1) Exhibit B has separate pricing tabs for offers that are predicated upon Government Furnished Equipment. What, if any, parts or subassemblies are available as Government Furnished Equipment?
There is no GFE. The first 3 tabs on exhibit B are the pricing tabs for each configuration.
2) The following drawings are missing from the O-GPK technical data package (13063370)

4) Drawings 13042406 and 13042407 are missing from the technical data package. These are subcomponents to the ITDS (13023999)?

5) There are several assembly drawings provided in the RIA_Turret_TDP that are not listed in Exhibit B (pricing spreadsheet). Is the Government looking to manufacture these items as well or were they provided in the TDP as a reference or in error?

6) Please confirm that RIA156717 is the same as part number 1000545, which is referenced as a sub-assembly to RIA154925.
Drawing provided 156719 is the same as P/N 1000545.
7) The solicitation states that the minimum guaranteed amount of $100,000 will be awarded through the first delivery order. Are there specific part numbers and quantities that the Government anticipates awarding for the first delivery order? Perhaps this set of part numbers and quantities can be used as assumptions when developing the Integrated Master Schedule (IMS). Is the Government open to this recommendation?
The Government reserves the right to procure one or all three assemblies or their sub-assemblies through the first delivery order. Specific quantities are TBD.
8) For this effort, would the Government accept and evaluate proposals from Government sites such as Rock Island, Picatinny, Watervliet etc. that have built the hardware previously at a production level? The RFP makes several references to contractors using Government equipment and facilities which would indicate that the potential for evaluating proposals from Government sites would be considered.
The references made are specific to GFM/GFE, if applicable and utilized. It should not be construed as an intent to have competition between Army Organic production and the industry. This is a small business set-aside.
9) After review of the available technical data, the items mentioned below are required items that do not have an associated print. Please advise if a technical drawing is available for these items.

10) Will the FA and production units be awarded simultaneously?
There has been no decision made on that account.
11) After review of the TDP, we determined that we are missing drawings for these items:
On the parts list of the top assembly drawing (13603370) is 57K3214 – Parts Kit, Mirror Assembly, Rearview:

12) In regards to subject solicitation, it appears that we are missing the following drawings:

All missing ITDS drawings will be provided. Drawing 13064366 is the ITDS install document that is now obsolete and will be replaced by official Army OGPK manuals. The vendors need not account for this item.
13) Our engineering team has evaluated the TDP information and would like to provide feedback on a couple of items we noted. These are items we are currently making or using so we reviewed them first. Our findings are based on our experience, we may not know about things that have changed as a result of the package being developed or issued.
1. RIA154905 and RIA156699- the tooth pattern on these gears will not interface with the tooth pattern on gear drive13064361.
2. RIA156699- we are not sure the part can be made the way its designed and hold the tolerances required. Would like to discuss this further. 3. 13064362- we found this item is covered by several patents which are not noted, should be a source controlled item as it mates with 13064361.
These parts are either on our test stand or we purchase them to make assemblies so we are very familiar with suppliers, specifications and restrictions.
1. The turret assembly is of the BPMTU gear pattern. Please treat it as a standalone product.
2. This is an in production drawing, please quote as required.
3. For the purpose of this solicitation, please consider 13064362 and its subassemblies as a source controlled item. An amendment will posted to this effect.

15) In attempting to provide products with the best value, I have a question. In the case of the battery for this proposal (13064358) is there any way to write in a provision for the costs of raw materials? The lead markets have been very volatile and this is a large percentage on our overall costs. We are confident in our ability to forecast the 2018 landscape, but beyond that things get a little gray as far as market forecasting.
The intent of this proposal is not to build the battery. It is a standard 12V AGM battery, purchase item and available through several vendors.
16) On Page 47, section L.4.3.1. it is instructed that Exhibit B is to complete filled out in its entirety. However, Exhibit B states that the worksheet is only to be completed if the offeror is using government property. Please clarify.

