SOLICIATION SUSPENSION

The purpose of amendment A0001 is to suspend solicitation W15QKN-19-Q-1185 indefinitely. This requirment will be reposted once changes to the statement of work have been completed.

The following have been modified:

STATEMENT OF WORK

1) Introduction This statement of work (SOW) covers the repair of 4 existing anti vehicle barriers (AVB’s) and ancillary equipment as provided in section 3 (Scope of Services) which includes the removal and replacement of (2) non-standard AVB’s from Fort Devens, RFTA, Massachusetts. The only acceptable product is in accordance with approved standards contained in UFC 4-022-02, dated 8 June 2009, and SD-STD-02.1. Specific standards that apply are Revision A Specification for Vehicle Crash Test of Perimeter Barriers and Gates UFGS 34 71 13.19, Unified Facilities Guide Specification, Active Vehicle Barriers UFGS 12 93 00 Unified Facilities Guide Specification, Site Furnishings ASTM F 2656-07 Standard Test Method for Vehicle Crash Testing of Perimeter Barriers.

2) Background

a) Electric Drop Arm Crash Beams must meet the required standards as required under ASTM M50 (K12) certified systems. Systems are in compliance with UFC 4 022 02 2009 (Vehicle Barriers). Under ASTM F 2656-07 barrier manufacturers are required to utilize an accredited independent testing laboratory. Laboratory accreditation must be done in accordance with ISO/IEC 17025.

b) Primary objective is to install a cost effective, compliant AVB which is specifically designed to significantly decrease loss of life and injury resulting from a vehicle born intrusion attempt aboard Fort Devens, MA.

3) Scope of Work:

The contractor will supply and install all required equipment and parts for the repairs and improvement / replacement of the AVB systems. This includes updated electric actuator models, software, connections, welding in plate connections, electrical wiring, and configuring. This includes a lap top with new software and cable to access the new actuators to review setting. All actuators, software, computer and cables will be the same. Components in electrical cabinets will be checked and replaced if needed

a) At Range Control and 3400 Area, the contractor shall provide and install high cycle electric traffic control arms (not crash rated). Install traffic control arms in the inbound lanes only (2 arms). The traffic control arms shall have traffic signals, heaters, loop detectors, photo eyes, and pin code access controller mounted on pedestal at each arm location. Electrical connections and mounting pads shall be included. In addition, the Building 3400 area and South Post control arms shall be programmed so the barriers are raised and lowered only by guard as a final denial barrier at the fastest speed practical. The crash beams will stay in the raised position and be lowered by guard if access control is breached. Barriers shall be programed so existing key pad raise arms and timer to close arms and may be disabled at South Post.

b) The contractor shall replace non-stainless/non-galvanized hardware with stainless or galvanized hardware on all AVB systems new and emplaced. Including spring plate, springs, pivot plate, actuator hardware, hook side springs, hook side plate, and the counterweight box with lid. In addition, the barrier arms shall be re-coated with safety yellow paint and new retro-reflective strips applied.

c) At the 3400 Area, contractor will demolish and remove the 2 Delta Scientific Hydraulic Arms and remove debris and dispose of offsite. Contractor will restore road surface. Contractor will provide and install 2 new compliant AVB systems electric drop arm crash beams with clear span of about 14’ each that match the specifications / mechanics of the 4 existing crash beams. Work includes drawings, submittals, electrical, fab and assembly, as well as the previously mentioned placement of the traffic control arms.

4) Product Manufacturers:

a) Qualifications: Any manufacturer not pre-qualified herein who intends to submit a bid shall submit the following qualification data in writing fourteen (14) days prior to bid date and, if approved, shall be acknowledged by Addendum prior to bid date. Manufacturer shall provide evidence that this firm has a minimum of five (5) years’ experience in successfully completing AVB projects of equal scope and magnitude with products as herein specified.

b) Testing: Manufacturer shall provide test reports as reflected in paragraph 2 above (Scope of Services)

c) Qualified Manufacturers: The materials outlined in this specification section shall be supplied in accordance with paragraph 2.

