40mm High Velocity XM1176 High Explosive Dual Purpose Airburst – W15QKN-18-Z-026G
XM1176 (HEDP-AB) Draft Solicitation W15QKN-18-R-0136 Responses
1. There is nothing in the draft that discusses the disposal of the fuzes that are removed.
RESPONSE: Language will be added to the SOW prior to final RFP release to include the disposal of the M549/M549A1 fuzes by the contractor.
2. The draft discusses the need to determine if the cartridges will be IM compliant. It is already known that the current M430A1 Body Loading Assembly that will be utilized in this effort is not IM compliant, therefore it is requested that this requirement be removed.
RESPONSE: SOW verbiage will be modified to state that the “that the IM capability of the XM1176 HEDP-AB cartridge is no worse than the legacy M430/M430A1”.
Additionally, a note will be added to IM requirement in the performance specification explaining that the Threshold requirement IM reactions are the official Army Insensitive Munitions Board (AIMB) M430A1 IM scores.
3. Paragraph 3.21.2 page 35 – It should say M385A1 rather than M358A1.
RESPONSE: Typo will be corrected.
Performance Specification (MIL-PRF-XM1176 Draft)
4. Paragraph 3.5.12.1 Maximum Range – Has the USG performed a capability study on this range with the current inventory of HV ammunition. If so, what are the results of this study?
RESPONSE: The maximum effective range for the Mk19 Mod 3 GMG is 2,212 meters (area target) per the Mk19 Field Manual (FM 3-22.27). The addition of an airburst capable fuze to the legacy fielded ammunition must not reduce the maximum effective range of the weapon.
5. Paragraph 3.5.12.3 Ground Dispersion - Has the USG performed a capability study on this range with the current inventory of HV ammunition. If so, what are the results of this study?
RESPONSE: The ground dispersion requirement is taken from the Required Operational Capability (ROC) for the 40mm Grenade Machine Gun (dated 19-APR-96). Baseline testing of current fielded HV ammunition has been conducted to confirm ability to meet this requirement.
6. Paragraph 3.6.13 Flash – This makes no sense, please clarify. (there is no current M430A1 HEDP airburst cartridge to baseline).
RESPONSE: This will be changed from “M430A1 HEDP airburst” to “M430A1 HEDP”.
40mm High Velocity XM1176 High Explosive Dual Purpose Airburst – W15QKN-18-Z-026G
7. Paragraph 3.7.1 Insensitive munitions – This paragraph should be removed. By utilizing retrofitted M430A1 body loading assemblies that are known not to comply with IM requirements, this paragraph becomes an extraneous variable that requires a deviation.
RESPONSE: Refer to question 6 response.
8. Table VI. Conformance Tests – These cartridges will be significantly higher in cost than the current suite of HV ammunition. To reduce overall program costs suggest reduced testing for velocity & action time to 72 units, penetration on mild steel to 32 units and elimination of RHA testing all together.
RESPONSE: Ambient Velocity and Action Time quantity will remain at 144 since specification states that those tests shall be conducted concurrently with PD reliability.
In order to satisfy reliability requirement, the quantity cannot be reduced. Additionally, in order to ensure anti-materiel requirement is being met, RHA testing cannot be eliminated.
9. Request that two MK 19 MOD 3 guns be provided as GFE for FAT and LAT purposes.
RESPONSE: Contractor will be responsible for obtaining their own Mk19 for FAT and LAT.
