Sixth Questions and Answers for KEEP 25 Oct 2012
1. Does the modular units comprise of the standard 20’ containers?
Answer: We are not sure we fully understand the question being posed. However, if you are asking “can the shelters be shipped in a 20’ container?” then the answer is “yes.” If you are asking “can the shelter come flat packed in a 20’ equivalent?” unit then the answer is
“yes.”
2. The description of the Shelter Configuration in 3.3.5 calls for “an additional” egress exit hatch on each side of the 20 x 32 shelter; does this mean, in the two story complexes, that secondary egress is to be provided on each of four sides of a building on each level (i.e. 8 per
2-story building); or one per sleeping room (i.e. 20 per 2-story building) or in what configuration? Can an operating window be considered a method of egress?
Answer: The configuration is up to the vendor as long as all requirements are met. Each living space/room must have a secondary point of egress. See section 3.3.5. of the PWS.
3. The National Electrical Code (Referred to in Section 2.0 as NFPA 70) requires Ground Fault
Circuit Interruption (GFCI) in bathrooms, small-appliance kitchen counter receptacles, exterior convenience outlets, receptacles within 6 feet of plumbing fixtures, and similar installations. Since none of these conditions exist in the shelter complex, why are all receptacle circuits GFCI protected? Will this be necessary?
Answer: This is the requirement. Yes, it is necessary to satisfy the requirement.
4. All of the data loggers we know of simply connect to house wiring with alligator clips. Are we looking for some sort of outlet on the load centers?
Answer: No.
5. What receptacle configuration (e.g., "shuko", U/K, American, etc.) is required?
Answer: Please refer to section 3.3.7 of the PWS.
6. Will an alarm system with pull stations, horn/strobes, annunciator panels, etc be required?
Answer: Yes. Please see section 3.3.8.3 of the PWS.
7. The PWS calls for smoke detectors in each sleeping area; are these wired for simultaneous actuation/signals with other smoke detectors in the complex?
8. KEEP PWS Section 3.3.5 states, "The shelters shall have two mainpoints of egress for each 20' x 32' (approximate) area. Each 20' X 32' (approximate) shelter area shall be configured with a floor to ceiling internal divider to separate the main living space into two equal size areas that can house at least four Soldiers in each separate living area and allow for eighty square feet of living space per Soldier". However, 20 x 32 does not allow for the required living space of eighty square feet per soldier. Which dimension takes precedence?
Answer: Reference Section 3.3.5 of the PWS. There is no conflict between the approximate shelter size and the square footage for each soldier.
9. Is the existing pad concrete, and if so, what are its dimensions and what is its load capacity?
10. The KEEP PWS Section 3.3.3 states "Shelters shall be capable of being leveled and situated on existing, minimally prepared, roughly graded, packed sand/gravel surfaces using a sub-frame, pre-made footers or other prefabricated materials". What is the soil bearing capacity of the intended site of these units?
Answer: Reference Section 3.3.3 of the PWS.
11. In the KEEP PWS Section 3.3.1 it states that, "color of the shelters shall be imbedded in the outer material so as to negate having to repaint". If the frame of the structure will be steel, does the imbedded paint requirement extend to the frame of the structure?
Answer: If you are referring to the underlying frame, no. If the frame can be visually seen from above, then the answer is “yes.”
12. According to Kuwaiti law, all foreign business must have a sponsor in order to work in Kuwait. As the KEEP project is on a US base, is a Kuwaiti sponsor required? If so, to what extent should we demonstrate this sponsorship in our proposal?
Answer: Yes. Refer to clause KSCR1-17 – Sponsorship Requirements on page 45 of the solicitation. It is the responsibility of the contractor to have all the necessary permits and licenses prior to starting the work.
13. Is this questionnaire related to only previous Government contracting?
14. On page 7 of 7 of Amendment 2 line item # 5, it references Section 1 of the same document. There does not appear to be a Section 1 so I am assuming it refers to the area on page 6 labeled 1. Contract Description. Could you please clarify?
Answer: Reference Amendment 0002 of this solicitation. Amendment 0002 was issued to reflect incorporating Attachment 0006 entitled “Performance Risk
Assessment Questionnaire” and extending the deadline for submission of the questionnaire to 5:00pm EDT 25 October 2012. All other terms and conditions of the solicitation remain unchanged.
15. PWS para 3.3 states that the contractor shall set up the shelters on various pads at
Camp Buehring. This implies that there are existing pads to be used. PWS para 3.3.3 states that the shelters shall be suitable for installation on surfaces such as compacted sand and gravel, that the USG is responsible is for removing the existing tents, and that concrete pads are prohibited. It further states that the foundation shall be able to withstand the weight of the structure, lockers, etc. This implies that the contractor is at least partially responsibility for site preparation. Please clarify exactly what site preparation is required for this project and who is responsible for it.
Answer: Reference section 3.3.3 Foundation and Structure of the PWS. We do not anticipate any site preparation would be required.
16. If the contractor is responsible for site preparation, compaction, etc, please confirm that gravel and other site materials are readily available nearby. 3. PWS para 3.3.7 states that each shelter shall be tied to the existing power using pin and sleeve connectors. Please confirm that the supply cables and cable connectors are existing and the contractor must simply provide the correct connector at the shelter.
Answer: Yes.
17. Conversely, if the contractor is responsible for providing the electrical supply cables, please provide details regarding the existing site power, including connection types at the site end of the cable and distance from the existing power source to each of the new shelters.
Answer: The contractor is not responsible for providing the electrical supply cables.
18. Are foreign national workers allowed to work and/or billet on Camp Buehring during this project?
Answer: Foreign nationals are authorized to work on Camp Buehring. However, foreign nationals are NOT ALLOWED to billet at Camp Beuhring.
19. PWS para 3.3.9 describes transportation and states that the US Government will offload containers from trucks at the final destination within Camp Buehring. Please confirm that this means the USG will offload all equipment and supplies, including the housing shelters themselves as well as additional shipping containers.
Answer: The Government will offload bulk shipping containers from trucks.
Assets can be stored on-site or at a nearby storage area and the contractor is responsible for unpacking and moving piece part assets from containers to the final location on the pad.
