The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center, is seeking to identify capable contractors who can provide repair services for this Improved Data Modem, which is designed for military applications and provides data link capability between air and ground systems and air-to-air communication between equipped UH-60 Blackhawk helicopters. The IDM-304B utilizes CAGE code 80063 and part number 80063-DM-001-304B. The applicable Federal Supply Code/Product Service Code is 5895, and the NAICS code is 334511. The Government does not possess the technical data package (TDP) for the parts, and the TDP is not available for release.

Responses to this SSA are due by November 20, 2026, and should be submitted via email to the Technical Point of Contact (Philip D. Altman at philip.d.altman.ctr@army.mil) and the DLA Aberdeen Small Business Office (DLA.Land.and.Maritime.Small.Business.Office@dla.mil). This is not a request for quote or proposal, and no contract will be awarded or costs reimbursed based on SSA responses. The Government seeks evidence of current or past contracts for manufacturing the item or similar components, along with documentation including questionnaires, drawings, test results, contract history, and data rights information. Respondents must include company name, CAGE code, and a technical point of contact with email and telephone number. The Government prefers long-term Indefinite Delivery Indefinite Quantity (IDIQ) contracts and seeks contractors capable of meeting U.S. Government delivery requirements and managing component obsolescence issues.

SYSTEM FOR AWARD MANAGEMENT (SAM)

SOURCES SOUGHT NOTICE

The purpose of the Sources Sought Notice/Sources Sought Announcement (SSA) is to determine which capable business can perform the requirements of a planned contract. In addition, the request will focus on which small business industry partners can capably provide support.

The customer/procurement coordinator will request information through the contracting activity to make a capabilities assessment. The capability assessment is determined by the DEVCOM technical reviewer(s) that a business is either “capable” or “not capable” of performing the requirements that will be forthcoming in the solicitation. The information required below is only a starting point. A second goal of the SSA is to provide answers to questions raised at the Pre-CASS for which the Government does not know the answer. Take note of any Pre-CASS concerns where industry feedback is needed to move a procurement forward and be sure to include those concerns in the SSA.

The results of the sources sought announcement should be provided to your DEVCOM engineer for a capability review. The capability review and other pertinent information will be memorialized in the market research report (summarizing the SSA efforts, discussions and information gathering from the Pre-CASS period) and provided with the IGE and Pre-CASS documentation as the “initial ARP submission” to the contracting center. The SSA and all responses are attachments to the Market Research report.
