Statement of Work: 3.1.1.2.3. The Contractor shall prepare and provide a requirements compliance matrix in accordance with CDRL A001 – DI-MISC-80508B in response to Attachment A - Requirements Matrix, and associated back-up information for the Shoot-off Evaluation Mobile Howitzer configuration.

The contractor shall provide a requirements compliance matrix in response to Attachment A

- Requirements Matrix, except as modified per the following:

1. For every requirement in Attachment A, the contractor shall state the method by which they've verified that they meet the requirement. Below please see the method definitions:

a. Inspection. Inspection is defined as a visual verification that the system (including system documentation) complies with specification requirements.

b. Analysis. Analysis is defined as verification that specification requirements have been met by technical evaluation of equations, charts, reduced data, etc. This does not include the normal analysis of data generated during ground or flight testing.

c. Demonstration. Demonstration is a verification method whereby success is determined by observation. Also included in this category are tests that require simple quantitative measurements such as dimensions, time to perform, etc.

d. Test. Test is defined as verification of the specification requirements through the application of established test procedures within specified environmental conditions and subsequent compliance confirmation through analysis of the data generated. This requirement may be fulfilled by submission of data which demonstrates the required test has been successfully completed

2. As a supplement to the compliance matrix the contractor shall also summarize the current capability of their howitzer in the following areas:

a. Operating and storage temperature

b. NBC Hardness and Decontaminability

Statement of Work: 3.1.1.2.4. The Contractor shall prepare and provide an engineering development plan in accordance with CDRL A002 – DI-MISC-80508B detailing the timeline, major events, risks, and milestones to deliver quantity two (2) Requirements Matrix Compliant Systems in accordance with Attachment A – Requirements Matrix within one (objective) or two (threshold) years of shoot off conclusion.

The Engineering Development plan shall be submitted IAW DI-MISC-80508B and contain the following additional requirements:

1. The contractor shall prepare an engineering development plan detailing the technical tasks and milestones necessary to design a fully requirements matrix compliant system. In addition this plan shall consider the supplemental requirements (Operating and storage temperature, NBC hardness and Decontaminability, electromagnetic environmental effects, protective coatings and working surface applications, and reliability.) The contractor shall assume the system will be ready for a critical design review at the conclusion of their plan.

This plan shall include Rough Order of Magnitude (ROM) engineering estimates, cost and schedule to achieve critical design review. In addition, the contractor shall identify any medium serious or high risk areas as well as any requirements that the howitzer will not comply with. For each requirement that the howitzer does not comply with the contractor shall supply supporting rationale.

-In addition to the requirements laid out above, the two below requirements shall be included in the second submission of the engineering development plan.

2. The contractor's engineering development plan shall include the results from the Shoot- Off Evaluation to the fullest extent practical.

3. The contractor shall include an updated requirements compliance matrix (In response to USG's Attachment A - Requirements Matrix) with the engineering development plan.

A005 Critical Crew Drill Report

Statement of Work: 3.1.1.2.7.1. The Contractor shall prepare and provide a Critical Crew Drill report in accordance with CDRL A005 – DI-MISC-80508B.

The Critical Crew Drill Report shall be submitted in accordance with DI-MISC-80508B and contain the following additional requirements:

1. The contractor shall provide detailed crew drills for each of the following operations:

a. Emplacement

b. First Round Response

c. Displacement

d. Rate of Fire

e. Ammunition Resupply

2. The contractor shall specify what the current U.S equivalent Military Occupational Specialty (MOS) is required for each crew member.

3. The Critical Crew Drill Report shall be developed using the notional U.S equivalent MOS for each crew member.

4. For each Critical Crew Drill operation, the contractor shall detail what each crew member duty/tasks are along with a timeline.

5. For each Critical Crew Drill operation, the contractor shall provide a task analysis that lists the equipment/human factors interfaces that each crew member interacts with when performing each task as well as the sensory, cognitive, and motor demands that the tasks impart on the users, who operate and maintain (i.e., troubleshoot) the system and its components. This shall include operator/crew supervision of automated functions. Critical Task Analysis Report (DI-HFAC-81399B) and the Human Engineering Systems Analysis Report (DI-HFAC-80745C) are available as guidance.

6. The Critical Crew Drill Report shall provide basic dimensions, locations, and human factors requirements (E.G hand wheel torques) for each of the crew member interfaces. The contractor may use the Human Engineering Design Approach Document - Operator (HEDAD-O) (DI-HFAC-80746C) as guidance.

3.8c. Transportability requirements-Rail. The contractor shall provide the on-load and off-load procedures for loading the system onto a US/European rail car. This should include any special provisions for loading the howitzer on and off the rail car along with any special dunnage and/or tie down requirements as well as provide evidence that the procedures provided comply with the space claim requirements. Reference: MIL-STD-1366E 3.8i. Transportability Requirements - Fixed Wing Aircraft. The contractor shall provide the roll-on and roll-off procedures for internal air transport of the shoot off howitzer on a C5 or C17 military standard aircraft. This should include any special provisions for loading the howitzer on and off the aircraft along with any special dunnage and/or tie down requirements as well as provide evidence that the procedures provided comply with the space claim requirements. Cannon & Ammo Handling Safety Summary shall be submitted in accordance with DI-MISC-80508B and contain the following additional requirements:

1. The contractor shall develop a cannon safety summary that outlines the safety activities conducted on the cannon assembly to be utilized in the shoot off howitzer. The safety summary shall include:

a. The safety test conducted on the cannon (reference appropriate military standards, ITOPs, or STANAG/AOP)

b. The ammunition utilized in the safety tests.

c. The wear, fatigue, and safe service life.

e. The permissible maximum pressure (PMP), the cannon design pressure (CDP), and the proof pressure (PP).

f. Evidence that the cannon has been proofed.

