AMENDMENT 0001 SUMMARY
1. The purpose of Amendment 0001 is to incorporate the following changes;
2. Due to recent policy changes for Service Contract Reporting also known as Contract Manpower Reporting (CMR) on the beta.sam.gov/ and www.sam.gov site this requirement does not meet threshold for CMR reporting as stated on beta.sam.gov/ and www.sam.gov/. Due to this change all CMR CLINS (CLIN 0007 – BASE CMR, CLIN 1007 – OY1 CMR, CLIN 2007 – OY2 CMR, CLIN 3007 – OY3 CMR, and CLIN 4007 – OY4 CMR) are no longer applicable to this solicitation. The Contractor SHALL NOT provide/fill out for these specific CLINS as they are no longer applicable, and will not be evaluated by the Government.
3. The Performance Work Statement (PWS) has been revised as of 03 November 2020, Paragraph 6.0 entitled Contractor Manpower Reporting (CMR) has been removed, Paragraph 7. AT OPSEC has been re-numbered to Paragraph 6., and Paragraph 8 Attachment/Technical Exhibit List has been re-numbered to Paragraph 7.
4. All other terms and conditions to this solicitation remain unchanged, and in full effect.

INSTRUCTIONS TO OFFERORS
THIS REQUIREMENT IS A TOTAL 100% SMALL BUSINESS SET-ASIDE AND IS
SUBJECT TO THE AVAILABILITY OF FUNDS IAW FAR PART 52.232-18
1. Solicitation W15QKN-21-Q-5011, Snow and Ice Removal Services Culpeper, VA (VA011) is solicited in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition for Commercial Items and FAR Part 13 Simplified Acquisition Procedures.
2. The purpose of this Solicitation is to procure Snow & Ice Removal Services in support of the 99th Readiness Division (RD). Snow and Ice Removal Services inclusive of maintaining a clean, neat and professional appearance is required at the Culpeper Minutemen Memorial USARC, 1821 Industry Street, Culpeper, VA 22701 (VA011). All Snow and Ice Removal services shall be in accordance with Attachment 0001, Performance Work Statement (PWS) Revised 03 November 2020 and Attachment 0002 Site Map. The North American Industry Classification System (NAICS) code that applies to the principal nature of the acquisition is: 561790- Other Services to Buildings and Dwellings - Size Standard of $8,000,000.00.
3. The Government intends to award a single, Firm,-Fixed-Price (FFP) Requirements contract. The period of performance for this effort shall be a 12-month base period and four, 12-month option periods for performance starting no earlier than 15 December 2020.
4. Estimated total quantities are provided in this solicitation. These estimates are not a representation to an Offeror or contract that the estimated quantities will be required or ordered, or that conditions affecting requirements will be stable or normal.
5. The Offeror must be registered in the System for Award Management (SAM) with an active profile prior to award in order to be eligible to receive a Department of Defense contract award. If you need to register in SAM, go to https://www.beta.sam.gov, and or www.sam.gov.
6. See Federal Acquisition Regulation (FAR) Clause 52.212-1, "Instructions to Offerors -- Commercial Items" and FAR 52.212-1, Addendum for additional information.

All notifications to attend a visit shall be submitted via e-mail at least 24 hours prior to the scheduled Site Visit date/time to Ronald Stinson, Contract Specialist at Ronald.m.stinson.civ@mail.mil, Anthony Pavese, Contracting Officer at Anthony.r.paves.civ@mail.mil, and Scott Grenier, Regional Facility Operation Specialist (RFOS) at scott.a.grenier.civ@mail.mil or (254) 220-8083, and Chris Chipps, Area Facility Operation Specialist (AFOS) at christopher.p.chipps.ctr@mail.mil. If the notification to attend the Site Visit is not provided 24 hours prior to the Site Visit date/time the request will be denied.
10. Questions shall be submitted via E-mail ONLY to the Contract Specialist, Ronald Stinson at Ronald.m.stinson.civ@mail.mil and the Contracting Officer, Anthony R. Pavese at Anthony.r.pavese.civ@mail.mil.
