruptions to electrical service for the lower building level are required or permitted. All interruptions to HVAC operations must be coordinated with the
Building’s Facility Manager and the DPW.
C. DDC SYSTEM COMISSIONING
All commissioning of new equipment and sequences furnished under this contract shall be done in conjunction with
DPW staff.
D. ADDITIONAL REPAIRS OR ALTERATIONS
If the operating testing results in the need to perform additional alterations or repairs, then the Contracting Officer may modify the contract as part of supplementary agreement to address the issues.
E. PROTECTION
Provide and maintain protection for all existing conditions on or adjacent to the Site, as well as nearby third party property which is not part of the Work; this also includes parts of the Contract which do not unreasonably interfere with the Work. It is recommended that the Contractor become very familiar with the Site and any adjacent property.
Any damage to existing conditions, including third party property, because of failure to comply with the requirements of the Contract or failure to exercise reasonable care in conducting the Work shall be immediately repaired. If Contractor fails or refuses to promptly repair the damage, the Contracting Officer shall exercise its rights to repair the damage at the expense of the Contractor.

F. CLEAN UP
On a daily basis, Contractor shall remove and properly dispose of all waste material and other debris generated by the Work. It shall be removed off the Site in a manner as to prevent spillage on streets and adjacent roads. Do not allow the materials to accumulate on the Site.
Removal, as indicated above, shall be in accordance with all Federal, State, and Local
Regulations and Laws.
Do not burn or bury materials and or debris on site. Leave site in clean condition.
G. TESTING AND JOINT FINAL INSPECTION
The contractor shall perform operating and performance testing of the equipment to ensure that it is in good working order. Testing shall be done in accordance with the manufacturer’s instructions and be witnessed by the DPW Representatives. The contractor and contracting officer’s representative will conduct a joint final inspection of the work to verify completion.

2. Less hazardous or non-hazardous materials will be substituted for hazardous materials, unless specifically required elsewhere in this contract. Where hazardous materials are needed, users will adhere to all applicable federal, OSHA, and State regulations regarding the management and handling of hazardous materials. In the absence of regulations, users will apply the best available technology or management in the use, handling, and disposal of hazardous materials.
3. Contractor will submit Material Safety Data Sheets (5 copies) for all hazardous materials to be used in this contract.
4. RELEASE REPORTING: Any release of oil (Including leaks from hydraulic hoses and equipment), hazardous waste, or hazardous material at Devens RFTA or at sites supported by Devens RFTA, shall be immediately reported to the Devens RFTA Director of Public Works, J. Michael Bradbury @
978-580-6094 and the Environmental Coordinator George Markt @ 978-201-6473, during normal work hours. This clause does not relieve the contractor of reporting requirements including State and Federal laws (EPA or Massachusetts DEP). Releases outside of normal working hours shall be reported to the DOD Police @978-615-6067.
5. Any hazardous waste released to the environment (including leaks from hydraulic hoses and equipment) as a result of the contractor's work shall be the sole responsibility of the contractor and shall be cleaned up at no expense to the government. Any release shall be cleaned up and site approved by George Markt, Environmental Coordinator.
6. Neither the need to comply with this provision nor any cost or delays caused by failure to comply with applicable environmental laws will be the basis for an extension of time for task or contract completion, an equitable price adjustment, or the relaxing of any contract requirements. The contractor will immediately contact George Markt @ 978-201-6473 any time an incident occurs.
7. The contractor is required by law to contact the Federal, Local Environmental Agency or
Occupational, Safety and Health Agencies for any reason related to compliance requirements arising out of performance of this contract.
8. In the event any agency contacts the contractor for any reason relating to compliance requirements arising out of performance on this contract, the contractor shall immediately inform the DPW
Environmental Coordinator and the Contracting Officer no later than the close of business on the day the contact is made. If such communication is after normal business hours, notification will be made immediately on the next business day. The contractor shall also provide the name, telephone number of the agency, name of the person making the contact and the substance of any verbal or written communication from such agency. Any coordination with regulatory agencies to discuss the extent of the law requirements will first be made through the Director of Public Works.

52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (NOV 2020)
(a) Definitions. As used in this provision--
Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (NOV 2020)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern--
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13
CFR part 121 and the size standard in paragraph (d) of this clause. Such a concern is "not dominant in its field of operation" when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. SBA determines affiliation based on the factors set forth at 13
CFR 121.103.
(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
