3. Description of Services or Supplies: This effort is for the purchase of commercial off the shelf (COTS) Cast Encoder & Decoder IP Cores software. The vendor shall provide the software that will enable the M153 CROWS Program of Record to be reproduce, recreate, and recompile source code for post-production sustainment that was delivered by the CROWS Original Equipment Manufacturer (OEM). The CROWS OEM developed the source code using Cast Encoder & Decoder IP Cores software and no other application would meet this requirement.

5. Reasons for Authority Cited:
a. The goal of this contract is to be able to support and maintain the Common Remotely Operated Weapons Station (CROWS) software development environment to give the Government the capability to organically support and maintain the product for the rest of its lifecycle. The Cast IPs are required to maintain an organic support capability for the CROWS. This software was used by the developer of the CROWS original equipment manufacturer (OEM) which is proprietary piece of software and the Government has no alternatives other than purchasing this software from Cast in order to maintain the CROWS system.
b. The OEM developer of the CROWS system used Cast Encoder and Decoder IP Cores to develop the source code. In order to recreate, reproduce, and recompile this source code it requires the use of the same software. Cast Encoder and Decoder IP Cores is currently only sold by Cast, Inc.
c. The Government acquired the technical data rights for the CROWS systems. If Cast Encoder and Decoder IP Cores is not used it would require that the other software used for the CROWS be replaced.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at

7. Market Research: Market research was conducted in November 2017. The following techniques were used:
1. Contacted projects officer in private industry that developed the CROWS system and the type of integrated development environment (IDE) used to develop the source code.
2. Conducted site visits, the contractor that developed the CROWS system were visited.
3. Used internet tools and performed web searches for other products that could meet our requirement.
This research determined that the OEM software developer for the CROWS used Cast Encoder and Decoder IP Cores for the M153 CROWS. This software is not available on Computer Hardware Enterprise Software Solutions (CHESS), . This software is a commercial off the shelf product that is currently being used by various industries.
The Government acquired the technical data package for the M153 CROWS. The OEM developer used Cast Encoder and Decoder IP Cores in conjunction with other software to develop the original source code, if another software was used for this purpose it would not match the operating system and would not allow for the recreation of the source code. This would lead to the inability to replicate problems and verify requirements compliance.
8. Other Facts: First time buy for CROWS software team. CROWS OEM developed the source code using the Cast Encoder and Decoder IP Cores.
9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
10. Contracting Officer Certification/Approval:
I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon comparison to the Independent Government Cost Estimate (IGCE).
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