Questions must specify the section and/or paragraph of the Request for Proposal (RFP) for which the clarification is desired. Questions are due no later than __03_November__2020___ at _10AM__ EST. Responses will be posted on the Beta Sam website (www.beta.sam.gov/) once the question period has closed. Questions shall not be submitted to the RFOS and or AFOS during the solicitation phase of this requirement.
11. COMPLETING A QUOTE FOR SUBMITTAL
a. Quotes are due no later than the date and time listed in Standard Form (SF) 1449, Block 8 and shall be submitted via email to BOTH: Ronald Stinson, Contract Specialist at ronald.m.stinson.civ@mail.mil and Anthony Pavese, Contracting Officer at Anthony.r.pavese.civ@mail.mil. Updates to this solicitation will be posted on the Beta SAM website (www.beta.sam.gov/). Local Time for this requirement is Eastern Standard Time (EST). No other forms of delivery proposal will be accepted or reviewed by the United States Government (USG) other than those delivered by means expressed in Solicitation W15QKN-21-Q-
5011 (SUCH AS EMAIL DELIVERY ONLY.)
b. The Offeror shall provide the name, title, address, email address and telephone number of the company/division point of contact regarding business decisions made with respect to the proposal and who can contractually obligate the company.
c. Offeror(s) shall submit a signed SF 1449 (Blocks 30a, 30b, and 30c). In addition, the contractor shall sign and acknowledge any solicitation amendments. In doing so, the Offeror accedes to the contract terms and conditions as written in the Solicitation.
d. The Offerors shall provide a price for each FFP Contract Line Item Number (CLIN) for the base period and option periods on the SF1449 Continuation Sheets of the solicitation.
e. Pricing for each CLIN must be submitted in the proper format. The proper format consists of QUANTITY * UNIT PRICE = AMOUNT/NET AMOUNT. In the event there is a discrepancy in the calculation, the UNIT PRICE will be held to the intended price multiplied by the QUANTITY. If the offeror shows only the AMOUNT/NET AMOUNT, but fails to enter a UNIT PRICE, the AMOUNT/NET AMOUNT divided by the QUANTITY will be held to be the intended price. Prices shall not extend past the second decimal point for the unit and extended amounts.
f. Offeror’s shall provide their DUNS number, CAGE code, Federal TIN and any small business preference or socioeconomic designations (8a certified, HUBZone Certified, WOSB, etc.) that are applicable to this NAICS Code, see block SF1449 Block 10.
g. Technical Approach: Offerors shall submit a brief Technical Approach describing methods of accomplishing the work under this Performance Work Statement (PWS), and site map(s). Offeror’s technical approach shall include a breakout of available manpower, equipement and/or materials as well as the use of subcontracting. The Offeror shall additionally submit a Capability Statement along with their proposal. Failiure to provide a technical approach and capability statement may deem the offeror inelgible for award.
12. EVALUATION CRITERIA
a. The Government will award a contract resulting from this solicitation to the technically acceptable responsive responsible offeror able to meet the requirements of the Solicitation, Performance Work Statement (PWS), and with the lowest total aggregate price.
b. The Government will review Past Performance as it relates to the contractors ability to perform the services being requested. The Government will obtain past performance information from any source available to the Government, to include, but not limited to, the Past Performance Information Retrieval System, Federal Awardee Performance and Integrity Information System, Electronic Subcontract Reporting System, or other databases; interviews with Regional Facilities Operational Specialists, Contracting Officers, and the Defense Contract Management Agency. Any adverse past performance may deem the offeror ineligible for award. The Government will evaluate the offerors Technical Approach as outlined in paragraph (11) letter (g) of the instructions to offerors. Failure to provide the required technical approach may deem the offeror ineligible for award. The Government will evaluate the offeror’s quoted price by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
d. Although the Government intends to award without discussions, if the price is not determined to be fair and reasonable, negotiations may commence. Award will be made only after agreement has been reached on all terms and conditions.
13. All services shall be performed in accordance with the PWS.
14. All offers shall remain valid for 120 calendar days from solicitation close date.
