INSTRUCTIONS TO OFFERORS

1. This is a 100% Small Business Set-Aside. This is being done as Commercial Test under FAR 13.5. All questions shall be in writing. Questions shall be e-mailed to Contract Specialist Emily Schlee at emily.schlee.civ@mail.mil

2. All proposals are due no later than the date and time specified in Block 8 of the SF1449.

No offer will be accepted if received after this date and time. All quotes/offers shall be in writing. Quotes / offers may be e-mailed to Contract Specialist Emily Schlee at emily.schlee.civ@mail.mil

3. Anywhere in this solicitation where the term “offer” is used, it is hereby changed to read

“quote”.

5. It is the offeror’ s responsibility that all offers submitted, regardless of method of submission, are received in this office prior to the time and date for receipt of the offer.

All quotes/offers are due no later than the date specified in the solicitation.

6. Basis of Award:

(a) The Government intends to award a firm fixed-price (FFP) contract resulting from this solicitation. Award will be made on all or none basis. Award shall be made to a single contractor. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for the offeror to be considered non-responsive. Award shall be made to that responsive, responsible offeror, and will be based on lowest price meeting technical specification.

(b) The Government will evaluate offers for award purposes by adding the total price for all clins.

(c) The Government will review Past Performance as it relates to the contractors ability to perform the services being requested. The Government will obtain past performance information from any source available to the Government, to include, but not limited to, the Past Performance Information Retrieval System, Federal Awardee Performance and Integrity Information System, Electronic Subcontract Reporting System, or other databases; interviews with Contracting Officers, and the Defense Contract Management Agency. Any adverse past performance may deem the offeror ineligible for award.

(d) Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(e) As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding four (4) months of the offeror’s final option period price to the offeror’s total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential four-month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.

Contract/SIN/item number, warranty terms. Quote should include FOB Destination pricing; freight should not be listed separately. No Open Market Quotes.

8. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

9. Quotes must include the following information: Price: pricing for each Line Item. Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price.

10. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide the contracted supplies.

11. Contractors shall quote on all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc), G&A and profit.

12. Line Item pricing should include all applicable taxes, fees, gratuities, commissions, services charges, etc. The federal government is tax exempt.

13. The offeror is reminded it must offer on any issued plans, drawings, and specifications as amended. Any deviations, conditions or attachments made by the offeror itself may render the offer non-responsive and may be cause for its rejection.

18. Due to restricted access to Fort Dix, contractors that will be hand carrying their quote are required to submit to the contracting officer a list of personnel planning to deliver the package not later than 24 hours prior to the due date. Contractors must also furnish the approximate time of arrival and the gate they will utilize. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for receipt of quote.

All individuals must have a picture id and no substitutions are authorized. Vehicles are also subject to search.

19. This project is small business set aside under NAICS 561730 with the business size standard of $8,000,000.

STATEMENT OF WORK

1.0 General Information.

1.1 Overview. The Contractor shall inspect, service, maintain, and landscape grounds of USAG Fort Devens Reserve Forces Training Area (DRFTA). The work shall include the services described below. Additional clarification/directed may be provided by the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR). The Contractor shall provide all labor, equipment, materials, management, coordination, and supervision necessary to maintain the grounds to the standards specified herein.

1.2 Management and Supervision. The Government and the Contractor understand and agree that the services to be delivered are non-personal services, and both parties recognize and agree that no employer-employee relationships exist between the Government and the Contractor and/or between the Government and the Contractors employees. Contactor personnel performing under this contract shall not be placed in a position where they are employed by a Federal Officer or are under the supervision, direction, or evaluation of a Federal Officer, military or civilian. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against actions that are of the nature of personal services, or give the perception of personal services. If particular actions constitute, or are perceived by the contractor to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (KO) immediately.

