1.0 INTRODUCTION

The purpose of this Task Order (TO) is to obtain program support services for the Integrated Personnel and Pay System-Army (IPPS-A) Program Management Office (PMO).

The Army currently relies on over 60 separate legacy information systems to provide personnel and pay management for all components (Active, Guard and Reserve). These systems were designed at different times, reside on different hardware platforms, use a variety of in-house and commercial software, and vary widely in their functionality. In addition, they are based on Component-unique business practices (Active, Guard and Reserve) that manage Component-unique data. Some interfaces have been operating for decades on what is now obsolete hardware. Overall, Army legacy personnel and pay systems vary greatly in modernity, maintainability, and functionality, resulting in deficiencies that cause numerous processing errors, manual workarounds, and increasing processing costs. The difficulty in integrating the Army’s Component unique data elements into meaningful information presents problems in monitoring deployments, responding to needs of family members and implementing personnel and pay policies.

To address these deficiencies, the Army is developing and implementing an integrated personnel and pay management system – IPPS-A. IPPS-A will be a Web-based tool, available 24 hours a day, accessible to soldiers, Human Resources (HR) professionals, Combatant Commanders, personnel and pay managers, and other authorized users throughout the Army.

The Army will employ a hybrid solution for IPPS-A using Enterprise Resource Planning (ERP) software and Agile Development to deliver integrated personnel and pay capabilities, building on the trusted database and PeopleSoft foundation delivered as IPPS-A Increment I. The Army plans to use the current PeopleSoft 9.2 (or higher) ERP and Oracle 12c (or higher) database capabilities, along with Application Technologies outside of the core ERP, to meet user requirements for the total system. IPPS-A will be developed and deployed incrementally, delivering full integrated personnel and pay management functionality gradually in the form of multiple releases. IPPS-A will provide personnel and pay management functionality for all Components of the Army (Active, Guard and Reserve).

Note: The scope of the IPPS-A Program has the potential of subsuming other subordinate programs which will require support services in the future.

Releases
Capabilities
1.0
Develop an integrated and standardized database of Soldier data from all three Components. Produce a Soldier Record Brief and multiple reports and queries.
2.0
Build upon Release 1.0 capabilities and provide the functionality necessary to subsume SIDPERS for all ARNG locations. End-to-end Business Process development considerations will be evaluated to support various HR activities.
3.0
Provide capabilities that support accountability and essential personnel services necessary to subsume numerous legacy field systems and modules including eMILPO and TAPDB-R.
4.0
Focus on pay services building upon Release 2.0 and 3.0 to provide the basis for the fully integrated personnel and pay system.
5.0
Focus on the personnel services not addressed by the previous releases to incorporate remaining functions related to record evaluation and retention management.

IPPS-A will use a combination of Agile, Modular and traditional engineering methodologies in its development with the System Integrator (SI). The object of the IPPS-A project is to develop and deliver a single, integrated, multi-component personnel and pay system which streamlines Army HR, enhances the efficiency and accuracy of Army personnel and pay procedures, and supports Soldiers and their families. At full deployment, the total system will provide:

Single Comprehensive Personnel and Pay Record Self Service Access Data Standardization Integrated Personnel and Pay Strength Management and Accountability Personnel Asset Visibility Efficiencies Gained by Workflow Cross Component Support Business Process Standardization Non-Classified Internet Protocol Router Network (NIPRNet) and Secret Internet Protocol Router Network (SIPRNet) Integration with Cross Domain Support
