About this file

This statement of work describes medical simulation manikins required by the 5th Brigade Health Service. The SOW requires eight male, two female, and two canine manikins to enable medical training for combat medics. The manikins must have realistic physical characteristics including adjustable breathing and cardiovascular functions. They must also allow for training on procedures like tension pneumothorax treatment, hemorrhage control, intravenous infusion, endotracheal intubation, and cardiopulmonary resuscitation. The battery-powered manikins should include scenario programming and audiovisual communication functions. The SOW calls for delivery within 30 days of contract award and provides a one-year standard warranty plus a two-year extended warranty on parts and repairs. The related solicitation is for these medical simulation manikins on behalf of the 5th Brigade Health Service of the 94th Training Division, Army Reserves in accordance with FAR parts 12 and 13.

STATEMENT OF WORK (SOW)

5th Brigade Health Service (HS), 94th Training Division (FS) Medical Simulation Manikins 17 September 2019

1.0 INTRODUCTION

Medical Trauma Care Simulation Manikins

2.0 BACKGROUND

The 5th Brigade Health Service was created to train the U.S. Army and U.S. Army Reserve Combat Medic Soldiers (68W). The purpose of the 68W Technical Track is to provide the Combat Medic Specialists with the necessary skills and knowledge providing emergency medical treatment and care of injured Soldiers and civilian on the battlefield, limited primary care, health protection and evacuation from a point of injury or illness to medical facility.

The US Army Medical Corp has experienced great challenges with the expeditious and quality of medical care that was available and provided to combatants and civilian population victims of current urban battlefields. The US Army medical communities have obtained a great amount of knowledge and lessons learned from the multitude of combat related medical necessity contributing to the development of more realistic and advanced medical care training. The US Army Academy of Health Sciences and the US Army Medical Department Center and Schools Program of Instruction (and lesson plans requires the use of advanced simulation manikins to train students.

3.0 OBJECTIVES

The 5th Brigade Health Service objective is to procure technologically advanced simulation manikins (human and canine) with realistic body functions, medical symptoms, and trauma injuries enabling the medical students to exercise primary and advanced medical care intervention. The Soldiers attending the mandatory career development courses, currently referred to as the Medical Refresher Training and Senior Advance Leadership Training courses will obtain the necessary training to successfully familiarize with injuries and the conduct of advanced medical care of military Soldiers, civilians and K9 working dogs as prescribed by the Program of Instruction and lessons learned from current contingency operations.

4.0 SCOPE

4.1. Salient Characteristics

The 5th Brigade Health Service requires eight male, two female, and two K9 working dog Simulation Manikins. The Simulation Manikins need to demonstrate the most accurate and realistic physical characteristics and medical symptoms/ conditions encountered on a human/canine body. Manikins shall withstand various weather conditions (rain, heat, etc.) and operate at austere terrains as such drag, drop, carried, airlift, to properly simulate and exercise the treatment and evacuation of a combatant Soldier or civilian from point of injury in the Battlefield to the final fixed medical facility. Manikins need to endure extensive use as it is anticipated 26 courses with a quota of 60 students each performed on a yearly basis. Therefore, the estimated usage for fiscal year 20 is 1,560 students.

The physical characteristics of the simulation manikin (human) shall include the following:

· Body weight (MALE) 160-180 lbs.

· Body weight (FEMALE) 120-160 lbs.

· Natural Skin Tone

· Active Breathing (bilateral adjustable rise and fall of chest)

· Full Body Motion (inclusive of jaw)

· Electronic Eye Pupil Adjustment

· Cardio Vascular Functions

· Arterial Venus Bleeding (stain resistant blood)

Each manikin must enable the medical care professional the ability to conduct advanced medical treatment on humans for obstructive breathing, lacerations, burns, gunshot wounds, crepitus, and amputations. Simulators will be used for students to be trained on performance of tension pneumothorax, hemorrhage control, intraosseous infusion (IO)/ intravenous infusion (IV), nasopharyngeal and oropharyngeal airway, advanced airway, surgical cricothyroidotomy, endotracheal intubation, Cardio Pulmonary Resuscitation (CPR), and cardiovascular monitoring.

The simulation manikin (human) shall be battery operated with A/C backup and remote control. Simulators shall also provide advance technology that includes the ability for two-way audio communication and voice programming, simulation scenario programing such as active bleeding, hemorrhage, pulmonary functions, movement of extremities, vitals and pupil changes as it occurs in the human body during stress or severe injury, as well as the ability for student assessment reporting.

The physical characteristics of the simulation manikin (canine) shall include the following:

· Body Weight 40-70 lbs

· Active Breathing (bilateral adjustable rise and fall of chest)

· Full Body Motion (inclusive of jaw)

· Bark, Whimper, Growl

· Cardio Vascular Functions

· Arterial Venus Bleeding (stain resistant blood)

Each canine manikin must enable the medical care professional the ability to conduct advanced medical treatment of lacerations, fractures, gunshot wounds, and amputations. Simulators will be used for students to be trained on performance of tension pneumothorax, IV, surgical cricothyroidotomy, endotracheal intubation, and CPR.

The canine manikin shall be battery operated with A/C backup and remote control. Simulators shall also provide advance technology that includes the ability to program and change simulation scenarios such as active bleeding, hemorrhage, vitals and pulmonary functions as it occurs during stress or severe injury.

4.2 Operating Instructions

The contractor shall provide an operator’s manual/operating instructions and/or on-sight training. Prior to any on-sight training, the contractor shall coordinate training schedule and installation access with the technical point of contact.

4.3 Warranty

The contractor shall provide a 1-year standard warranty on parts and labor with an additional two-year extended warranty. Parts include body frame, faulty skin, mechanical repairs and automation component and software. Contractor is not responsible for any damages caused by improper use.

4.4 Maintenance & Service

Maintenance and service procedures shall be identified and included in the contractor’s warranty.

4.5 Delivery

Supplies are to be delivered 30 days after receipt of contract. The recipient technical point of contact is:
