1 Scope/Introduction 84

1.1 Scope 85

This Performance Requirement Document (PRD) defines the technical requirements for the 86 Combat Networking Radio (CNR) Engineering Change Proposal (ECP) contract under the 87 authority of the PEO C3T/PM TR/PdM WF. The requirements within the PRD are based on 88 the Single Channel Ground and Airborne Radio System (SINCGARS) specifications both 89 extant in current Army doctrine and with modernization efforts for vocoder, 90 Communications Security (COMSEC) and Transmissions Security (TRANSEC). All 91 requirements in this document apply to all modernized SINCGARS configurations unless 92 otherwise specified. 93

1.2 System Description 94

The SINCGARS ECP modernization of the RT-1523 will be referred to as CNR for the 95 purpose of this PRD. The CNR radio allows users to operate in tactical voice networks with 96 other team members and team leaders utilizing the SINCGARS waveform. The radio also 97 enables users to exchange Position Location Information (PLI) within a network via Radio 98 Based Situational Awareness (RBSA) mode and to function as a digital data radio. 99 This PRD defines a common set of requirements for a form/fit/function replacement of the 101 RT-1523E/F used for the PRC-119, and fitting within the AM-7239E Vehicle Amplifier 102 Adapter (VAA) which includes the Power Amplifier (PA), antenna, and the Internet 103 Controller (INC). The VAA is capable of mounting one or two CNR radios and one PA. 104 Examples of the platform are the VRC-89F, VRC-90F, VRC-91F, and VRC-92F. . The 105 replacement receiver transmitter (RT) shall achieve the required performance with a 106 software-defined radio (SDR) capable of legacy and modern SINCGARS features detailed 107 herein. The modernized replacement must interface and meet requirements with all 108 existing ancillary items (e.g., VAA, PA, INC, antennas, etc.) that provide flexibility and 109 adaptability to support the varied Warfighter mission requirements. The CNR Receiver-110 Transmitter (RT) matches all existing mating connectors, cable bends, mounting 111 provisions, and cooling provisions while also providing full performance. The rationale for 112 form/fit/function identical to the original SINCGARS RT-1523E/F/G is based on cost 113 avoidance for platform integration, replacement of existing mounts, amplifiers, integration 114 kits, and does not preclude slide-in replacements. 115 Any solution that lacks National Security Agency (NSA) or Joint Interoperability Test Center 116 (JITC) certification or is unable to meet modernization requirements will be deemed 117 unsuitable. 118 The CNR requirement is for a 1-channel manpackable and mounted radio to be used within 120 Platoons and higher to provide the capability for soldiers to have interoperable voice 121 communications with tactical enablers such as aviation, fires, coalition, host nation, or 122 other adjacent units that use legacy or modernized SINCGARS. The SINCGARS CNR ECP 123 enables alternative use of either the SINCGARS with Saville crypto operated at CUI 124 (Controlled Unclassified Information level) or modern COMSEC at Secret. 125 The CNR shall be fielded in a manpackable and mounted configuration. Both manpackable 127 and mounted configurations shall use a common RT. 128 The system’s mission criticality and impact of system compromise requires the capability 130 must survive and operate in a high risk cyber-contested environment against the span of 131 anticipated adversaries ranging from amateurs to very sophisticated, persistent, and well-132 resourced adversaries at a nation state level. Adversaries are capable of advanced cyber 133 trade craft using publicly available and customized tools to exploit known and unknown 134 vulnerabilities, as well as the ability to develop and stealthily implant 135 malware/vulnerabilities to conduct wide-ranging intelligence collection operations for 136 identifying/targeting espionage/attack on both unencrypted and isolated networks, and in 137 some cases create limited effects against defense critical infrastructure networks. 138 Recognizing the adversaries’ current/projected cyber threat capabilities, the system must 139 prevent or mitigate the effects of cyber events to maintain minimum functionality to 140 complete the mission or return to base for recovery of sufficient capability to fight another 141 day. Mitigations must ensure Confidentiality, Integrity, & Availability for trusted availability 142 of internal and external information flows; must implement a defense in depth 143 architecture, with no single points of failure; must leverage available DoD-developed cyber 144 protection technologies (including consideration of protections inherited from the 145 intended operational environment); and as required build specific custom protections, 146 countermeasures and technologies to actively manage the system’s configuration to 147 achieve and maintain an operationally relevant Cyber Survivability Risk Posture. 148

