Solicitation W15QKN-16-R-0049, Attachment 0004 Questions and Answers (Q&A) 1-7

1. Is there a TDP or Drawing package associated with this solicitation?

ANSWER: Yes. As stated in Section A, the Government will provide a separate Technical Data Package (TDP) for each component listed in the Statement of Work, Section C of the Solicitation (also referred to as “RFP”).

2. I see that I cannot retrieve any current tech data package which includes drawings and any ECO’s noted with the drawing. Are these drawings released yet, or do we need to request this information.

ANSWER: To obtain copies of the Technical Data Packages for the Boresight Kit, a request must be submitted to the Point of Contact Listed in Section A, paragraph 3-Technical Data Package of the solicitation. The request may be submitted via email to Gloria Thoguluva at the following Email Address: gloria.thoguluva.civ@mail.mil

3. I will bid on the first article, but do I need to submit the KIT or are you just looking for the mandrels only?

ANSWER: Bid samples are required for the Mandrels only as stated in Solicitation Section L.4.1.1. Once the contract is awarded, the contractor will be required to complete First Article testing on five (5) complete Boresight Kits as listed in Section C, paragraph C.3.4.3.5.1 of the solicitation.

4. I have a few questions regarding the bid samples for the four mandrels (13022750, 13022751, 13022752 and 13023642):

a. Do these samples include the entire mandrel with all the boring, slotting and knurling as per the drawings?

ANSWER: As per the Solicitation, Section M.3.2.1, "The bid samples will be evaluated by performing a 100% dimension check in accordance to the drawings. A deviation is defined as a discrepancy between the bid sample and the corresponding representation in the drawings."

b. Are we to concentrate on the basic overall shape of each mandrel, or on just detailing of the tips at the end?

ANSWER: As per the Solicitation, Section M.3.2.1, "The bid samples will be evaluated by performing a 100% dimension check in accordance to the drawings. A deviation is defined as a discrepancy between the bid sample and the corresponding representation in the drawings. The final bid sample evaluation will be based on the total combined evaluations of the two (2) bid samples submitted, each consisting of the four (4) mandrels of the boresight kit listed in section 2.2.1 of the Statement of Work as described in the above paragraph. The amount and type of deviations will dictate the rating received. A major deviation is one that has the potential to affect the overall system accuracy. A minor deviation is a deviation from the TDP that will not affect the overall system accuracy."

c. Could you confirm if the samples would include (1 each, Total 4) without slots and bore on the tip and (1 each, Total 4) with slots and bore on the tip?

ANSWER: Yes. Per the Solicitation, Section L.4.1.1 states "The first bid sample shall include the set of 4 mandrels before the wide slots are cut so the diameters in note 7 of the drawings can be measured. The second bid sample shall include the set of four (4) mandrels after the wide slots are cut and represent the finished product."

5. Is there an incumbent on a prior contract, and who is the incumbent?

ANSWER: Yes. The prior Contract Number is W52H09-11-D-0014, and the incumbent is Die-Matic Tool & Die, Inc.

6. Can you send me the purchase history on this particular drawing package? If possible, please include vendor, dollar amount of award, quantity, price per unit and contract number.

ANSWER: This information can be obtained from the following website: https://www.usaspending.gov for Contract Number W52H09-11-D-0014 with Die-Matic Tool & Die, Inc.

7. I have a few questions pertaining to the different CLINs being quoted. Please confirm if I'm reading these correctly.

a. Reference CLIN 001, First Article, PN: 130403051, 1 Lot = 5 Kits: In the Kits it looks like just the 4 Boresight Mandrels and nothing further is being requested? Is that correct?

ANSWER: No. As stated in the Solicitation, Section C.3.4.3.5.1, “The first article shall consist of a quantity of five (5) complete Boresight kits (to include the four Boresighting Adapters)…” This means the entire kit will be submitted for first article, not just the “Boresight Mandrels” (also known as the Boresighting Adapters).

b. The Government is asking for First Article every year with CLINs 2001, 3001, 4001, and 5001. Do you want First Article every year?

ANSWER: Pricing is being requested for First Article Test (FAT) for each of the five (5) ordering periods with CLINs 1001, 2001, 3001, 4001 and 5001. As stated in the Solicitation, Section C.3.4.3, the contractor must complete and pass an initial FAT. However, an additional FAT may be required for any changes to the technical data; lapses in production greater than 90 days; or any changes to the place of performance, manufacturing process, materials, drawing, specifications, or sources of supply. This does not necessarily mean that FAT will be conducted each year, but when it is required, it will be ordered under the respective First Article Test CLIN (1001, 2001, 3001, 4001 or 5001) for that ordering period. Note that per Section C.3.4.3.5.8 of the Solicitation, the cost for any changes that are “instituted by the contractor and not due to changes directed by the Government shall be borne by the Contractor.”

c. Reference CLIN 1002, Boresight Kit, PN: 130403051, 1-8000 pcs: Is this a quote for just the 4 Boresight Mandrels as a kit, so for example: 1 to 25 pieces = (1= 4 Boresights and 25= 100 Boresights only)?

ANSWER: CLIN 1002, Boresight Kit, is for the entire Boresight Kit, and is not just for the “4 Boresight Mandrels.” The components of the Boresight Kit are contained in Drawing 13043051 – Kit, Boresighting, M153 CROWS, listed in Section C.2.2.1, Drawings Table. The “1 to 25 pieces” you are referring to are one of the quantity ranges for the Boresight Kit. Pricing is being requested for each of the quantity ranges so that orders may be placed for quantities that are between 1-25 Boresight Kits, 26-100 Boresight Kits, 101-300 Boresight Kits, 301-1000 Boresight Kits, and 1001 to 8,000 Boresight Kits.

d. Reference CLIN 1004, 7.62 Mandrel, PN: 13023642, 1-100 pcs: It looks like this is where the individual only Boresight Mandrels are being quoted in addition to the kits being quoted on CLIN1002. Is that correct?

ANSWER: Yes that is correct. CLIN 1004 is for a Spare Part of the Boresight Kit: the 7.62 Mandrel.
