3. Description of Services or Supplies: Combat Capabilities Development Command Armament Center (CCDC AC) has a requirement for a commercial-off-the-shelf Stratasys brand, F370 3D Printer. There are no components or elements of this supply, as it is a self-contained unit. System shall be delivered by 30 September 2019. The as-delivered performance requirements are an industry standard. There are no special requirements that the supplier must meet, as our in-house engineers will handle the installation and set-up. There are no delivery requirements to consider, nor are there any distribution needs to be accounted for. There are no geographic or location limitations/issues, as the supply's footprint is very similar to the existing, older unit.

5. Reasons for Authority Cited:

The Government requires a Stratasys F370 3D Printer to provide enhanced and expanded capabilities for the engineers supporting a wide range of programs for the

. This printer possesses the ability to print at multiple layer resolutions and to a larger volume the Division’s current 3D Printer. The F370 3D Printer will have the capability to print the same base materials as the current 3D Printer, as well as more advanced materials, thereby speeding up and improving the Division’s prototyping efforts. Material canisters used for this system as well as the existing system can be returned to the manufacturer for recycling when they are empty.

The selected printer also allows for the use of water soluble support material.

Necessary file processing software is also the same as the current 3D Printer. The

Stratasys F370 Printer is the only printer currently available that meets the Government requirement. If this justification to limit competition to the Stratasys brand F370 printer, the will not be able to expand its capabilities and develop prototypes.

7. Market Research: Market research was conducted from 18 March 2019 to 09 April 2019 and concluded that there are three potential authorized resellers of the Stratasys brand that can meet the Government’s requirement as follows:

Based on the market research performed, full and open competition will be utilized and the solicitation will be posted to the Federal Business Opportunities website.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price analysis and comparison to Independent Government Estimate.

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
