SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1 SCOPE _____
This Statement of Work (SOW) defines the requirements for the manufacture, test, inspection, packaging, and delivery of the M141 Bunker
Defeat Munition (BDM). The BDM is a hand-held, single shot, disposable, standoff munition designed to defeat earth and timber bunkers.
The contractor shall provide the necessary tactical munitions, materials, personnel, equipment, data, XM808 Sub-Caliber Trainers & Field
Handling Trainers (FHTs) in accordance with the requirements of this SOW.
C.1.1 Background __________
The United States (U.S.) Army has identified an operational need for a hand held, stand-off munition to defeat earth & timber fortifications (bunkers). The BDM has completed verification and validation testing and is the only system to meet this requirement.
The BDM was type classified for limited procurement in September 1994 and was Full Material Released in December 1999. The U.S. Army and other services utilize the M141 BDM as its primary Bunker Defeating Shoulder Launched Munition (SLM). Originally referred to as the
Shoulder Launched Multipurpose Assault Weapon-Disposable (SMAW-D), a nomenclature change was officially processed November 2006 dropping the SMAW-D references and adapting the name as ROCKET AND LAUNCHER 83MM: HEDP BUNKER DEFEAT MUNITION (BDM), M141. The system will be referred to as the BDM in the following paragraphs. This contract will be used to satisfy Army, and other services requirements for
BDM, XM808 Sub-Caliber Trainers and FHTs. The program is being managed by the U.S. Army Program Manager for Close Combat Systems (PM-
CCS) at Picatinny Arsenal, New Jersey.
C.2 APPLICABLE DOCUMENTS ____________________
The following documents, referenced with the latest or current revision and issue specified, form a part of this SOW to the extent specified herein. In the event of conflict between the applicable documents and this SOW, the SOW shall take precedence. All second tier and below references cited in mandatory compliance documents shall be considered as guidance only. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
Repair - The reprocessing of nonconforming material in accordance with approved written procedures and operations to reduce, but not completely eliminate, the nonconformance. The purpose of repair is to bring nonconforming material into a usable condition. Repair is distinguished from rework in that the item after repair still does not completely conform to all of the applicable drawings, specifications or contract requirements.
Rework procedures along with the associated inspection procedures shall be documented by the contractor and submitted to the Government
QAR for review prior to implementation. Rework procedures are subject to the QAR's disapproval.
Repair procedures shall be documented by the contractor and submitted on a Request for Variation, DD Form 1694, to the Contracting
Officer for review and written approval prior to implementation (DI-SESS-80640D) (A007).
Whenever the contractor submits a repair or rework procedure for Government review, the submission shall also include a description of the cause for the non-conformances and a description of the action taken, or to be taken to prevent recurrence. The rework or repair procedure shall also contain a provision for re-inspection which will take precedence over the TDP requirements and shall provide the
Government assurance that the reworked or repaired items have met reprocessing requirements.
C.3.5.16 Critical Defects and Material Review Board (MRB) Actions ________________________________________________________
Non-conformances to critical characteristics shall not be accepted through MRB actions. In instances where engineering analysis of the non-conformances determines that the existing tolerances or requirements can be changed without degrading product safety, an ECP or REC
(DI-SESS-80639D) (A006), resulting in a drawing, quality assurance provision, or item specification change should be submitted for U.S.
