SPECIFICATION OF WORK

Project Title: Patrol Vehicle Tablet Computer Installation

For: Fort Devens Police Department, 47 Quebec St., Bldg. 681, Fort Devens, MA 01434

1 Background: As the only law enforcement and force protection presence at Fort Devens, we must provide installation security, LE operations, and general safety and well-being to tenants, transient training, stationed units and area customers; providing standardized, effective and efficient vetting of visitors and thorough background checks, increase the safety to our Soldiers, Family Members, Retirees and Civilian Employees serving and visiting Fort Devens. For officer safety, having terminal access to NCIC/CJIS within the patrol vehicle is more efficient than waiting on a secondary source through an outside organization, and increases information sharing through the shared MLETS system.

2 Scope/Objective: The objective of this project is to upgrade the current computer/tablets used for NCIC/CJIS usage to better streamline efficiency and ease of use for the officer within the police department. There are currently six (6) patrol vehicles outfitted with CF-31 Toughbook computers, and two (2) standalone stations located at the Main Gate and the Police Station at Fort Devens. These terminals are over eight (8) years old, and although do not interface with DoD networks, they will no longer meet the Massachusetts State sponsored CJIS access requirements this time next year.

2.1 Scope: This Specification of Work (SOW) requires the procurement eight (8) CF-33 Toughbook Tablet Computers, loaded with the following hardware/software requirements: Win10 Pro, Intel Core i5-7300U 2.60GHz, vPro, 12.0" QHD Gloved Multi Touch + Digitizer, 16GB, 256GB SSD, Intel WiFi a/b/g/n/ac, TPM 2.0, Bluetooth, Dual Pass (Ch1:WWAN/Ch2:dGPS), 2D Bar Code Reader, Insertable Smartcard Reader, 4G LTE-Advanced Multi Carrier (EM7455), dGPS, Hello Webcam, 8MP Cam, Toughbook Preferred, Bundle, Premium Keyboard. All tablets and its adjoining keyboard connected through a standalone mount (CF-VVK331M). All eight (8) will be setup with all programs installed and accessible. Six (6) of these units are then installed on a mounted platform inside a patrol vehicle, while two (2) are to be installed as standalone stations located at the Main Gate and the Police Station.

2.2 Objective: This SOW requires an upgrade of the existing police wall lockers within the police station at Fort Devens, MA. The end state will allow for Fort Devens Police to meet a minimum criteria, previously overlooked with smaller less effective wall lockers for new personnel.

3 Tasks: The Contractor shall provide the necessary CF-33 Toughbook tablet computers with prescribed software/hardware requirements, CF-33 compatible keyboards exclusive to the make/model/brand of the CF-33 Toughbook tablet computer, mounts and hardware for combining keyboard and tablet into a single station, any applicable hardware/adapters/parts for attaching mounted tablet/keyboard to existing support structure inside patrol vehicles, removal of existing computer, the installation of the above described equipment, and delivery within a prescribed time frame, consisting of the following components:

3.1 Task 1 – Delivery: The Government in conjunction with the Contractor shall collaborate on the final purchase, delivery and installation of the tablet computers and accessories.

3.2 Task 2 – Installation: The vendor will arrive with all necessary equipment and products necessary for the removal and installation of computer equipment. All devices will be installed so that they are capable of operating off of electrical power from the vehicle/battery whether the patrol vehicle is running or not. Setup so that when the vehicle is off and the tablet is in standby / sleep mode, that the vehicles battery isn’t being unnecessarily drained.

Computers will be setup free of software restrictions, or need for administrator logins. A functions test of all applicable software installed will be run, prior to finalizing the installation process. Tablet computers setup at both the Fort Devens Main Gate guard booth and the Fort Devens Police Station will be similarly setup with the same general functions test on software.

3.3 Task 3 – Acceptance Phase:

Upon substantial completion of primary purchase, and prior to delivery, the Contractor shall coordinate with the COR to confirm packaged items, delivery location and installation time.

Upon Government acceptance by the appointed COR, the Contractor’s one (1) year limited warranty start date shall be established, and the Government will assume full responsibility for the wall lockers.
