The following have been modified:

INSTRUCTIONS TO OFFERORS

1. The purpose of this solicitation is to procure Custodial Services in Newark, DE on behalf of the 99th Readiness Division. The period of performance of this contract will be twelve (12) months from the effective date of award, including four (4) subsequent 12-month option periods.

2. The Government intends to award a single, Firm Fixed Price (FFP) purchase order as a result of this solicitation.

3. Contractors must be registered in the System for Award Management (SAM) in order to be awarded a Department of Defense (DoD) contract. If you need to register in SAM, please do so using the following link:

4. Questions are due by 12:00 p.m. Eastern Standard Time (EST) 4 March 2019. All quotes are due by 12:00p.m.

Also see FAR 52.237-1 in Section I of this solicitation for more information. Site visits will be conducted on two dates. The primary site visit date is 28 February 2019 which will begin at 10:00a.m. EST. An alternate site-visit date may be scheduled before 28 February 2019 at 11:00a.m. EST. Please contact the Contract Specialist and RFOS for further coordination.

5. Completing a Quote for Submittal:

a. This is a small business set-aside solicitation. Only small business contractors will be considered for award.

Contractor quotes must include their availability to provide each item in the Performance Work Statement (PWS), CAGE Code, DUNS Number, business-size standard, any small business preference (such as 8(a) certified, HUBZone Certified, WOSB, etc.) and any other particular terms not mentioned in this quote.

b. Quotes must include the full quantity identified in Section B of this solicitation, titled “Contract Line Item Number (CLIN).”

c. Subcontracting: IAW FAR 52.219-14 the contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded. Contractors who will be submitting quotes must provide a signed teaming agreement with the subcontractor.

d. The Offeror should provide the name, title, address, email address and telephone number of the company/division point of contact regarding business decisions made with respect to the quote and who can contractually obligate the company. The Offeror shall identify those individuals authorized to negotiate with the Government.

e. Offerors are required to submit a signed and date the SF1449 and any applicable amendments to the solicitation.

f. The contractor shall provide a Certificate of Insurance in accordance with FAR Clauses 52.228-5, Insurance – Work on a Government Installation, the following applicable insurance amounts are required at a minimum:

(1)Workers' Compensation and Employer's Liability: At least 100,000.00 coverage.

(2) General Liability: Bodily injury liability insurance coverage shall be written on the comprehensive form of policy of at least $500,000.00 per occurrence.

(3) Automobile Liability: Shall provide automobile liability insurance written on the comprehensive form of policy:

At least $200,000.00 per person for bodily injury, $500,000.00 per occurrence for bodily injury, $20,000.00 per occurrence for property damage.

8. All quotes shall be valid for 120 calendar days.

9. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds. Also see FAR 52.232-18.

FAR 52.212-2 Addendum: Evaluation Criteria:

a) This requirement is being solicited in accordance with FAR Part 13, Simplified Acquisition Procedures. Award shall be made to a single contractor. Award will be made to the lowest priced technically acceptable, responsible, responsive offeror that meets the requirements of the Performance Work Statement. Quotes must include prices for each item listed, in order that quotes may be properly evaluated. Failure to do so may be cause for rejection of the entire quote.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

DISCLOSURE OF UNIT PRICE INFORMATION

This constitutes notification pursuant to Executive Order 12600, Pre-Disclosure Notification Procedures for Confidential Commercial Information (June 23, 1987), of our intention to release unit prices in response to any request under the Freedom of Information Act, 5 USC 552. Unit price is defined as the contract price per unit or item purchased. We consider any objection to be waived unless the contracting officer is notified of your objection to such posting prior to submission of initial proposals.

HQ AMC-LEVEL PROTEST PROGRAM

If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General

Accounting Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103.