2.0 Description of Services.

2.1 Scope. The Contractor shall provide Grounds Maintenance for all Improved Grounds and Semi-Improved Grounds. The Contractor shall ensure that all work covered by this contract is accomplished in a manner that results in a healthy, clean, neat, and professional appearance of grounds. All work shall be performed by qualified personnel in accordance with (IAW) applicable laws, regulations, and TEs 1 - 2. The Contractor shall be responsible for any damage to Government Property incurred as a result of Grounds Maintenance operations. The Contractor shall meet with the COR and/or ACOR following contract award for a brief on-site meeting prior to starting work.

2.2 Service Improved Grounds. Improved grounds require an intensive level of maintenance. Improved Grounds, approximately 63 acres, including a 3.5-acre cemetery, are shown in the Installation Grounds Maps referenced in TE 2. The work performed in these areas by the Contractor shall include all of the below listed subtasks. Each subtask applies to the entire 63 acres unless otherwise specified. All subtasks will have separately priced Contract Line Items (CLINs) for the cemetery. The contract may be modified after the base year to remove CLINs for the cemetery.

2.2.1 Mowing, Edging and Trimming. The Contractor shall mow, edge and trim the Improved Grounds IAW the Work Capability Levels table. Mowing, edging and trimming will be conducted during the period from 1 April through 31 October. The Contractor shall mow grass only when the maximum height is reached or exceeded as indicated in the Work Capability Levels table in paragraph 4.0. The Contractor shall inspect the Improved Grounds at least once weekly to determine if mowing is required. The Contractor shall set the mower height to three (3) inches for all areas, and shall alternate mowing direction when feasible. The Contractor shall remove any and all trash, litter, tree limbs, debris, etc., present on the Improved Grounds prior to mowing. The Contractor shall mulch mow the grass and remove any visible grass clippings after mowing and ensure that there are no grass trimmings left on sidewalks or other paved areas before leaving the work area.

The grass shall be mowed in a manner that results in a uniform appearance, free of skips, gaps, rutting, or scalping.

The Contractor shall, in conjunction with mowing, edge in and around flowerbeds, mulched areas, sidewalks, driveways, street edges, curbs, and other impervious surfaces in the Improved Grounds to present a neat appearance. Edging includes the removal of all grass or weeds sprouting from cracks in sidewalks, pavement, and curbing to include the edge between the curb and road/parking lot. The Contractor shall not use postemergent herbicides for edging purposes. The Contractor shall collect and dispose of all edging debris the same day edging is performed.

The Contractor shall, in conjunction with mowing and edging, trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, headstones, and all other fixed objects in the Improved Grounds that project above the ground so grass height is maintained consistent with adjacent grass.

The Contractor shall remove all trimming debris from sidewalks, driveways, and headstones on the same day trimming is performed.

2.2.2 Fertilizing and Liming. The Contractor shall apply commercial, N-P-K granular fertilizer and pulverized agricultural lime to the Special Seeding Areas which are the parade and athletic fields (approximately 15.2 acres) and the cemetery (approximately

3.5 acres) IAW the Work Capability Levels table and IAW the product manufacturer’s recommendation. Fertilizing and Liming will be performed once annually in the month of September unless an alternative schedule is approved by the COR.

2.2.3 Aerating and Overseeding. The Contractor shall perform core aeration, or an alternative method approved by the COR, of the Special Seeding Areas which are the parade and athletic fields (approximately 15.2 acres) and the cemetery (approximately

3.5 acres) IAW the Work Capability Levels table. If applicable, the cores shall remain on site. Aerating and overseeing will be performed once annually in the month of September unless an alternative schedule is approved by the COR that times seeding with optimal conditions for late summer/early fall seed germination.

2.2.4 Pest Control. The Contractor shall control pests (weeds, grubs, etc.) using CORapproved pesticides, or an alternative method approved by the COR, in the Special Seeding Areas which are the parade and athletic fields (approximately 15.2 acres) and the cemetery (approximately 3.5 acres) IAW the Work Capability Levels table and pesticide use requirements described in paragraph 3.2. The Contractor shall coordinate scheduling of pest control activities with the COR.

