QUESTIONS AND RESPONSES SOLICITATION W15QKN-20-R-5013 10 February 2020
1. Please confirm the only concrete to be installed is for the new dumpster pad. Attachment 0003 shows the existing concrete loading dock in light blue with 70/SY. We were told nothing had to be done here -please verify.
RESPONSE: Correct, and confirmed.
2. The white triangle area next to the existing loading dock (light blue) has a note to repave (396/SY).
Please confirm that this area will be removed and replaced with pavement. If so please provide typical section & if the concrete pad (approx.. 2'x2') needs to be replaced. It appears to be a base for a flagpole.
The white area is current grass with curb around the perimeter.
RESPONSE: Confirmed, however there is not a typical section.
3. Please provide the paint color for the OMS building.
RESPONSE: Please refer to Paragraph 11.3.4.2. of the SOW. Paint Color Approval is part of the submittals.
4. Please verify that the electric gate is currently working.
RESPONSE: Yes the gate is working.
5. Attachment 0003 Site Map, highlights and shows 574/SY of concrete sidewalk. Please confirm the existing Sidewalk and curb will remain.
RESPONSE: Confirmed, the existing sidewalk and curb will remain.
6. There is a fire hydrant with 4 bollards in the center of the parking. Please let me know if painting the fire hydrant & bollards are required. No information regarding these items are in SOW. During the site visit it was mentioned the fire hydrant contains lead, if contractor is responsible to paint will this report be available?
RESPONSE: The bollards are for the dumpster enclosure, nothing has to be done with the bollards that are currently protecting the fire hydrant. Please refer to SOW Paragraph 11.3.2.4.
7. I highlighted the only sections that I see that mentions the spec and requirements for the asphalt. I don’t see where it mentions if we will be milling the parking lot down to the stone base? Is this required?
RESPONSE: The Government cannot provide a technical approach to offerors in which way the offeror will remove the existing asphalt. Please refer to Paragraph 11.3.1.5.
8. Also are we installing 8” of asphalt and what is the amount of lifts the specs call for? Such a standard parking lot should be milled 2 1/2” and put back with 9.5 mm asphalt.
RESPONSE: The Government only requires 4” of asphalt. Offeror may use common practice they want.

February 2020.