1.3 Terms and Definitions 149

The CNR radio’s capabilities are defined as a combination of the actual performance, 150 functional and physical attributes of the system. The performance, functional and physical 151 attributes of the system are defined by requirements in this document which includes the 152 referenced Statement of Work (SOW). 153

1.3.1 Threshold Requirements (T) 154

Threshold requirements, indicated by “(T)” prior to the requirement text, shall be met or 155 exceeded for the PRD item(s) to remain technically acceptable during the contract ordering 156 period. 157

1.3.2 Objective Requirements (O) 158

Objective requirements, indicated by “(O)” are desired requirements. Items not marked 159 with (T) or (O) are considered (T) by default. To ensure Objective requirements provide 160 enhanced capability, there are minimum standards within the Objective requirements that 161 the Contractor shall meet if providing the Objective Requirement. For example, the TSM 162 waveform in paragraph 3.6.1 is an Objective (O) requirement. The Contractor does not 163 have to offer the TSM waveform. However, if the Contractor offers the TSM waveform, it 164 shall meet all Thresholds (T) identified in sub-paragraphs. All certified objectives shall be 165 met or exceeded for the PRD item(s) to remain technically acceptable during the contract 166 ordering period. 167

1.3.3 Mission-Ready 168

A Mission-Ready CNR Radio provides a fieldable capability that is operationally suitable 169 and reliable for the intended mission (i.e. manpackable, mounted, or foreign military sales 170

(FMS)). 171

1.3.4 Mission-Ready Weight and Size 172

The Mission-Ready weight and size includes: CNR RT, Global Positioning System (GPS) 173 antenna (if applicable), SINCGARS antenna, wideband channel antennas and battery power 174 for an 8 hour mission. Weight is measured in pounds and size is measured in cubic inches 175 (noting that the RT must be capable of being installed in the existing VAA). 176 2 Applicable Documents 178

2.1 Specifications 179

A partial list of specifications and standards (CNR References) integral to this procurement 180 is included at the end of this document. Additional standards apply in accordance with Best 181 Practices. The specifications and standards in effect at contract award shall be the revision 182 listed in the Department of Defense Index of Specifications and Standards (DODISS) at the 183 time of contract award. 184

3 (T) CNR 186

3.1 (T) CNR Receiver-Transmitter (CNR-RT) 187 The CNR-RT shall demonstrate: 188

Posture (MOPP) IV protective gear can successfully operate and maintain the radio. 196

• Analysis which documents that the radio can be operated for 72 hours while 197 contaminated. 198

• Analysis which documents that the radio can be decontaminated using existing 199 solvents. 200

• For any requirements not complete at time of contract award, the vendor shall 201 submit for approval a low-risk plan to achieve proof of compliance within the 202 Delivery Order period. 203

3.1.1 (T) Characteristics 204

3.1.1.1 (T) Frequency Range 205

3.1.1.1.1 (T) Shall cover the frequency range from 30-88 MHz for narrow band channels. 206

3.1.1.1.2 (T) Shall operate in 25kHz bandwidths supporting both all modes of the legacy 207 SINCGARS waveform and all modes of the upgraded SINCGARS 3.1 waveform. 208

3.1.1.1.3 (O) Shall operate in 50kHz bandwidths supporting waveforms requiring it. e.g. 209

WREN-NB. 210

3.1.1.1.4 (O) Shall cover the frequency ranges from 225 MHz and higher for other 211 waveforms. 212