2.3 Service Semi-Improved Grounds. Semi-Improved grounds are used for operational and maintenance purposes and require less intensive maintenance. Semi-Improved Grounds, approximately 37 acres, are shown in the Installation Grounds Maps referenced in TE 2. The work performed in these areas by the Contractor shall include mowing;

removing grass from cracks in sidewalks and pavements; removing litter, leaves, and debris; and clearing fence lines. Each subtask applies to the entire 37 acres unless otherwise specified.

2.3.1 Mowing and Trimming. The Contractor shall mow and trim the Semi-Improved grounds twice per year IAW the Work Capability Levels table. Mowing and trimming will be conducted during the period from 1 April through 31 October. The Contractor shall remove trash, litter, tree limbs, rocks, debris, etc., prior to mowing. The Contractor shall, in conjunction with mowing, trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, and all other fixed objects in the Semi-Improved Grounds that project above the ground so grass height is maintained consistent with adjacent grass.

2.4 Spring Clean-up. The Contractor shall conduct spring clean-up activities IAW the Work Capability Levels table. The area subject to the spring clean-up, approximately 130 acres, includes the Improved Grounds (63 acres), Semi-Improved Grounds (37 acres), and an additional 30 acres of impervious surfaces (e.g., roads, driveways, parking lots).

The indicated areas are shown on the Installation Grounds Maps referenced in TE 2.

Each subtask applies to the entire 130 acres unless otherwise specified. Subtasks 2.4.1 and 2.4.2 will have a separately priced CLINs for the cemetery. The contract may be modified after the base year to remove CLINs for the cemetery.

2.4.1 Spring Debris Removal. The Contractor shall remove and disposal of all natural debris, (e.g., tree limbs, rodent habitats, etc.), leaves, and litter/trash. Organic debris shall be disposed of off-site and IAW State regulations for organics disposal. The Contractor shall perform the spring debris removal in the month of April.

2.4.2 Spring Lawn Repair. The Contractor shall repair of areas of lawn damaged over the previous winter. The Contractor shall complete this work by excavating unsuitable material, backfilling with topsoil, leveling, seeding/sodding, and maintaining adjacent turf areas IAW with the Work Capability Levels table. The areas to be repaired and seeded are approximately 1 acre or less annually on the Main Cantonment and 3400 Area and approximately 0.10 acres at the Cemetery. Unless hydroseeding, all seeded areas must be covered with straw or an appropriate alternative immediately after the seed has been applied. The Contractor shall perform the spring lawn repair in the months of April and/or May and will time seeding to coincide with optimal conditions for spring seed germination.

2.4.3 Spring Tree Pruning. The Contractor shall prune up to ten (10) trees each spring.

Trees shall be pruned to remove all limbs that are damaged, unsightly, or present unsafe conditions. The contractor shall remove and dispose of all associated debris off-site and IAW State regulations for organics disposal. Pruning shall be accomplished IAW ANSI A300 (Part 1)-2001, Tree, Shrub, and Other Woody Plant Management – Standard Practices (Pruning) and ANSI Z133.1-2006, Arboricultural Operations – Pruning, Trimming, Repairing, Maintaining, and Removing Trees and Cutting Brush – Safety Requirements, or the most current approved update, and National Arborist Association standards. The COR will identify in writing which trees the Contractor is to prune. The Contractor shall complete spring tree pruning in the months of April and/or May.