5) Compliance:

a) The contractor shall submit the following in accordance with Conditions of the Contract:

i) Manufacturer standard details and fabrication methods.

ii) Data on parts, repairs, finishing, hardware, and any accessories.

iii) All required parts and items as described in (Scope of Services).

b) Standards. The following standards apply to this section of work:

i) PDC-TR90-2 Barrier Impact Response Model 3

ii) SD-STD-02.1, Revision A Specification for Vehicle Crash Test of Perimeter Barriers and Gates

iii) UFGS 34 71 13.19 Unified Facilities Guide Specification, Active Vehicle Barriers

iv) UFGS 12 93 00 Unified Facilities Guide Specification, Site Furnishings.

v) ASTM F 2656-07 Standard Test Method for Vehicle Crash Testing of Perimeter Barriers.

vi) UFC 4-022-02 UFC Selection and Application of Vehicle Barriers

vii) UFC 4-022-01 UFC Entry Control Facilities

b) Quality Assurance/Quality Control. Contractor will inspect all work to ensure compliance with abovementioned standards and specifications.

c) Access Control/Security. Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Arm controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. d) For contractors that do not require Common Access Card (CAC), but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

e) No photography or videography is authorized on the military installation.

6) Project Deliverables:

a) All required equipment will be in placed within the period of performance and adhere to the prescribed above-mentioned standards.

b) Place of Performance/Hours of Operation: Work to be performed at Fort Devens-RFTA, Massachusetts. The contractor shall visit the project sites, collect required data on existing surrounding, structures, appurtenance and all other items that will be affected by this project or related to this project, and verify existing conditions. The contractor shall be responsible for the verification of the actual site condition and the accuracy of this information to ensure adequacy of the design and successful construction. Normal working hours are (0700) to (1600), Monday through Friday, excluding Federal holidays. Construction work may be allowed beyond the normal working hours and on weekends however all requests for extended hours will be approved by the COR.

d) Project Timeline: The period of performance for this task is not to exceed 120 calendar days from the date of award.

e) Inspection and Acceptance Deliverables will be inspected by the PSO, the ATO or facilities engineer for acceptance.

f) Period of Performance:

The period of performance for this task order is not to exceed 120 calendar days. O&M will include a minimum of two hours’ work for each of the crash beam sights (Main Cantonment, South Post, and 3400 area)

The regular repair and Improvement will be performed Monday through Friday between the hours of 0730 to 1600. Any unscheduled emergency repair and improvement will also be completed Monday through Friday between 0730 hours and 1600 hours, EXCEPT in an emergency where the crash barriers are stuck in the down position preventing traffic flow, this work may be performed at any given time 24 hours per day 7 days per week.

7). Hazardous Information:

The work site is on a military installation. Due to military training priorities, there may be times when work must be stopped or moved to other areas depending upon the needs of military training personnel. This may or may not occur, but Contractor must be willing to stop work (or re-locate if applicable) if necessary. The Contractor and the OSCOR will keep track of training days and the performance time extended accordingly.

8). Personnel:

The Government and the Contractor understand and agree that the services to be delivered are non-personal services, and both parties recognize and agree that no employer-employee relationships exist between the Government and the Contractor and/or between the Government and the Contractors employees. Contactor personnel performing under this contract shall not be placed in a position where they are employed by a Federal Officer or are under the supervision, direction, or evaluation of a Federal Officer, military or civilian. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against actions that are of the nature of personal services, or give the perception of personal services. If particular actions constitute, or are perceived by the contractor to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO) immediately.

The contractor shall provide the management and support as required for employees during designated Government, non-work days or other periods, where Government offices are closed due to weather or security conditions. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs). The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.

Contractor is responsible for ensuring that all contractor personnel present a neat professional appearance and be easily identified.

All contract personnel shall be identified as a Contractor, i.e., badge, company logo etc. All contract personnel are required to identify themselves such that they avoid creating an impression in the minds of members of the public that they are Government officials. They shall ensure that all correspondence (documents, emails etc.) or reports produced by the Contractor are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

The contractor shall be responsible for all subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor shall manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations (Refer to FAR Subpart 9.5). Contractors may add subcontractors to their team after notification and agreement is consented by the Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO).

