Questions & Answers under Solicitation Number W15QKN-21-Q-5073~ Webster, NY Grounds
Question 1: Attached are pictures of the fence line on the west side of the MEP. As you will see, the neighbor’s trees are encroaching on the fence. According to the PWS section 5.4.4 (Spring and Fall Cleanup) all fence areas shall be cleared of all vegetation...a minimum of 6 feet on each side of fence. Is it the Governments expectation that the neighbors trees will be cut back 6 feet from the west side MEP fence?
Answer 1: No since the fence line is on the property line you will not have to maintain 6 feet but the trees can be cut so as not to touch the fence.
Question 2: Section 5.4.6 of the PWS (One time fence clearing - when applicable and specified as line item) references clearing overgrowth, vegetation and saplings up to 10 feet on each side of the fence.
This item is not listed as a specific Contract Line Item. Again, I would refer to the attached pictures of the neighbors’ trees and ask what the Governments expectation is as to the One time Fence Clearing.
Answer 2: It is expected to have the trees cut off of the fence, but not 6 feet from the fence as stated in Answer 1.
Question 3: Section 5.4.2 (Edging): Is there any trimming required inside the MEP area?
Answer 3: No we do not require any edging inside the MEP.
Question 4: Section 5.4.5 (Maintain Retention Ponds). I have attached pictures of the retention pond showing saplings and vegetation at the edge of the pond. Some of the saplings and/or vegetation is actually in the pond and not necessarily on the dry edge. What is the Governments expectation with the vegetation and saplings that are in or around the pond?
Answer 4: Vegetation at the edge of ponds that meets the grass area, to include the slope areas if present, should be well maintained by cutting and trimming. Sapling trees will not be required to be maintained.
Question 5: There is a track area in back of the MEP that has grass areas inside and around the track.
The track and surrounding areas are not shown on the map. Is any area in or around the track the responsibility of the contractor?
Answer 5: No cutting will be performed inside the tack area as it is not listed on the drawing.
