About this file
This is a Justification and Approval (J&A) document for other than full and open competition for maintenance and repair services of the MDR80V Manned/Unmanned Teaming-2 Digital Video Recorder (DVR) and Removable Memory Module (RMM) 64GB Flash Drive. The U.S. Army Communications Electronics Command (CECOM) is seeking to award a 10-year Firm-Fixed-Price Single Award IDIQ contract to Extant Aerospace, consisting of one 5-year base period and one 5-year optional period.
The J&A cites 10 U.S.C. §3204(a)(1) as authority for sole source procurement since Extant Aerospace (formerly Teac Aerospace Technologies) is the original equipment manufacturer and only vendor with the required Technical Data Package. The contract will provide maintenance services for DVRs used in Apache D model helicopters, with repair costs estimated at 60% less than new unit purchases. Market research conducted from July 19 to August 3, 2023 yielded no other capable sources. The previous sole source contract (W56JSR-18-D-0032) was awarded to Extant Aerospace on September 27, 2018. The Government projects award of this new effort by January 5, 2024, using Army Working Capital Funds.

Justification and Approval for Other than Full and Open Competition – FAR PART 6
1. Contracting Activity: U.S. Army Contracting Command
Aberdeen Proving Ground (ACC-APG)
ATTN: CCAP-CCE
Aberdeen Proving Ground, Maryland 21005-1846
2. Description of Action: The U.S. Army Communications Electronics Command (CECOM), Integrated Logistics Support Center (ILSC), Enterprise Soldier Aviation (ESA) Support Directorate requests the proposed acquisition for a new award for a follow-on Ten (10)Year Firm-Fixed-Price (FFP), Single Award Indefinite-Deliver-Indefinite-Quantity (SA-IDIQ) consisting of one (1) five (5)-year base ordering period and one (1) five (5)-year optional ordering period on a Sole Source Basis for a Maintenance/Repair Services Contract for the MDR80V Manned / Unmanned Teaming 2 (MUM-T2) Digital Video Recorder (DVR) NSN:
5836-01-629-6814, P/N: 51571001-520 and Removable Memory Module (RMM) 64 Giga- Byte (GB) Flash Drives, NSN: 7045-01-630-6570, p/n: 51570601-537 with Extant Aerospace, 1615 W. NASA Boulevard, Melbourne, Florida 32901, CAGE Code: 3SDT5. FFP Task Orders will be issued for the maintenance and repair services of the MUM-T2 DVRs and RMM 64 GB Flash Drives.
Army Working Capital Funds (AWCF) current to the ordering fiscal year will be used for this effort., and the Government projects award of this effort by 05 January 2024.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: This contract will provide for Maintenance/Repair Services of the MUM-T2 DVRs and RMMs, which are devices: (1) large enough to record full MISSIONS and playback in-flight, MISSION events for confirmation of target(s), (2) with an ability to stream back video from an Unmanned Aerial Vehicle (UAV) for reconnaissance and surveillance of the MISSION area by the aircrew, (3) which possess the ability to stream back video to the COMMAND area, and (4) which have the capability to provide debriefing via desktop computer. The MUM-T2 DVRs meet these requirements and are currently in use as further described below. The Government has a requirement for maintenance services of these MUM-T2 DVRs to supplement the supply of DVRs & RMMs by repairing non-functional units back to normal working condition and returning them to the supply system as serviceable “A” stock for requisition. Doing so, reduces the logistics footprint, reduces the manpower necessary to manage these items, and lowers the total life-cycle costs of the program as it has been determined that unit repair costs are 60% less than acquiring new units at contract prices. The Government requires maintenance and repair services on the MUM-T2 DVRs and RMMs, with all repaired assets returned to a serviceable condition.

6. Efforts to Obtain Competition: Market research, including the posting of a Sources
Sought Announcement (SSA) on the SAM.GOV website, was conducted in accordance with FAR Part 10 from 19 July 2023 to 3 August 2023. Details are provided in the paragraph eight below. The market research did not yield any additional sources that can meet the Government’s requirement. The Contracting Officer will publish the notices IAW FAR 5.201 and any bids or proposals received will be considered.
a. Effective Competition: There is no competition anticipated for this acquisition. This requirement is Sole Source for the reasons described above. Extant Aerospace is the only vendor with the required TDP, and who can currently perform the required services. The effort to obtain competition will be continued in accordance with FAR Part 10, as detailed in Paragraph 8 of this document. Thus far, Market Research has yielded no additional potential sources.
b. Subcontracting Competition: The Government will ensure the prime contractor obtains as much subcontracting competition as possible through the inclusion of the following clauses in the solicitation and in the contract: FAR 52.244-5, Competition in Subcontracting, FAR 52.219-8, Utilization of Small Business Concerns, FAR 52.219-9, Small Business Subcontracting Plan and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, Small Business Subcontracting Plan (DoD contracts)-Basic. The clauses ensure that Extant Aerospace considers small business concerns and participation in performance of the proposed contract.
7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if changes occur in the marketplace that would enable future requirements for the Sustainment of the MUM-T2 DVRs and the RMMs to be completed.
Ongoing market research will include posting of Sources Sought Announcements (SSAs), reviewing trade journals, and attending industry symposiums to stay current on the latest MUM-T2 DVRs and RMMs sustainment services to determine if any additional contractors develop products that meet the Government’s requirements. Currently, Extant Aerospace is not interested in releasing quotes for Technical Data Packages. Therefore, the Government is not able to break-out the requirement in order to increase competition because it does not own the data rights. The Government will pursue the purchase of the data rights if this is in the best interest of the Government and if they are for sale. The Government will facilitate as much competition as possible for the next/follow-on contract.

These items were procured by the Program Managers Office for Attack Helicopter (PM Attack Helicopter – Aircraft Configuration Manager), to meet the requirement for a Digital Video Recorder with increased capability than the predecessor the MDR80C Digital Data Mission Recorder (DDMR). In 2016 CECOM ILSC ESA inherited the MDR80V Manned/Unmanned Teaming 2 Digital Video Recorder program to manage including material spares and any outstanding contracts from the Program Manager’s Office for Attack Helicopter.
** In 2017, Teac Aerospace Technologies merged with Extant Aerospace and is now known as Extant Aerospace Cage Code 3SDT5.
