3. Description of Services or Supplies: The Nashoba Valley Regional Dispatch Center will provide the following services to the Fort Devens Police Department, all emergency 911 services, to include monitoring all incoming 911 phone calls from the installation, dispatch patrol cars to the recorded address of these calls and dispatch ambulance and fire service to these calls if needed Dispatch service will also inform police department by radio of all active fire and bugler alarms that are received from the addresses located on the installation property. The dispatch service will also provide any information needed on vehicle registrations whether the vehicle has an active or inactive registration with the state of origin as well as verification individual driver’s license status.

5. Reasons for Authority Cited:

a. This service is a unique service. Emergency dispatch service can only be provided by a local dispatch center that has a switch board that is tied into the local telephone service to the area The Nashoba Valley Regional Dispatch Center is only agency that is presently linked to the local switch board for phone. To change this would require a separate contract to move the switch, at a substantially higher cost than this contract.

c. At present Fort Devens has over 300 employees, contractors, and Army and Marine Corp personnel accessing the installation on a daily basis and there can be upward of over 3500 troops on the ground at any given weekend. This service will give these individuals a means to get medical, fire and police assistance in an emergency. Delays in or failure to award a delivery order by 30 September will drastically impact the emergency response on Fort Devens.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, X apply and will be followed, or do not apply due to an exception at 5.202 ______________________.

7. Market Research: Market Research was done on GSA Advantage, using SIN* 70 132 52. The search produced 0 vendors that provide similar items being requested, 0 that are small businesses. A query of GSA Advantage! Research yielded zero contractors that hold a GSA Contract for this type of service. There are no other contractors that provides this service. This is out of our control.

8. Other Facts: This service has been provided for the past three years (W15QKN-14-P-1070) by the only source available.