Contractor personnel shall conform to standards of conduct and code of ethics, which are consistent with those applicable to Government employees as provided in the DOD 5500.7.R, Joint Ethics Regulation. Contractor personnel conduct shall not reflect discredit upon the Government. The Contractors employees shall observe and comply with all local policies and procedures. The Contractor is responsible for ensuring that any Contractor employees providing services under this contract conduct themselves and perform services in a professional, safe, and responsible manner. The Contractor shall remove, from the job site, any employee for reasons of misconduct or security. The Contractor shall ensure employee conduct complies with the Procurement Integrity Act as codified at 41 U.S.C. § 423, which prohibits disclosing or obtaining procurement-sensitive information, to include contractor bid or proposal information and source selection information. The Contractor shall also ensure that no Contractor employees conduct political related activities or events in Government Installations.

The contractor shall accomplish the assigned work, and provide effective management, by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor(s) shall ensure its employees meet the training requirements as specified in this PWS and as specified in the installation(s) requirements. If travel is required to meet the training requirements, the contractor(s) shall make necessary travel arrangements for its employees.

The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories, labor rates, and man-hours utilized in the performance of task issued hereunder, will be the minimum necessary to accomplish the task.

Installation Commanders have inherent authority to control installation access. The authority of an installation commander to exclude individuals from a military installation is a proprietary right and does not depend upon statute or legislative jurisdiction. However, statutory authority to exclude is provided in Section 1382, Title 18, United States Code. The Fort Devens RFTA Commander has the inherent authority to bar individuals exhibiting adverse behavior or misconduct which may be disruptive to the good order, discipline, welfare, health or safety of the Fort Devens RFTA community and when an individual's misconduct establishes that his or her continued presence on the installation is not in the best interests of the Army. All bar letters will specify that barred individuals may request reconsideration at any time by written submission through the Fort Devens RFTA Police Department to the Garrison Commander. Written appeals and requests to terminate bars will be received by the Provost Marshal and forwarded to the Garrison Commander for action. See AR 420-1, Army Facilities Management, 24 AUG 12 and AR 600-20, Army Command Policy, 6 NOV 14. If a Contractor-employee is barred from the Fort Devens RFTA installation by the Fort Devens RFTA Commander or is otherwise removed from

The job site, the Contractor is not relieved of any performance or manning requirement under this SOW.

9). Security Requirements:

Employees selected by the Contractor for this performance work statement must be able to pass all security requirements IAW the Fort Devens Provost Marshal’s Policy in order to gain access to the installation.

Anti-terrorism (AT) Level I training. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable.

The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 10 calendar days after completion of training by all employees and subcontractor personnel. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Iwatch Training. The contractor and all associated sub-contractors shall brief all employees on the local Iwatch program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 10 calendar days of contract award and within 10 calendar days of new employees commencing performance with the results reported to the COR NLT 10 calendar days after contract award.

IAW Army Regulation 525-13, paragraph 5-19, all prospective Contractors shall undergo a verification process to determine the trustworthiness and suitability prior to being granted access to federal property. Limited access with escort may be granted (at the installation’s discretion) for an interim period while investigations are being conducted.

10). Payment:

The Contractor shall provide progress payment invoicing according to the Schedule of Values which will be submitted as indicated in the Purchase Order.

11). Contractor Manpower Data Reporting:

The Office of Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report contractor manpower information (including subcontractor manpower information) required for performance of this contract. The contractor shall submit all the information required in the format specified at the following web address https://cmra.army.mil/default.aspx.

The required information includes:

The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Fort Devens RFTA, DPTMS via a secure data collection site. The contractor is required to completely fill in all required data fields using the following address: http://www.ecmra.mil/ Note: information from the secure website is considered to be proprietary in nature when the contract number and contractor identity are associated with direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

Reporting period will be the period of performance is not to exceed 120 calendar days, and must be reported by completion of the fiscal year.
