The purpose of this amendement is to:
(1) Add the follwing documents as attachments in section J
SPI P5-19-1900
MIL STD 129
MIL STD 130
MIL-PRF-121G
MIL-DTL-117H
MIL-DTL-51195 Revision C
(2) Remove commercial packaging requirments in section D. All packaging instructions will be included in the attachments.
(3) Answer the following questions proposed by a prospective contractor:
A. The list of materials for Drawing C5-9-159 for the outlet valve includes finds 10, 11, and 12 which are ink, rubber cement, and colored lacquer. However there is no indication of where these items are to be used in the assembly.
Response: These line items are residual and no longer used on the C5-9-159 part; hence the "dash" indication under quantity. These materials may be utilized in a higher level drawing such as the top level assembly (B5-19-1829).
B. On Drawing C5-9-159 there is no discussion of assembly method. Does the outlet valve snap into the seat? Does the cover snap onto the seat?
Response: The cover and seat "snap" together and the valve "snaps" into the seat. There are tab protrusions on the seat which match with holes in the cover for fit. The VALVE, OUTLET, C19 (P/N C5-9-159) is cemented into CONNECTOR, ORIFICE (P/N: C5-19-1830) IAW CONNECTOR, ORIFICE ASSEMBLY (P/N: B5-19-1829).
C. Is there a QAP for this item? Are there any specific inspections or tests required? Is the manufacturer responsible for the testing defined in MIL-DTL-51195?
Response: There is no QAP for this item. The manufacturer is responsible for the testing IAW MIL-DTL-51195.
D. Packaging. Is it acceptable to package multiple units per box (i.e. 48 units/box?). Do the assemblies need to be individually bagged/boxed and labeled?
Response: The items shall be individually packaged and the packaged items can be over packed with multiple items in a larger box. (Per
SPI #P5-19-1900 and MIL-DTL-117 and MIL-STD-129 and 130). These documents are included with this amendement.
E. We will need some extra Government Furnished Property (GFP) units to allow for normal manufacturing attrition.
Response: The tech community is looking to produce extra GFP units if required. There will be no more than 3% excess (Quantity: 700 extras) for the metal component. There will be no more than 5% excess (Quantity: 1,000) of the plastic component.
F. Is any special fixturing or tooling required to assemble the Cover, Seat, and Valve efficiently or is this a quick manual assembly process? In order for us to accurately estimate assembly time it would be best if the government could supply a set of sample components for us to evaluate.
Response: The manufacturing process is up to the contractor to decide based on the drawings provided. Details should be provided as part of your response to the solicitation. Sample parts/components are not available to contractors.
G. The latest Revision (C) of MIL-DTL-51195 is locked on Quick Assist. Can you provide a copy of the spec or authorize access?
Response: This is included as part of this amendement and will be sent to all contractors requesting a copy via secure measures.
H. Is the required unit pack to be a small corrugated box or will a bag suffice?
Response: Each individual part must be sealed bagged in accordance with standards attached to this amendement.