2.5 Fall Clean-up. The Contractor shall conduct fall clean-up activities IAW the Work Capability Levels table. The area subject to the fall clean-up, approximately 130 acres, includes the Improved Grounds (63 acres), Semi-Improved Grounds (37 acres), and an additional 30 acres of impervious surfaces (e.g., roads, driveways, parking lots). The indicated areas are shown on the Installation Grounds Maps referenced in TE 2. Each subtask applies to the entire 130 acres unless otherwise specified. 2.5.1 Fall Debris Removal. The Contractor shall remove and disposal of all natural debris, (e.g., tree limbs, rodent habitats, etc.), leaves, and litter/trash. Organic debris shall be disposed of off-site and IAW State regulations for organics disposal. The Contractor shall perform the fall debris removal between 15 October and 15 November.

2.5.2 Fall Tree Pruning. The Contractor shall prune up to ten (10) trees each fall. Trees shall be pruned to remove all limbs that are damaged, unsightly, or present unsafe conditions. The contractor shall remove and dispose of all associated debris off-site and IAW State regulations for organics disposal. 2.6 Fence Lines. The Contractor shall keep all areas (vertical and horizontal) within six

(6) feet of fences lines clear of vegetation including tree limbs, shrubs, vines, etc. as shown in TE 1. This includes grass penetrating impervious surfaces, e.g, where fence lines cross parking lots. Fence lines include all those shown on TE 2 to include perimeter and interior fence lines including HVAC enclosures. Only lawn grass maintained IAW paragraph 2.2.1 is permitted within 6 feet of a fence line.

2.7 Main Gate Planter. The Contractor shall plant flower arrangements in the 16 square foot planter located in front of the Main Gate twice annually IAW the Work Capability Levels table. The Contractor shall plant the Main Gate planter once in the month of May with a colorful arrangement of spring/summer season flowering plants and ornamental greenery. The contractor shall remove those plants in the month of September and replace them with an arrangement of chrysantehmums and/or other fall season annual flowering plants and ornamental greenery. The Contractor shall refresh the soil in the planter as needed to maintain healthy plantings. The Contractor shall not be responsible for watering the planter.

2.8 Tree Planting. The contractor shall plant up to ten (10) new trees on Improved Grounds per year. Native species of oak, ash, white pine, northern catalpa, maple, beech, red pine, hickory, dogwood, birch, and cherry are acceptable. Other species may be acceptable if approved in writing by the COR. New trees shall be 2.5 inch caliper or larger. Trees shall be planted with a circular mulch ring of 24 inches or larger in diameter with a depth of 2 to 3 inches. The mulch rings shall be cupped to retain water and direct it to the tree roots. The contractor shall use red hemlock bark mulch. Any burlap or other covering of the root ball must be removed prior to planting. The COR will identify in writing where the Contractor is to plant the new trees. The COR may request that new trees be planted in lawn areas or in areas where trees were previously planted and died before becoming established. Where a tree was previously planted the Contractor shall also remove the previously planted tree and dispose of it off-site IAW State regulations for organics disposal. Previously planted trees to be removed will all be less than or equal to 4 inches in caliper. New trees will be planted in the months of April, May, June or September unless otherwise directed by the COR.

2.9 Cemetery Perennial Bed and Tree Mulching Maintenance. The contractor shall maintain approximately 500 square feet of perennial planting beds and approximately 30 landscaped trees in the cemetery IAW the Work Capabilities Levels table. Perennial beds are located around the flag pole and along the front and back of the stone cemetery wall on the north side of the cemetery. Landscaped trees that require maintenance of existing mulch rings are located between the north stone cemetery wall and Patton Road. The contractor shall cultivate mulched areas to maintain adequate aeration and percolation and remove grass and weeds. The contractor shall fertilize, weed, mulch, add compost, and till as needed to maintain the health of the existing perennial plants and trees and maintain a neat weed free appearance. The contractor shall use a red hemlock bark mulch and will insure that the color and appearance of the mulch is consistent throughout the cemetery. The cemetery has in-ground irrigation therefore the contractor shall not be responsible for watering perennial beds or trees. This maintenance will be conducted during the period from 1 April through 31 October. The contract may be modified after the base year to remove this CLIN for the cemetery.

