Third Questions and Answers for KEEP 16 Oct 2012
1. Question: Below is section 3.3.5.2 Two-Story Shelters, in this section we did not see any requirement that the Two-story shelter (20’x 32’ per floor) be constructed as a stand-alone Two-story shelter 20’x
32’ Shelter. In addition, we didn’t see that requirement in any other section in the SOW. To the contrary, we see that the Two-story shelter 20’x 32’ Shelters must be in a “grouping of five shelters together side-by- side to form a replacement unit for existing American tents”.
As a result, we have the understanding that the SOW is asking for Two Story Shelters that are approximately 32’ by 100’ (which is 5 20’ by 32’ Shelter placed side-by-side). The Two Story 32’ by
100’ Shelters will have a single demising wall every 20’, thus separating each 20’ by 32’ space with a single wall not a double wall. Double walls between each 20’ by 32’ Shelter which would be required if the specification in the SOW required that the 5 Shelters placed side-by-side be stand-alone structures.
Is our understanding of the SOW correct?
Answer: No the understanding of the requirement is not correct. Please refer to the third sentence of Section 3.3.5.2 where it states “Two-story shelters will be approximately 20’x
32’ or 640 square feet in size per floor and contain a grouping of five shelters together side-by-side to form a replacement unit for existing American tents.” The question asked can be interpreted as a request for design approval. It is the offeror’s responsibility to develop an innovative design that answers the Performance Work Statement for this requirement.
