Executive Summary_________________

This Executive Summary highlights some of the important features of this solicitation. If conflicts exist between this summary and the provisions of the solicitation, the provisions govern.

1. Introduction: The US Army Contracting Command-New Jersey, Picatinny Arsenal, NJ, in support of the Project Manager Combat Ammunition

Systems, has a requirement to manufacture, test, package and deliver M751/M775/M781 Point Detonating (PD) Practice Fuzes using the

Technical Data Package (TDP) and requirements of this solicitation.

2. Contracting Strategy: The acquisition strategy is to restrict competition to the United States (U.S.) and Canada based on the authority of 10 USC 2304(c)(3) as implemented by Federal Acquisition Regulation (FAR) 6.302-3 Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services to maintain the required domestic capability for production of critical ammunition and make it available in the event of a national emergency. The Government intends to award multiple (up to two) Firm Fixed

Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. However, the Government reserves the right to make a single award if it is determined to be in the best interest of the Government. The contract(s) will be for five one-year ordering periods, and will contain priced quantity ranges to cover Fiscal Year (FY) FY18-FY22 requirements. As future needs are identified during the five (5) years of the contract(s), FFP delivery orders will be competed, utilizing the best value technique, Lowest Price Technically Acceptable

(LPTA), or Best Value with Trade-offs among the offerors who have been awarded IDIQ base contracts and in accordance with Fair

Opportunity as prescribed in FAR 16.505(b)(1). Foreign Military Sales (FMS) requirements will be identified on an indivual delivery order basis, should the requirement arise. It is anticipated that Delivery Orders will generally be placed annually. However Delivery

Orders may be placed more or less often to accommodate changing needs of the Department of Defense. Each awardee will be allowed to propose lower unit prices than those stated on the base IDIQ contract.

Order Placement Procedures for Future Delivery Orders:

The Contracting Officer on the prescribed Government forms will issue FFP delivery orders consecutively numbered and will indicate:

a. Date of Delivery Order

b. Contract Number and Order Number

c. Contract Line Item Number (CLIN) or Sub Contract Line Item Number (SubCLIN) and description

d. Period of Performance

e. Place of Performance

f. Accounting and Appropriation Data

g. Payment Office

The Contracting Officer is the only Government representative with the authority to issue delivery orders against this contract.

Delivery Orders will be transmitted and received via e-mail.

Any offeror receiving an award will be guaranteed a minimum amount of $30,000. The maximum contract amount is $78,500,000.00.

The anticipated basic contract award shall be based on LPTA source selection procedures in accordance with FAR 15.101-2. Please read the proposal instructions, evaluation factors and basis for awards in Sections L and M of this solicitation carefully so that you will understand what needs to be submitted by your organization and how it will be evaluated.

It is the Government's intention to award without discussions. The Procuring Contracting Officer (PCO) may contact Offerors for clarification as described in FAR 15.306(a) and FAR 52.215.1 without opening discussions. However, the Government reserves the right to conduct discussions and to permit Offerors to revise their proposals if determined necessary by the PCO.

Please note that the highest Distribution Level is "Distribution D" for this procurement. A Distribution D statement by definition allows distribution authorized to the Department of Defense and U.S. DoD contractors only. Other requests shall be referred to PM-CAS.

Disclosure and use of the TDPs are restricted by the Non-Disclosure and Non-Use Agreement (NDA) (Attachment 0002, Section J) that the offeror is required to execute prior to accessing the TDPs along with a current DD 2345 Militarily Critical Technical Data Agreement

(Attachment 0008, Section J), and the AMSTA-AR Form 1350 Technical Data Questionnaire (Attachment 0003, Section J.)