2.10 Main Cantonment Perennial Bed and Tree Mulching Maintenance. The contractor shall maintain approximately 3000 square feet of perennial planting beds and approximately 100 landscaped trees on the Main Cantonment IAW the Work Capabilities

Levels table. Perennial beds are located around buildings 683, 656, 658, 680, 657, 665, 638, 637, 642, and 672. Landscaped trees that require maintenance of existing mulch rings are located throughout the Main Cantonment and are generally those tress with a caliper of less than or equal to 4 inches. The contractor shall cultivate mulched areas to maintain adequate aeration and percolation and remove grass and weeds. The contractor shall fertilize, weed, mulch, add compost, and till as needed to maintain the health of the existing perennial plants and trees and maintain a neat weed free appearance. The contractor shall use a red hemlock bark mulch and will insure that the color and appearance of the mulch is consistent throughout the Main Cantonment. The Contractor shall not be responsible for watering perennial beds or trees. This maintenance will be conducted during the period from 1 April through 31 October.

2.11 Contractor Manpower Data Reporting. The Contractor shall report manpower information (including subcontractor manpower information) required for performance of this contract. The contractor shall submit all the information required in the format specified at the following web address: https://ecmra.mil. The required data is reported for each federal fiscal year (1 October to 30 September) and must be reported by 15 October of each calendar year. If the period of performance of the contract crosses fiscal years, one entry shall be made for each fiscal year.

2.12 Main Cantonment Additional Base Year Services. The contractor will complete the following additional services within 60 days of the award of the base year of the contract. All services will be performed on the Improved Grounds on the Main Cantonment at the locations described in the below listed subtasks.

2.12.1 Stump Removal and Lawn Restorations. The Contractor shall remove five stumps ranging in size from 6 to 20 inches located on the Improved Grounds on the Main Cantonment. The contractor shall grind stumps and their associated roots to at least 6 inches below grade, remove wood chips, fill with loam and top soil, and apply grass seed. Unless hydroseeding, all seeded areas must be covered with straw or an appropriate alternative immediately after the seed has been applied. The Contractor shall insure that the restored lawn areas match the existing grade of the surrounding lawn.

2.12.2 Tree Removal and Replacement. The Contractor shall remove one spruce tree approximately 12 inches diameter at breast height (dbh) from in front of Building 681 grind the stump and any associated roots to at least 6 inches below grade, remove wood chips, fill with loam and top soil, and apply grass seed. In the immediate vicinity the Contractor shall plant a 2.5 inch or larger caliper birch tree (Betula sp.). The tree shall be planted with a circular mulch ring of 24 inches or larger in diameter with a depth of 2 to 3 inches. The mulch ring shall be cupped to retain water and direct it to the tree roots. The contractor shall use red hemlock bark mulch. Any burlap or other covering of the root ball must be removed prior to planting.

2.12.3 Perennial Bed Removal and Replacement. The contractor shall remove one approximately 100 square foot perennial bed located at the corner of Lafeyette and Quebec Street on the Main Cantonment. The Contractor shall remove all plant material including woody stumps and weeds. The Contractor shall remove old mulch and replace with it with topsoil to bring the area to grade with the nearby lawn. The Contractor shall apply grass seed. Unless hydroseeding, all seeded areas must be covered with straw or an appropriate alternative immediately after the seed has been applied. The Contractor shall plant one 2.5 in. caliper Northern Catalpa (Catalpa speciosa) in the center of this bed. The tree shall be planted with a circular mulch ring of 24 inches or larger in diameter with a depth of 2 to 3 inches. The mulch ring shall be cupped to retain water and direct it to the tree roots. The contractor shall use red hemlock bark mulch. Any burlap or other covering of the root ball must be removed prior to planting.

3.0 Requirements.

3.1 Equipment Requirements.

3.1.1 All rotary mowers used within Improved and Semi-Improved Grounds shall be equipped with mulching blades and have discharges blocked.

