4. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949 (41U.S.C. 251, et. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by Federal Acquisition Regulation (FAR) 8.405-6 and substantiated by the following:

FAR 8.405-6(b)(1). Items peculiar to one manufacturer. “An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.”

5. Reason for Authority Cited:

PMO IPPS-A has a critical need to provide automated identity-related processes including provisioning, user self-service, and delegated administration. The procurement of the CA Identity Manager and Single Sign-On annual software maintenance is essential to maintaining the software licenses that PM IPPS-A utilizes on a day to day basis to help carry out their mission. PM IPPS-A procured CA Identity Manager and CA SiteMinder products in 2015. The CA products are currently being used by PM IPPS-A.

The CA Identity Manager and CA SiteMinder are baselined products in the IPPS-A system. This software maintenance renewal will continue to provide the Army with automated identity-related processes including provisioning, user self-service, and delegated administration, streamlining these processes between the web, Army Knowledge Online, and applications including PeopleSoft, and across all user types from soldiers to supervisors and Human Resource Specialists.

The PM IPPS-A has already developed, implemented and deployed IPPS-A system Increment I and Increment II Releases utilizing the CA Identity Manager and Single Sign- On software applications. PM IPPS-A would incur additional cost to re-baseline the software architecture. A considerable amount of time and additional costs would be needed to research a comparable product, re-engineer a cross platform integration method and retrain the employees in the use of a different product. The cost would include, application re-design, database re-design, training, and testing in addition to a schedule delay up to one year to support such a replacement. It would take a team of 12 Full Time Employees (FTEs) a year to design, develop and integrate a new single-sign on solution that integrates with the PeopleSoft system architecture. These 12 FTEs for a year at $125/hour would cost the government approximately $2,880,000 which would not include the cost of procuring new software.

The cost to procure a comparable product, for example IBM Security Identity Manager, would be approximately $3,500,000 in addition to the FTE costs above. The figure was gathered from the GSA catalog using the pricing model for unit cost and the same quantity as the CA product. For these reasons, it is crucial that PM-IPPS-A continue to utilize these CA products. In addition to financial and labor investments, an extensive amount of technical expertise has been amassed through operations, testing, and usage of the existing CA products. This experience and knowledge base would be forfeited if PM-IPPS-A were to convert to a product other than CA which would lead to a complete organization reconstruction effort. The cost to convert to a different OEM software architecture within these operating systems would not be beneficial to the Government.

Not receiving this maintenance support would negatively impact PM IPPS-A’s ability to deploy a sustainable capability that would affect approximately 1.2 million soldiers. Not procuring the CA Identity Manager/Single Sign-On software maintenance and support will cause interruptions in support, patching and upgrades, which would create security vulnerabilities in the IPPS-A system. If any issues arise with the CA software, IPPS-A will have no way to access needed support.

6. Actions to Increase Competition: Competition for this action will be limited to CA Identity Manager/Single Sign-On software brand name products to meet the Government’s requirement. However, the Government will continue to conduct market research to ascertain if there are any changes in the marketplace that would enable future actions to be competed without restriction. If the Government determines that the products are no longer required, the Government will seek competition through other products to the maximum extent practicable in the future for required functionality.

7. Market Research: In accordance with AFARS 5139.101, CHESS is the mandatory source for commercial IT purchases, regardless of dollar value. Purchasers of commercial hardware and software must satisfy their IT requirements by utilizing CHESS contracts and DoD Enterprise Software Initiative agreements first. Market research was performed 29 May 2018 – 5 June 2018 by IPPS-A Technical Management Division, Software Manager, to determine the availability of the CA Identity/Single Sign-On Software Annual Maintenance and Support. Market research consisted of review of CHESS DoD ESI/GSA agreements to determine if the products were available for purchase. Market Research identified that the CA SiteMinder is available through the CHESS DoD ESI Database Enterprise Agreement Licenses (DEAL-O) to one vendor, FedResults Inc., who meets IPPS-A’s requirements, under BPA Number W52P1J-18-A- 0005, GSA IT Schedule 70, GSA Contract GS-35F-0256K which expires 29 March 2023.

FedResults Inc. is the only authorized reseller under the CHESS DoD ESI DEAL-O contract vehicle.

Market Research was also conducted by ACC-NJ-IT from July 9th through July 23rd 2018 by checking GSA schedule, NASA SEWP, and CHESS. However, market research resulted in identifying that FedResults, Inc. is the only authorized reseller that is both capable of performing the requirement, in addition to being the only vendor/authorized reseller under the CA Technologies BPA on DoD ESI, mandatory source.