17) On Page 43, section L.2.3.1.b it is stated that an Original and two Paper Copies are to be submitted as part of the proposal and on Page 47, section L.4.3.1 it states to submit the pricing in the Pricing Matrix. Is the information in the Pricing Matrix to be printed and included in the paper volumes?
Yes, Exhibit B Pricing Matrix should be printed and included in the paper volumes.
18) After review, we have question regarding OGPK, PN 13063370 concerning packaging requirements. Is the intent to package/ship the item as a complete assembly or as an unassembled kit. Please advise.
Packaged as per the provided SPI.
19) We are preparing sections L.4.2 VOLUME II FACTOR 2: PAST PERFORMANCE AND HAVE THE FOLLOWING QUESTIONS. (Pages 45-47) After the preliminary review it appear to be three (3) documents
1. L.4.2.2 - List of all recent contracts (prime & major subcontracts)
2. L.4.2.5 –Questionnaire, Attachment 9 Question: Is Part I A “Contractor/Company our company and the Government Contract that we were the Prime?
3. Part II Specialist List to POC Question: Is this to be mailed to Government by 24th; as this is a holiday week should we ask for a return receipt to verify that we made the required Due Date of 11/24/2017?
In Attachment 0009, Past Performance Questionnaire, Part IA, the Contractor/Company Name is your company and the Prime Contractor Name would be either your company or the Prime Contractor’s Name if you served as a subcontractor on that Program/Contract.
The deadline to submit the Past Performance POC List has been extended to 05 January 2018.
20) Regarding Section M.3.3.2 for Solicitation W15QKN18R0004: Will the Government consider the past performance contract of a subcontractor, if their planned scope is less than 25% of the prime’s proposed price?
Only major/key subcontractors as defined in Section M will be evaluated.
21) Will the identified missing files be sent soon? Will the missing files prompt a filing deadline extension?
The missing files are available to those who have submitted Attachment 0004 AMSTA-AR Form 1350 Technical Data Request Questionnaire, Attachment 0005 Non-Disclosure and Non-Use Agreement, and Attachment 0006 DD 2345 - Militarily Critical Technical Data Agreement. The deadline for proposal submissions has been extended to 19 January 2018.
22) We have started to break down the drawing packages into Bill of Materials (BOM) so we can started the quoting process for material and suppliers. In building the BOM for the GPK we found a few missing drawing that I need to have a complete package. Could you please send me the missing drawings?

23) For part number 13064345 (Pouch, Release Handle) the Suggested Source of Supply is US Army Tank – Automotive and Armaments Command of Warren, MI. Can you please provide specific contact information for this supply source?
The NSN for this part is 8105-01-569-2113. AMERICAN PACKAGING I, INC. (Cage 1S6A9) is listed as an additional vendor under this NSN.
24) Can we also get 3D CAD models to go with these drawing packages? They should be available through the ARDEC engineering group; we would use them as reference only to aid with some of our manufacturing planning/proposal activities. We fully understand that the 2D drawings represent the official design specifications.
3D drawings will not be provided. To keep the proposal process fair and consistent among all respondents, they will be provided 2D drawings only. These are sufficient for proposal purposes.
25) Is the Response Date still Jan 3, 2018 for the RFP submission?
The Proposal Due Date has been extended to 19 January 2018 for RFP submission.
26) My company is in the process of requesting the TDP for solicitation W15QKN-18-R-0004 for Armor Hardware, etc. and per Attachment 0005 NDA/Non Use Agreement paragraph 2, we are not allowed to share this data with any third party. Our question is how are we to secure quotes for items we don’t produce if we can’t share the data under any circumstances as there doesn’t seem to be any condition listed to where we could share even under NDA? I’ve copied the referenced section below.
Recipient shall not divulge the DATA to any third party. Recipient hereby agrees that all said defined “DATA” shall be subject to the legend in the Attachment to this Agreement. Recipient shall also obey the restrictions contained on any other restrictive legend appearing on said DATA. Recipient shall not remove any such legends associated with said DATA. The legends shall appear on any reproduction by Recipient of all, or of any portions of said DATA. Recipient shall adopt physical security measures to prevent improper use of or divulgence of the DATA.
Offerors requesting the TDP are responsible for the distribution of technical data to any subcontractors. The Non-Disclosure and Non-Use Agreement is between your company and ARDEC. Each company should have its own security measures in place with subcontractors to safeguard technical data.
27) After review, the items provided below are mentioned as a required item but do not have an available print/technical data or current source of supply. Please advise if you can provide the technical data print or provide a current source of supply.

