requirement to deliver three hundred sixty (360) Improved M24 Aviation Mounts for installation on CH-47 Chinook Helicopter

These items are critical components that are required to support the final assemble of the Improved M24 Aviation Mounts. Compu-Craft Fabricators, Inc. is the only known supplier currently in production of these items that has passed all Government First Article Test (FAT) requirements.

The effort requires installation of the Improved M24 Aviation Mounts on CH-47 Chinook Helicopters per month for a period of one (1) year. This procurement is necessary to ensure the Improved M24 Aviation Mount fielding requirement is fulfilled in a timeframe b.

c. An Acquisition Plan is not applicable

3. DESCRIPTION OF SUPPLIES/SERVICES:

The purpose of this action is to award a contract to procure the following critical components necessary for the final assembly of the three hundred sixty (360) Improved M24 Aviation Mounts:

Background

ARDEC, on behalf of Program Manager (PM) Soldier Weapons is validating the Improved M24 Gun Mount Assembly Level III Technical Data Package (TDP) through the fabrication of the right side of the M24 Gun Mount Assembly. The M24 Gun Mount Assembly consists of many components. Most components are being validated and fabricated at ARDEC’s Manufacturing, Methods and Technology Facility, while some of them will be procured from Industry. Compu-Craft Fabricators, Inc. is the only known supplier currently in production of these critical components that has passed all Government FAT requirements. Procuring these components from Compu-Craft Fabricators is the only means to ensure that proven, FAT certified components will be available when required for incorporation into the Improved M24 Aviation Mounts

4. AUTHORITY CITED:

The Authority cited is 10 U.S.C.2304(c)(2); Unusual and Compelling Urgency, as implemented by FAR 6.302-2.

5. REASON FOR AUTHORITY CITED:

The following subparagraphs provide rationale under the authority of FAR 6.302- 2, “Unusual and Compelling Urgency”. FAR 6.302-2 states that when the agency’s need for supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for a requirement.

a. Compu-Craft Fabricators, Inc. is the only known source currently in production of these components that has passed all Government FAT requirements.

b. Compu-Craft Fabricators is currently in production of these components and can begin delivering

Without this Improved M24 Aviation Mount the

CH-47 Chinooks would not have the optimum safety and critical mission capabilities, exposing US service members to an increased risk of injury or loss of life. Other sources for these items could take up to four (4) months to produce and pass all Government FAT requirements. Compu-Craft Fabricators is the only known source currently in production of these components. A new vendor would have to develop a manufacturing process, acquire tooling, develop inspection procedures, set up and debug the production line, and pass FAT. The time to accomplish this would be at least four (4) months, FAT is required to verify quality/acceptability of the components for any new supplier in accordance with the Technical Data Package (TDP).

No other methods of component qualification can be used.

c. Analysis of Alternatives to Other than Full and Open Competition

Only One (1) potential procurement strategy to satisfy this requirement was analyzed; Full and Open Competition.

Award of a Full and Open Competitive requirement would create unacceptable schedule and performance risks for this effort and not allow the Government to meet requirements for the Improved M24 Aviation Mounts . Award of a sole source contract to Compu-Craft Fabricators, Inc. is the only alternative that assures the BAR Ammo Containers, Case Collection (sub) Assemblies, and the M240 Catch Bags are delivered in time to be incorporated into the Improved

M24 Aviation Mounts . The delivery of these items will meet Improved M24 Aviation Mounts meet performance requirements. A sole source award to Compu-Craft Fabricators is the only means to ensure that proven FAT certified components will be available when required for incorporation into the Improved M24 Aviation Mounts Any delays in acquiring the components put the integration of the Improved M24 Aviation Mounts on the CH-47 Chinooks at jeopardy thereby causing the CH-47 Chinooks not to have the optimum safety and critical mission capabilities exposing US service members to increased risk of injury or loss of life.

6. EFFORTS TO OBTAIN COMPETITION:

a. A pre-solicitation notice is not required in accordance with FAR

5.202(a)(2), when the Contracting Officer determines that the proposed contract action is made under the conditions described in FAR 6.302-2 and the Government would be seriously injured if the agency complies with the time periods specified in FAR 5.203.

b. This requirement is intended to be conducted on a Sole Source basis as only Compu-Craft Fabricators, Inc. is the only known supplier currently in production of these items that has passed all Government FAT requirements and can meet the minimum quantities

If it necessary to procure these components in the future, as required by statute, competition will be pursued to the maximum extent possible with Industry. Effective competition will not be anticipated for this effort.

7. ACTIONS TO INCREASE COMPETITION:

Full and open competition is not practical at this time. A US Government owned Level III TDP with associated drawings and technical data of the Improved M24 Aviation Mount will be validated by the Government as part of this effort. The Government will own all data for the mount in support of future competition of whole assemblies or consumable spare parts.

8. MARKET RESEARCH:

In May 2013, the Government canvassed the industrial community and investigated various acquisition mechanisms. Canvassing the industrial community included, contacting companies known to make similar items, Government sources with knowledge of similar programs, numerous Internet inquiries as well as trade journal searches (Thomas Registry, Google, Procnet).

Compu-Craft Fabricators is the only know source that can provide the critical components to meet the Government’s urgent requirements.

9. INTERESTED SOURCES:

To date, no other sources have written to express an interest.

10. OTHER FACTS:

b. Acquisition Data Availability:

The technical data for the BAR Ammo Container, Case Collection (Sub) Assembly, and M240 Catch Bag is available. The Government will own all data for the mount in support of future competition of whole assemblies or consumable spare parts.

c. Unusual and Compelling Urgency:

d. Subcontracting Competition:

Subcontracting competition by the prime contractor will be maximized by the Contracting Officer as a function of negotiations.
