AMENDMENT P00003

Questions and Answers

1. Section 1.9.4 requires submission of a monthly report (in addition to weight tickets). Is there a template or format to be proscribed, or should the contractor develop a report that is acceptable to the CO/COR?

Answer: There is no specific format or template required. The contractor is required to provide an itemized invoice that shows a description of the charge (e.g. 1 waste container 30 cubic yard, on call service), the date the charge was incurred, the ticket number from the weight slip, the quantity or tonnage associated with the charge, the unit price or cost per ton, and the amount charged. The contractor is also required to provide photocopies of all weight slips for charges shown on the invoice as described in section 5.8.4 of the Performance Work Statement.

2. Table D requires the contractor to provide 6 Front Loading 6-Cubic Yard Dumpsters for cardboard. Is it acceptable to provide Rear Loading dumpsters, the industry equivalent, instead?

Answer: The contractor may provide 6-cubic yard rear-loading dumpsters instead of front loading dumpsters.

3. Table B indicates that 7 30-Cubic Yard Roll-Offs are to be supplied, and the Work Statement makes clear that additional Roll-Offs at other locations will be ordered. During the site visit, more than 15 Roll-Offs were observed on-site. Please provide the actual number of Roll-Offs provided and dumped, by category (Trash/MSW, Metal, C&D Waste and Mattresses), in 2016, 2017 and year-to-date in 2018.

Answer: See Table 1 in the attached excel file.

4. Please provide reports showing the weights by category (Dumpster Trash/MSW, Roll-Off Trash/MSW, Roll-Off C&D, Roll-Off Metal, Dumpster Cardboard and Single-Stream/Zero-Sort Recycling Totes) for 2016, 2017 and year-to-date in 2018. Because you are asking for a per unit flat-rate for each Item in the Solicitation, it is imperative this information is made available to bidders so the incumbent is not inadvertently provided a competitive advantage.

Answer: See Table 2 in the attached excel file.

5. Item 10 in the Instructions to Offerors indicates the "Award will be made to the lowest priced offeror who meets the technical requirements of the Solicitation." Does this mean the past performance of qualified bidders will not be considered?

Answer: Past Performance will not be used as part of evaluation criteria, but may be utilized to help make a responsibility determination in accordance with FAR Subpart 9.104
