Questions and Answers Snow – Liverpool, NY Solicitation No. W15QKN-19-Q-1033
Q1: I would like to request a site visit. When will someone be available to view the site?
A1: Site Visit will be available all day Friday, December 07. The POC is Douglas Rushlo, email: douglas.l.rushlo.ctr@mail.mil, phone: 910-598-6711.
Q2: Can you please clarify whether this is a Service Disabled Veteran Owned Business Set Aside or a Total Small Business set-aside.
A2: It was originally our intention of possibly going Service Disabled Veteran Owned Business Set Aside, however, we are required to have two or more sources in order to set it aside. Since there was not enough competition, and we could not award with only one potential bidder, we had to do a Total Small Business Set-aside. This was coordinated with our local Small Business Office.
Q3: Will we be called to plow or do we go as CLIN calls for that height as stated in the Performance Work Statement (PWS)? Whatever the height of snow is at that time, do we plow and take pictures for that height and invoice that amount of the CLIN? PWS says "Each time contractor is called out to the site to perform plow/sand/salt/deicing measures”. I just wanted to clarify that's how we will know when to go to property and perform work.
A3: The Regional Facility Operations Specialist will notify the vendor when a storm is likely to hit and when the services are needed. They get their information from the National Weather Bureau (NWB) on when the storm will hit and how much snow will hit the area. The inches of snow fall reported by the NWB is what should be billed. The Regional Facility Operations Specialist will notify the vendor of all of this.
Q4: Is the fenced in area or the MEP area being cleared? The drawing shows Sq. Ft. of POV, Sidewalks & roadways.
A4: No, just the sq. ft. of POV, sidewalks and roadways.
Q5: What was the tabulation of the last contract?
A5: Previous contract no. W15QKN-14-P-1026 awarded to Innovative Federal Operations Group, LLC a Service-Disabled Veteran-Owned Small Business for 1, 12-month base and 4, 12-month option periods. The total contract was valued at $50,259.06
Q6: We must submit a technical/capability statement outlining our ability/approach to perform services outlined in the PWS. What format appropriate? Letterhead or can a word document be upload?
A6: It can be any format, as long as it outlines your company’s ability to perform the services outlined in the Performance Work Statement (PWS). You can include past jobs that the company has done, past performance and also your company’s expertise in the services that are needed.