2. The contractor shall provide an overview drawing of the cannon assembly that includes the following data:

a. Overall Length of Cannon Tube

b. Chamber inside diameter

c. Chamber volume (Breech Closed, Identify Ref. Projectile Intrusion)

d. Rear face of tube to commencement of full rifling

e. Charge retention device to commencement of full rifling length

f. Commencement of full rifling to muzzle end length

g. Primer interface diameter

h. Primer interface length

i. Primer location relative to centerline of Cannon tube

Statement of Work: 3.1.1.2.7.5. The Contractor shall prepare and provide a Safety Assessment Report (SAR) in accordance with CDRL A009 – DI-SAFT-80102C to aid in USG development of a SAR for the Shoot-off Evaluation testing.

The Safety Assessment Report shall be provided in accordance with DI-SAFT-80102C. In addition section C of the SAR shall specifically include verbiage and a flow chart for handling misfires, hang-fires, jams, and removing stickers. These shall include the allowable time in tube for all conditions.

-The contractor shall document the certified protection levels for each area of the Shoot off Evaluation System. Reference STANAG 4569. If the howitzer has not been formally certified the contractor shall provide their engineering estimate on what the certification level of each area is.

-The contractor shall document the crew protection level for each of the crew members during both mobility and firing operation scenarios. Reference STANAG 4569. Statement of Work: 3.1.2.2. The Contractor shall provide a System Design Description (SDD) that describes the system-level software/hardware architecture of the Contractor’s Mobile Howitzer System (Gun Vehicle) direct and indirect fire control systems in accordance with CDRL A012 – DI-IPSC-82284-TAILORED. Delivery of an existing Contractor SDD in response to this requirement is preferred. If not already included in the SDD, the Contractor shall provide an Interface Control Documents (ICD) describing the electrical, mechanical, and software interfaces in accordance with CDRL A013 – DI-SESS-81248B. Delivery of existing ICDs in response to this requirement is preferred.

The contractor shall prepare and provide a response in accordance with DI-IPSC-82284-TAILORED to include only paragraphs 3.1, 3.2, 4.1a-d, 4.3, and 4.4.1 (all others excepted).

The following is a list of all the systems, sub-systems, and components that the USG is interested in gaining knowledge about, to consider integration of the DFCS into the candidate’s howitzer. To clarify, if the candidate’s howitzer does not have the following systems, then the description is not required to be provided or developed for those systems.

The term ‘system’ will be written below to cover the following: ‘systems, sub-systems, and components’ for ease of reading in items a through i.

a. Vehicle Power Interface (Electrical ICD) – Describe vehicle power interfaces that could be utilized to power USG DFCS components.

b. Fire Control Subsystems (Mechanical ICD) – Describe mechanical space claim, mounting provisions, shock/vibration characteristics, and cable routing between Contractor Mobile Howitzer Gun Vehicle fire control components and any other space claim that could be utilized to mount USG DFCS components. Data does not need to be provided for automation systems like gun drives, autoloader, etc.

c. Aiming/Pointing Subsystems (Electrical/Software ICDs) – Describe the physical communications protocol (Ethernet, serial, etc.) and software messaging interfaces for any system (inertial, resolvers, etc.) use to navigate the howitzer and to determine the attitude (orientation) of the cannon tube.

d. Automation (Electrical/Software ICDs) – Describes the physical communications protocol (Ethernet, serial, etc.) and software messaging interface used by automation systems on the howitzer such as gun drives, autoloader, emplacement systems, etc. that must interface to the fire control.

e. Direct-Fire System (Electrical/Software ICDs) – Describes the physical communications protocol (Ethernet, serial, etc.) and software messaging interface used by any integrated direct fire system that must interface to the fire control.

f. Vehicle Motion Sensor (Electrical/Software ICDs) – Describes the power requirements, physical communications protocol (Ethernet, serial, etc.) and software messaging interface used by any vehicle motion sensor (odometer) on the howitzer.

g. Vehicle Diagnostics (Electrical/Software ICDs) - Describes the physical communications protocol (Ethernet, serial, etc.) and software messaging interface used by any vehicle diagnostics system that must interface to the fire control.

h. Hardware Space Claim (Mechanical/Electrical ICDs)- Describes available internal and external locations on the vehicle platform to integrate current position navigation and timing (PNT) and situational awareness systems. This shall include locations for mounting of hardware and potential cable routing configurations.

i. Other (Electrical/Software ICDs, battle field situational awareness) - Describes the physical communications protocol (Ethernet, serial, etc.) and software messaging interface used by any other platform unique system that must interface to the fire control but is not captured by items a through h.
