Ninth Question and Answers for KEEP 08 November 2012
In document KEEPDeliveryOrder0001 PWS Section 5 Government Furnished Equipment (GFE)
Access: It says the Government will provide electrical service in the vicinity of the site for the contractor to run underground feeder cable for final electrical connection.
1. During the survey we were informed that Pad 9 will be powered by S/S-2 which is across the street from Pad 9. Is the contractor to provide an electrical solution from S/S-2 to the new shelters?
Answer: NO, as long as the vendor provides a feeder cable as specified in the PWS with the required connector.
2. Are you requiring a Distribution Power Panel by the New Shelters so you can distribute the power to each shelter or are you requiring a single cable from the S/S-2 to each shelter?
Answer: No, we are not requiring a Distribution Power Panel. We are not requiring a single cable from the S/S-2 to each shelter as long as the vendor provides a feeder cable with the PWS specified connector.
3. Who is responsible for the connection and breaker at the S/S-2?
Answer: The Government is responsible for the connection and breaker at the S/S-2.
4. You mention underground feeder cable. Is the contractor to use conduit distribution or direct buried for electrical services?
Answer: Shelter should have feeder cables with the correct ISO connectors. Cables will be buried leading to the shelters.
5. In document KEEP Delivery Order 0001 PWS Section 3.3 Shelters: For these documents when you refer to each shelter you are saying (1) two story shelter (Which is a total of (4)
.rooms)?
Answer: Yes.
6. Also (1) unit will be composed of (5) shelters grouped together?
Answer: Yes. The government’s conceptual sketch is based on units composed of 5 shelters grouped together. This is a concept. It is up to the vendor to propose a design that best meets PWS requirements.
7. For this Delivery Order there is (120 Shelters that is grouped to make 24 units on Pad 9)?
Answer: Yes. The Delivery Order is for 120 Shelters configured to house 1,920 service members on Pad 9 and meet all fire safety and force protection requirements. In the government’s conceptual sketch this is done with 24 units. The contractor is free to propose an alternate design.
8. In document KEEP Performance Work Statement (PWS) Section 3.3.5.2 Two Story Shelter:
It states optional configuration for access to the second floor of the shelters are encouraged. Is the contractor to provide different Options for the access to the second floor?
Answer: You may provide one design or optional designs. Design solution is up to the vendor.
9. For sample, Basic stair well to each unit, Stair well to second Floor plus Mezzanine at each entry and exit and/or Stair well to second floor plus Mezzanine that runs all the around and through the complex of 24 units?
Answer: Design solution is up to the vendor. It should be noted that multiple structures connected by a mezzanine can be considered a single facility with structurally independent substructures for force protection purposes. This significantly increases the design possibilities due to stand-off distances between facilities.
10. In document KEEP Performance Work Statement (PWS) Section 3.3.7 Electrical: It states to have 32 duplex receptacles per shelter. That would be (8) duplex receptacles per room.It states that each shelter will have a power panel with 40amp main, single phase 240 VAC, 50 hertz. Is this correct?
Answer: No. See PWS 3.3.7. Electrical.
11. With each shelter having four rooms it doesn’t seem like 40 amps single phase is enough. Do you mean 40 amp single phase to each Room?
Answer: See PWS 3.3.7. Electrical, per vendor’s design solution. Each shelter has 2-rooms. A two story shelter would have 4 rooms, and each floor to have its own 40 amp service or a alternate size as specified in the vendor design solution.
12. By the calculation of 40 amp that is 8000 watts per shelter which is only 2000 watts per room is the correct calculation you are going by?
Answer: See PWS 3.3.7. Electrical, per vendor’s design solution. See comment in #13 above.
13. In document KEEP Performance Work Statement (PWS) Section 3.3.7.3 Environmental
Control Unit (ECU: It states that the ECU shall be able to heat and cool both sides of the divided shelter. Since it is 4 rooms per shelter can the contractor install one ECU per room?
Answer: Vendor may submit any design they would like as long as it is able to heat and cool the rooms efficiently and PWS requirements are met.
14. In document KEEP Performance Work Statement (PWS) Section 3.3.8 Safety: Are the smoke detectors stand alone or do they have to annunciate at another location?
Answer: Stand alone.

Answer: No.

Answer: Yes. See PWS applicable documents EM 385-1-1 and NEC. 2 ground rods are required at a minimum, 3 meters deep each. The ground reading cannot exceeds 2 Ohms, since it will be connected to the Prime Power. If the 2 Ohms is not achieved the vendor will need to install additional ground rods until the 2 Ohms reading can be met.
17. After the units are installed. Is the contractor responsible for providing a gravel walk way between the units?
Answer: No
18. Will the government approve final location of each Unit before the contractor will place it?
No, however the vendor’s layout will be approved prior to award.

Answer: No. However, there is a requirement for each room to have a second means of egress that is not on the same wall as the entrance door. This could be an appropriately sized window, and opaque egress panel, or a second door. It is the responsibility of the vendor to incorporate fire safety requirements into their design.

22. The PWS states that the anticipated electrical load is 40 amps. However, it is quote possible that if the HVAC system is added to the main panel for each unit, the total amperage would be greater than 40 amps. Does the Government intend the HVAC unit to be connected to the panel box of the unit?
Answer: 40 amps is what was anticipated. It is up to the vendor to determine correct size.
Yes, the Government intends the HVAC unit to be connected to the panel box of the unit.
