About this file
This document is a Request for Information (RFI) from the Army Program Director-Base Emergency Communications Systems (PD-BECS) seeking industry input for a Public Safety Answering Point (PSAP) Modernization project. The Army requires companies to engineer, furnish, and install Computer-Aided Dispatch (CAD), Next Generation 9-1-1 Call Handling Systems (NG-911 CH), and NG-911 Location Information Services (LIS) across 38 CONUS installations supporting approximately 400,000 military personnel, civilians, and dependents. The solution must comply with current NG-911 i3 standards, support various call sources, provide system redundancy, and include integrated automatic location information with capabilities for call transfers and interoperability.
Key RFI details include a response deadline of February 7, 2025, with submissions limited to five pages and sent via email to specific Army Contracting Command contacts. Vendors are asked to provide information about their past NG-911, CAD, and LIS implementation experience, including system sizes, call volumes, technical challenges, and implementation approaches. The Army anticipates initially fielding on-premise systems with future potential for cloud-hosted solutions, and requires systems to meet JITC approval, FEDRAMP assessments, and DISA cloud security requirements. The RFI is intended to develop a viable Request for Proposal (RFP) and does not constitute a formal procurement commitment.
