PA189 (60mm) 13018948 - 13018948:19200

PA167 (120mm) 12995106 - 12995106:19200

2. This Invitation for Bid (IFB) is a total set aside for small business concerns in accordance with FAR 19.502-2. NAICS code 322219, Other Paperboard Container Manufacturing; size standard of 1,000 employees.

3. The United States Government (USG) plans a single-award Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) with five (5) ordering periods. The Ordering Periods for the Fiber Containers are as follows:

Ordering Period 1 is defined as the period of 12 months from the date of contract award.

Ordering Period 2 is defined as the period of 12 months from the end of Ordering Period 1.

Ordering Period 3 is defined as the period of 12 months from the end of Ordering Period 2.

Ordering Period 4 is defined as the period of 12 months from the end of Ordering Period 3.

Ordering Period 5 is defined as the period of 12 months from the end of Ordering Period 4.

4. The solicited base minimum guarantee is $4,500.00, with First Article Acceptance Test (FAAT) separately priced. The contract maximum amount is $2,856,139.00. All proposed prices shall be entered in Attachment 0001, Price Evaluation Sheet. Prices entered anywhere other than the Price Evaluation Sheet will not be considered. Please refer to Section L for instructions for completing the

Price Evaluation Sheet and Section M for an explanation of how the USG will evaluate the price factor for this IFB.

5. Initial FAAT: The Initial FAAT is the very first FAAT awarded on the contract. This Initial FAAT is in accordance with the complete

FAAT requirements in the IFB. The U.S. Government plans to award an Initial FAAT no more than once per item.

Additional First Article Test (AFAAT): An additional First Article is a FAAT ordered in accordance with 52.209-4000(e) or 52.209-

4001(f). Because this is an Additional FAAT, existing processes and existing equipment are expected to be utilized to the maximum extent possible. Existing approved CDRL submissions from the Initial FAAT may be utilized provided they are unaffected by any changes.

FAAT shall be performed, as described in Section E and I Clauses. FAAT price is required to be proposed for each Ordering Period. FAAT will be a separately priced CLIN in the contract award. Bidders must not assume FAAT will be waived and, to be considered for award, must provide a FAAT price for the base and for each ordering period. However, the USG reserves the right to require or waive FAAT throughout the life of the contract. FAAT is due no more than 180 days after award. Production deliveries shall begin 30 days after

FAAT approval. If FAAT is waived, production quantities shall begin 150 days after delivery order award date.

6. Please note: Approval of Measurement System Evaluation (MSE); Exhibit A, PA162, PA167, PA175 and PA189 Fiber Container Contract

Data Requirement List (CDRL) A007 is required prior to FAAT. Prior approval of CDRLs, i.e. AIE, on other USG contracts does not guarantee roll-over approval of CDRLs on awards resulting from this IFB.

7. The Technical Data Package (TDP) for the PA162 Fiber Container (CLIN 0006), PA167 Fiber Container (CLIN 0008), PA 175 Fiber