28) In order for a contractor to adequately respond to this offer, multiple elements of their supply chain must be contacted. In accordance with solicitation paragraph A.4.1 “Only contractors who have a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire (Attachment 0004)*, DD 2345 - Militarily Critical Technical Data Agreement (Attachment 0006)* and a Non-Disclosure and Non-Use Agreement (NDA) (Attachment 0005)* to be executed by an authorized representative of the respondent's firm, will be granted access to the TDPs.” This applies to distribution of the Technical Data Packages to all Subcontractors at every level. Once a potential vendor/subcontractor has completed, submitted and received the appropriate authorization from the Government, is it acceptable for the Prime Contractor to provide the TDP drawing to the vendor for quoting purposes or must the TDP in its entirety be distributed to the potential supply chain vendors? Is it acceptable for the Prime Contractor to flow down the Distribution D requirements to the supply chain for quotation purposes?
Offerors requesting the TDP are responsible for the distribution of technical data to any subcontractors. The Non-Disclosure and Non-Use Agreement is between your company and ARDEC. Each company should have its own security measures in place with subcontractors to safeguard technical data when obtaining quotes.
29) The solicitation paragraph A.4.1 states; The Objective Gunner Protection Kits and Vehicle Integration Kits TDPs are categorized as Distribution D. The Combat Vehicle Turret Assembly TDP is categorized as Distribution C. In reviewing the data package the Vehicle Integration Kits TDP drawings are marked Distribution C. Which is correct; the solicitation or the drawings?
The distribution statement on the drawings for the Vehicle Integration Kits TDP is correct. Solicitation paragraph A.4.1 will be corrected in Amendment 0001 to change the Vehicle Integration Kits TDP Distribution Statement from “D” to Distribution Statement “C.”
30) In order to allow time for potential vendors and subcontractors to be approved in accordance with the requirements of Solicitation paragraph A.4.1 and to allow time to obtain and review missing drawings, we request a thirty (30) day extension to the solicitation due date.
The Proposal Due Date has been extended to 19 January 2018 for RFP submission.
31) Prices are provided as proposed in the Pricing Matrix, Exhibit B of the solicitation. In order to be considered responsive, must a contractor submit a price for each and all items in Exhibit B?
Yes. If your offer is not predicated upon the use of Government Property than those applicable worksheets in Pricing Matrix, Exhibit B do not need to be completed.
32) The following documentation has been identified as “missing” from the TDP, upon receipt and review. Please provide these drawings so a complete and responsive offer can be compiled. These drawings include:

33) Drawing RIA155972 calls out the protective coating on drawing 12469117. Please provide drawing 12469117 with any and all application requirements.
The drawing will not be provided, please use commercial coating as noted.
34) Several drawings in the data package (ex. drawing 12484862) require coating in accordance with Ford Motor Specification WSA-M21P26. Please provide a copy of this specification to allow contractors to provide a comprehensive quotation.
These are commercial standards and no further information is available other than noted on the drawing.
35) I have another technical question there are two drawings in the turret TDP RIA156124 and RIA154925 both parts are 100% identical except 156124 has a gunner and 154925 doesn’t for this effort which part do you want us to quote?
Please see Question 5E). This drawing was included in error. Please quote for 154925.
36) Also in talking with a few of the vendors that are sole sourced on parts and assemblies they are not wanting to quote this effort until issues are resolved. In trying to plan staffing over the holidays is this solicitation going to be extended?
37) Is it expected that Special Packaging Instructions will be released for the Turret Assy (19204_RIA154925) as well since both the OGPK and VIK have them?
No. There is no SPI for the turret assembly.
38) I noticed while reading the RFQ a second time last evening that there is a requirement for past performance questionnaires due 30 days after RFP issue date. May I have an extension until mid-next week to finalize sending out these emails? As it will take me some time to fill out each one of the forms individually for the right person and contract.
The deadline to submit the Past Performance POC List has been extended to 05 January 2018.
39) I’m assisting in the packaging of the ITDS kit (DWG 13023999). I have gone through all of the documents we have and have not found the packaging requirements. Do you have the packaging requirements for each component in that kit? Or could you point me in the right direction to find them? Any assistance would be greatly appreciated.
Please follow the provided OGPK SPI. There is no additional packaging requirement.
40) We would like to quote an optional slam hatch that already has an NSN. It’s a non-leaking hatch. How can we proceed in this effort to list it as an option and what do we need to provide to support that??
You may not list it as an option. Please quote to the drawings provided only.
41) We have a question regarding the Past Performance Questionnaire (ref. L.4.2.2.5) whereby we are instructed to submit our list of POCs/contracts to you and Anthony within 30 days of the release of the RFP. Because of the Holidays we have not been able to complete this and were hoping for an extension or direction on how to proceed.
The deadline to submit the Past Performance POC List has been extended to 05 January 2018.
42) Does the Government plan to issue Order Period #1 production award(s) at the same time as the award of the base contract vehicle(s)?
The Government reserves the right to procure one or all three assemblies or their sub-assemblies through the first delivery order at the time of award. Specific quantities are TBD.
43) Manufacturing lines are typically sized to the expected production demand. Will the Government provide best estimates of total anticipated demand for the Armor Hardware, Turret Systems, and Platform Integration Kits (PIKs) – either as an annual volume or expected total over contract duration?
Please use the quantities specified in the solicitation as a guideline. No specific numbers will be provided.
44) Do our suppliers have to process the same paperwork to review the data (regarding the TDP)? It would be for quoting purposes.

45) Will it be ok for us to submit our POC list to you this week?

