AMENDMENT 0001 SUMMARY

The purpose of Solcitaition W15QKN-20-Q-5216 Amendment 0001 is to incorporate the following changes:

1. Solcitiation W15QKN-20-Q-5216 close date has been extended from 11 June 2020, 3PM EST to 22 June 2020, 3PM EST.

2. Site Visit and Alternate Site Vist Dates have changed from 28 May, and 03 June, 2020 10AM EST to 15 and 16 June, 2020, 10AM EST.

3. Question due date has changed from 04 June 2020, 1PM EST to 17 June 2020, 1PM EST.

4. All other terms and conditions remain unchanged.

SECTION 00 00 00 - PROCUREMENT AND CONTRACTING REQUIREMENTS

The following have been modified:

INSTRUCTIONS TO OFFERORS

THIS REQUIREMENT IS BEING SET ASIDE 100% FOR SMALL BUSINESSES

1. This Solicitation number W15WKN-20-Q-5216 is for Construction – CSS# 8110 Install Emergency Lights & Signs at the Big Bend USARC, RR#1 Box 174, Big Bend, WV 26136-9724. This requirement is being solicited, utilizing the procedures set forth in Federal Acquisition Regulation (FAR) Part 36 (Construction), and FAR Part 13 (Simplified Acquisition Procedures).

2. The purpose of this Solicitation is to procure construction in support of the 99th Readiness Division (RD), Department of Public Works. The contractor shall provide all plant, labor, equipment, tools, materials, supervision and transportation required to update the building in accordance with the Scope of Work (SOW) and related drawings. The North American Industry Classification System (NAICS) code that applies to the principal nature of the acquisition is: 238210 – Electrical Contractors and Other Wiring Installation Contractors - Size Standard of $16,500,000.00.

3. The Government intends to award a single, Firm-Fixed-Price (FFP) contract. The period of performance for this effort shall be 60 calendar days from the Notice to Proceed date.

4. The Offeror must be registered in the System for Award Management (SAM) with an active profile in order to be eligible to receive a Department of Defense contract award. If you need to register in SAM, go to https://www.sam.gov.

5. Disclosure of Magnitude of Construction Projects (FAR 36.204): Advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. The estimated price is to be described in the terms of the following price range: Below $25,000.00.

6. Site Visits are available at the following date(s)/time(s):

i. On 15 May 2020 at 10:00 AM (Ante Meridian) ET (Eastern Standard Time)

All notifications to attend shall be submitted via e-mail at least 24 hours prior to the scheduled Site Visit date/time to Michael Bush, Contract Specialist at michael.a.bush89.civ@mail.mil, Anthony Pavese, Contracting Officer at Anthony.r.pavese.civ@mail.mil and Jason Belcher, Regional Facility Operation Specialist (RFOS) at Jason.m.belcher.civ@mail.mil. If the notification to attend the Site Visit is not provided 24 hours prior to the Site Visit date/time the request will be denied.

7. All questions regarding this solicitation shall be submitted via email no later than 1:00PM EST on 17 June 2020 to BOTH Michael Bush (Contract Specialist at michael.a.bush89.civ@mail.mil) and Anthony Pavese (Contracting Officer at anthony.r.pavese.civ@mail.mil). The questions will be answered all at once and be posted on the Beta SAM website (www.beta.sam.gov/) once the question period has closed.

8. COMPLETING A QUOTE FOR SUBMITTAL:

a. Quotes are due no later than the date and time listed in Standard Form (SF) 1442, Block 13A and shall be submitted via email to BOTH: Michael Bush (Contract Specialist at michael.a.bush89.civ@mail.mil) and Anthony Pavese (Contracting Officer at anthony.r.pavese.civ@mail.mil).

b. The Offeror shall provide the name, title, address, email address and telephone number of the company/division point of contact regarding business decisions made with respect to the proposal and who can contractually obligate the company.

c. Offeror(s) shall submit a signed SF 1442 (Blocks 30a and 30c). In addition, the contractor shall sign and acknowledge any solicitation amendments. In doing so, the Offeror accedes to the contract terms and conditions as written in the Solicitation.

d. The Offerors shall provide a price for each FFP Contract Line Item Number (CLIN) on the SF 1442

e. Pricing for each CLIN must be submitted in the proper format. The proper format consists of QUANTITY * UNIT PRICE = AMOUNT/NET AMOUNT. In the event there is a discrepancy in the calculation, the UNIT PRICE will be held to the intended price multiplied by the QUANTITY. If the offeror shows only the AMOUNT/NET AMOUNT, but fails to enter a UNIT PRICE, the AMOUNT/NET AMOUNT divided by the QUANTITY will be held to be the intended price. Prices shall not extend past the second decimal point for the unit and extended amounts.

f. Offeror’s shall provide their DUNS number, CAGE code, Federal TIN and any small business preference or socioeconomic designations (8a certified, HUBZone Certified, WOSB, etc.) that are applicable to this NAICS Code 238210.

g. Offeror(s) shall provide a detailed, itemized price breakdown of materials, labor by category/rate, profit, mobilization, equipment, bonds (if applicable) and overhead to determine technical acceptability, within the excel attachment titled “ATTACHMENT 0004, CONSTRUCTION WORKSHEET FOR CONTRACTOR

PROPOSAL.” THE UNITS OF MEASURE ON THE WORKSHEET ARE FOR INFORMATION

PURPOSES ONLY AND CONTRACTOR IS RESPONSIBLE TO VERIFY ALL MEASUREMENTS

AND QUANTITIES.

9. All work shall be performed in accordance with the SOW.

10. All offers shall remain valid for 120 calendar days from date of solicitation close date.

EVALUATION CRITERIA:

a. The Government will award a contract to the technically acceptable responsive responsible offeror able to meet the requirements of the Solicitation, Specifications of Work (SOW), and with the lowest total aggregate price.

b. Although the Government intends to award without discussions, if the price is not determined to be fair and reasonable, negotiations may commence. Award will be made only after agreement has been reached on all terms and conditions, and a fair market price for the construction requirement to be acquired. The Government reserves the right to seek additional information if required to determine fair and reasonableness