3.1.2 All equipment used to perform grass mowing and leaf removal operations on Improved Grounds shall be equipped with turf type tires. Equipment not essential for the performance of grass mowing or leaf removal functions (e.g., equipment with agricultural tires, wheel weights, snow blades, or other accessories that may damage turf or tree root zones by compaction, rutting, or scalping), shall not be permitted on Improved Grounds.

3.1.3 A rotary mower capable of negotiating steep slopes and cutting heavy clumps and brushy vegetation may be required to service certain Semi-Improved Grounds.

3.1.4 All power equipment shall be in good operating condition to ensure clean and even mowing. All equipment shall be of appropriate design (including safety features) and sufficient power to perform the mowing requirements; prevent scalping and rutting of the grounds; and damage to trees, shrubs, or any other Government property.

If the Contractor causes damage to grounds or buildings (e.g., breaks a window), the incident shall be reported to the COR immediately.

3.1.5 The Contractor shall not use any equipment with an active hazardous material leak. If a leak or spill occurs, follow the requirements in paragraph 3.2 Environmental Protection.

3.2 Pesticide Use Requirements.

3.2.1 Contractor personnel that apply pesticide shall have a Massachusetts Commercial Pesticide Applicator License or Certification. The Contractor shall ensure training and licenses and/or certificates of Contractor personnel are kept current. The Contractor shall provide copies of these licenses or certifications to the COR not later than (NLT) ten (10) calendar days following contract award, and again within ten (10) calendar days upon a change in personnel.

3.2.2 The Contractor shall use pesticides only as approved by the COR. The contractor shall submit a brief written work plan NLT ten (10) calendar days following contract award identifying what, if any, pesticides that the Contractor intends to use and the quantities and locations at which they intend to use them. The Contractor is not to use any pesticide without prior written approval from the COR. Following COR-approved pesticide use, the Contractor shall provide a written monthly report to the COR verifying what pesticides were used and the quantities and locations at which they were used. Any changes that the Contractor wishes to make to the approved work plan must be requested in writing and approved by the COR prior to pesticide application.

3.2.3 All mixing and storage of pesticide shall be performed off the installation. Spills of any pesticide will be reported in accordance with the specifications identified in paragraph

3.3.3 of this PWS.

3.3 Other Environmental Requirements.

3.3.1 Under no circumstances is hazardous waste to be transported onto DRFTA property.

3.3.2 Where hazardous materials are needed, the Contractor will adhere to all applicable federal and State regulations regarding the management and handling of hazardous materials.

3.3.3 Any release of oil (including leaks from hydraulic hoses and equipment), hazardous waste, or hazardous material on DRFTA shall be immediately reported to the Devens Fire Department at 978-772-2117 and the DPW Environmental Division at 978- 615-6086/6096. This clause does not relieve the Contractor of any federal or State reporting requirements.

3.3.4 Oil, fuel, or hazardous material/waste released to the environment (including leaks from hydraulic hoses and equipment) by the Contractor in the performance of this work shall be the sole responsibility of the Contractor and shall be cleaned up at no expense to the Army. Any release shall be cleaned up without delay to the standards set forth in 40 CFR 260 and 310 CMR 30.00. Any vehicle found to be releasing oil or hazardous substance shall be immobilized and spill contained immediately upon discovery of the leak.

3.4 Safety Requirements. All power equipment used in the performance of this contract shall have safety design features to prevent injury to the operator and damage to persons or property. The Contractor shall ensure all workers are properly trained and understand how to safely operate the power equipment. All Personal Protective Equipment (PPE) shall conform to the applicable OSHA standards. PPE shall be worn at all times during the operation of power equipment.

3.5 Anti-Terrorism and Operations Security. Contractor and all associated subcontractor employees requiring access to the installation shall (1) provide all information required for background checks to meet installation access requirements to be accomplished by the Director of Emergency Services or Security Office, and (2) comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). Should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