46) In support of our proposal for solicitation mentioned above, request clarification on document 13064366 (below) which is called out on print 13023999 (attached). This appears to be an installation manual for the turret drive system that is included with the kit. Is this manual going to be provided? We assume 1 manual per kit is required.
The installation document is not required for this RFP.
47) Does the Gov’t have a schedule deadline for the contractor to meet after FAT approval to start the delivery of kits at the projected 50 kits per month? I.E. contractor must be able to deliver kits at the 50 per month rate within 6 months of FAT approval, etc?
The contractor is expected to build a production capacity of at least 50/kits per month within 90 calendar days after establishing a production baseline (upon FAT approval).
48) For the production surge ramp from 50 kits to 300 kits, is it desired for the contractor to ramp up deliveries within the 6 month window? I.E. from 50 to 100 to 150 up to 300 kits within the 6 months?
There is no ramp rate specified.
49) Requesting permission to send the attached list of drawings to a potential subcontractor.

51) Part Number 13060752; 13060753; 13021818 & 13053950 refer to painting per Color Specification listed on 13043109 with the suffix –CYY; however, there is no CYY listed on the color chart. Please advise color.
The color table is already provided in the TDP. –C01, C-02 etc. Replace –YY with the corresponding number for color.

53) Will the Government hold an "Industry Day" for this solicitation?
There is no industry day planned.
54) When does the Government expect to award the contract?
Award is projected for 3rd Quarter FY 18.
55) How long after the Government provides the response to the First Article Test should we expect to be capable of a production rate of 50 units/month? Our current manufacturing plan assumption is that we will begin production (ordering materials, manufacturing, and packaging) after First Articles have been approved.

56) Exhibit B Pricing Matrix states on Line 4 and 5:
“Offeror: Assert Whether Your Offer Is Or Is Not Predicated Upon The Use Of Government Property:” and “If You Responded "Is", Complete This Worksheet” Will the Government please clarify if we are to use Exhibit B for all pricing, or just if we are using Government facilities?
Exhibit B should be used for all pricing not just if you are using Government property. Please look at the first three tabs of exhibit B for the appropriate matrix for pricing. Make sure it is scrolled all the way to the left so that all the tabs are visible.
57) Will the Government please clarify for planning and pricing purposes?

Section I states “The Contractor shall submit the first article test report within 30 calendar days from the date of this contract to Contracting Officer.”
CDRL A008 states that “A First Article Test Plan is due 60 days prior to initiating a First Article Test.”
FAT for Armor Hardware, Turret System, and Platform Integration Kit and spare parts will be required for each awarded contract(s) within 180 days after award.

59) Will the Government please clarify when the Contractor's responsibility for the Product is complete and the Government takes possession? Is it upon QA Acceptance at the Contractor's Plant?
It is upon delivery of the product.
60) Will the Government please clarify if they will conduct Government Procurement QA Actions for either Inspection or Acceptance at locations of major subcontractors who do not perform final assembly?
USG reserves the right to perform the QA at major subcontractors.
61) Will the Government please clarify any restrictions or preferences for shipment of the final Armor Hardware - fully assembled or partially assembled? Our current manufacturing plan assumption is that the Armor Hardware will be fully assembled; however, we realize that with respect to package size there may be advantages for the Government to receive the Armor Hardware partially assembled.
Please use provided SPIs for packaging instructions for OGPK and VIK. The turret rings shall be fully assembled and packaged. There is no SPI for the turret rings.
62) Will the Government please clarify if and when the Offeror is required to provide an updated list with any new major/key Subcontractor(s) who were added to the Offeror's proposal after the thirty (30) calendar days from release of the RFP.
The deadline to submit the Past Performance POC List has been extended to 05 January 2018.
63) Will the Government approve the use of Font size less than 10 point, down to 8 point on graphics as part of the proposal?
The font used shall not be less than 10 point for graphics as well.
64) I assume you will be posting questions on the solicitation site? I assume no small business has asked for an extension--and that we're on for the 3 January deadline.

65) Section I-90 (p.26) requires Contractors to “submit the first article test report within 30 days from the date of this contract.” Will the Government confirm if this should state, “submit the First Article Test Plan within 30 days from the date of this contract”. Section C.4.4 requires the First Article Test Report be submitted within 15 days from the completion of the First Article Test.

66) The proposal due date is January 3, 2018. With the post office and courier delivery services being closed January 1st, it will be difficult for contractors to mail their proposals and ensure delivery by January 3rd. In light of the holiday closures, will the Government extend the proposal due date until January 5th?

68) In addition to an optional item quote requested below on the slam hatch, we are going to be cutting it very close to get all of our other sub suppliers responses in time for the 3 January deadline. Can we get a contract submission extension until at least 15 January???? Also, please inform the team that many industries are going into shutdown over the holiday and will have their doors closed 23 Dec-2 Jan.
