Statement of Work (SOW)

For Cellebrite UFED Device Replacement

November 2018

1.1 Scope: This requirement is for the replacement of Cellebrite Hardware Support and

Maintenance on behalf of U.S. Army Criminal Investigation Command (CID) as defined in this Statement of Work (SOW).

1.2 Background: The U.S. Army CID possesses sixty three (63) Cellebrite Universal Forensic Extraction Device (UFED) Touch 1 Logical devices, thirty one (31) UFED Ultimate devices. As of 30 June 2018 Cellebrite no longer supports these devices, which are obsolete and require replacement. Cellebrite UFED devices and software have been mission critical for the extraction of data from cell phones and mobile devices that may be critical in criminal investigations. CID needs to replace the obsolete devices with Cellebrite UFED For PC (UFED4PC) software. In addition to replacing the UFED Touch 1 devices, CID needs to renew its licenses for Cellebrite Desktop Analytics and Physical Analyzer, and purchase additional copies of UFED4PC Ultimate, Desktop Analytics and Physical Analyzer.

1.3 Order Type: This effort shall be proposed on a Firm-Fixed-Price (FFP) basis.

1.3 Requirements: To procure Cellebrite’s UFED4PC software to replace CID’s current inventory of Cellebrite UFED Touch 1 Devices, renew all current licenses for Cellebrite Physical Analyzer and Desktop Analytics, and purchase additional copies of the aforementioned software and associated hardware.

1.4 Scope: The contractor shall provide the following:

- Sixty thee (63) copies of UFED4PC Logical version with trade-In of CID’s 63 obsolete UFED Touch 1 Logical devices.

- Sixty thee (63) UFED4PC Logical version license renewals

- Thirty one (31) copies of UFED4PC Ultimate version with trade-In of CID’s 31 obsolete UFED Touch 1 Ultimate devices.

- Thirty one (31) UFED4PC Ultimate version license renewals

- Eight (8) new licenses of UFED4PC Ultimate

- Relicense one hundred (100) copies of Desktop Analytics and software.

- Six (6) new licenses with support of Desktop Analytics

- Relicense thirty two (32) Physical Analyzer (PA) Dongles

- Sixteen (16) additional PA Dongles

- Thirty (30) Academic copies of UFED4PC Logical Software

- Five (5) UFED Touch 2 Ultimate devices

- Technical customer service during normal business hours.

1.5 Period of Performance: The contractor shall provide the Cellebrite hardware support and maintenance from 19 December 2018 until 18 December 2019.

1.7 Inspection/Acceptance/ FOB Terms: Inspection and Acceptance shall be Destination

- UFED4PC Logical software is used to extract logical data (data you could see if you looked at the device) from cell and mobile devices. A UFED4PC Ultimate is used to extract physical data (data you can see, deleted data, and other data from unallocated space) from cell and mobile devices. The extracted data is used as evidence in criminal investigations. The Cellebrite UFED has been the only tool used by CID case agents in the field. The U.S. Army Criminal Investigation Command (USACIDC) began fielding the UFED in 2008. The Cellebrite devices and associated software are mission critical to extract data that may be of evidential value in criminal investigations.

- The new UFED4PC can recognize the new data file systems found on the new smart phones and tablets. Furthermore, UFED4PC is backwards compatible and can recognize the older data file systems found on older smart phones and cell phones.

- The new Cellebrite UFED4PC Logical and Ultimate software is now the current industrial standard extraction and analysis tool used by law enforcement throughout the United States for extracting data from cell phone and mobile devices.

1.8 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the terms of the contract.

1.9 Government Holidays: N/A.
