Executive Summary
1. Background: The Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS), has a requirement to obtain 120mm
Insensitive Munition High Explosive with Tracer (IM HE-T) Tank Ammunition Cartridge. The 120mm IM HE-T Cartridge provides the warfighter with an improved infantry support capability. The IM HE-T is a full bore HE warhead with a Multi-Purpose (MP) capability against a target set that includes bunkers, reinforced concrete walls, Military Operations on Urban Terrain (MOUT) targets, light armor, and personnel. The two-mode hand-settable fuze allows the tank commander to select a Point Detonating (PD) function for maximum fragmentation/blast, or a delay function for detonation after target penetration. At a minimum, the cartridge is to be compatible with the M1A1 Abrams tank equipped with a smooth bore M256 cannon. The cartridge shall have a minimum range of no less than 7,000 meters with an accuracy of no less than 0.3 mils at 2000m and have a dual safe, impact triggered fuze with two modes-point detonating and delay function.
2. Contracting Strategy: The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Project Manager for Maneuver
Ammunition Systems (PM-MAS), will coordinate the issuance of a production contract for the procurement of 120mm IM HE-T Tank Ammunition
Cartridge. The acquisition strategy for this program is to award a Firm Fixed Price (FFP) five (5) year Indefinite Delivery/Indefinite
Quantity (ID/IQ) full rate production contract pursuant to FAR 6.302-1(a)(2), "Only One Responsible Source and No Other supplies or
Services Will Satisfy Agency Requirements" to General Dynamics Ordnance and Tactical Systems (GD-OTS) in St. Petersburg, FL. This contract shall include a minimum guarantee of $7,400,000.00.
3. Ordering Procedures: In accordance with FAR 16.504, Indefinite-quantity contracts, the Government will use the following procedures in issuing orders:
a) If a delivery order is placed, it shall be placed by written order only. Oral orders shall not be used. Orders will be placed on Firm
Fixed Price basis.
b) Delivery orders shall only be placed by the U.S. Army Contracting Command - New Jersey
c) Contract Mimimum/Maximum Quantity and Contract Value
The minimum quantity and contract value for all orders issued against this contract shall not be less than the minimum quantity and contract value stated in the following table. The maximum quantity and contract value for all orders issued against this contract shall not exceed the maximum quantity and contract value stated in the following table.
MINIMUM MINIMUM MAXIMUM MAXIMUM
QUANTITY AMOUNT QUANTITY AMOUNT
N/A $7,400,000.00 N/A $92,700,000.00
d) Each Ordering Period (OP) of the contract shall be from the date of award until one year later. For example, if the base contract were awarded on September 1, 2017, OP1 would be from September 1, 2017 to August 31, 2018. OP2 would then begin on September 1, 2018.
OPY3-OP5 would follow the same schedule.
e) The prices agreed to between the Government and the Contractor shall be valid for the entire ordering period (OP), regardless of when an order is placed within that year. For example, if the ordering period is 12 months and an order is placed in the 11th month, the price in effect during that 12 month ordering period is the price that is awarded.
f) When placing a new order, the Government reserves the right to place that order on its own, or combine it with a previous order that was made within the previous 60 days. If the Government chooses to combine orders, it will modify the previous order reflecting the higher quantity, and will be entitled to any adjustment to the unit price (if any) due to the higher range. This holds true even if the modification occurs after the original ordering period in which the original order was placed has passed. Furthermore, the Government can only combine orders based upon the original order date, which means any subsequent modification does not restart the 60 day period.

The Government will be provided access to PCD's at contractor and subcontractor facilities for review to ensure that PCD's are being followed.
4.2.10.1 Classification Level of PCDs. There are three classification levels for PCDs. The determination of classification levels is based on the following guidelines. The classification of a process is based on its importance, not where it is performed.
Class 1 Process. One where safety and/or major performance parameters may be affected by a change to the process and the product features are not easily verifiable. Changes to Class 1 Processes require Government evaluation & acceptance prior to implementation. A change to a Class 1 process may require a First Article and/or an interfix number change. A detailed description of the change and when it has been implemented shall be recorded in a PCD history file maintained by the contractor.
Class 2 Process. One where any of the following items may be affected: storage life, performance, producibility, and/or assembly.
Processes that are operator dependent, or have low repeatability may also be considered Class 2 processes. A change to a Class 2 process may require a First Article and/or an interfix number change. A detailed description of the change and when it is implemented shall be included in a PCD history file maintained by the contractor and the Government shall be notified of the change.
Class 3 Process. One where the process is repeatable and/or the product features are easily verifiable. A detailed description of each
Class 3 PCD change shall be included in a PCD history file maintained by the contractor.
4.2.11. Rework. Rework procedures, along with the associated inspection and acceptance procedures, shall be documented by the contractor and submitted to the Government for review by the IPT and PCO approval prior to implementation (DI-MISC-80508B).