3.1.1.2 (T) Receive Characteristics 213

3.1.1.2.2 (T) CNR Residual Bit Error Rate (BER) 219 The receiver shall provide a residual BER of not greater than one in 106 bits in single 220 channel (SC) mode and no greater than one in 105 bits in frequency hopping (FH) mode and 221 enhanced operating mode (EOM) with a 16 kbps digital data signal when the radio 222 frequency (RF) level at the receiver is at least −89 dBm for both plain text (PT) and cypher 223 text (CT) modes. 224

3.1.1.2.4 (T) The CNR RF receive signal sensitivity shall not be degraded more than 3 dB 231 when a continuous wave (CW) signal is operating at 25 W with at least 10% 232 frequency separation between center frequencies and 35 dB of antenna isolation. 233 NOTE: Antenna isolation is defined as the amount of attenuation between the PA 234 transmit output port of the second channel to the PA receive input port of the 235 first channel. 236

3.1.1.2.5 (T) The CNR Radio Set shall maintain a spurious response rejection of at least 60 237 dB for signal bandwidths up to 1.5 MHz and frequency offsets greater than +/- 238 5% from the carrier. 239

3.1.1.3 (T) Transmit Characteristics 240

Shall meet all range, call completion rate and message completion rate requirements 241 during all modes of operation. 242

3.1.1.3.1 (T) The CNR-RT shall provide the ability to set transmit power levels. 243

3.1.1.3.2 (T) The CNR-RT shall provide at least 37 dBm (+/- 2 dB) of RF output power 244 measured at the Radio RF output port for all frequencies when operating at High 245 Power. 246

3.1.1.3.3 (T) The CNR-RT shall provide at least 22 dBm (+3.0, -2.0) dB of RF output power 247 measured at the Radio RF output port for all frequencies when operating at 248 Medium Power. 249

3.1.1.3.4 (T) The CNR-RT shall provide at least -3 dBm (+1.5, -1.5 dB) of RF output power 250 measured at the Radio RF output port for all frequencies when operating at Low 251

3.1.1.3.5 (T) The CNR Radio Set transmitted spurious output level shall be attenuated at 253 least 50 dBc below carrier frequency when operating at maximum power level. 254

3.1.1.3.6 (T) Voice shall have a 90% or greater Call Completion Rate (CCR) while meeting 255 range requirements. 256

3.1.1.3.7 (T) Data shall have an 85% or greater Message Completion Rate (MCR) while 257 meeting range requirements. 258

3.1.1.3.8 (T) The CNR Radio Set shall provide a voice call completion rate of at least 80% in 259 F1/F1 or F1/F2 retransmission scenario with another CNR radio when measured 260 at the receiving radio, not the retrans radio. 261

3.1.1.3.9 (T) CNR dismounted service shall have a single hop (point-to-point without 262 relaying) range in open terrain no less than 5km. 263

3.1.1.3.10 (O) CNR dismounted service shall have a single hop (point-to-point without 264 relaying) range in open terrain no less than 10km. 265

3.1.1.3.11 (T) Mounted CNR unamplified service shall have a single hop (point-to-point 266 without relaying) range in open terrain no less than 10km. 267

3.1.1.3.12 (T) Mounted CNR amplified service shall have a single hop (point-to-point 268 without relaying) range in open terrain no less than 20km for SINCGARS. 269

3.1.1.3.13 (O) Mounted CNR service shall have a single hop (point-to-point without 270 relaying) range in open terrain no less than 30km for SINCGARS. 271

3.1.1.3.14 (O) Mounted CNR service shall have a single hop (point-to-point without 272 relaying) range in open terrain no less than 40km for SINCGARS. 273

3.1.1.3.15 (T) The CNR Radio Set shall support a transmit duty cycle of at least 50% for a 274 minimum of at least 5 minutes. 275

3.1.1.3.16 (T) The CNR RT shall sustain no damage when a Radio Frequency (RF) output 276 port is open or shorted. 277

3.1.1.4 (T) Physical Characteristics 278

3.1.1.4.1 (T) The size of the CNR Radio shall be equal to or less than the cubic 279 measurement of a legacy RT-1523F in each dimension. Note: the SINCGARS RT 280 shall be capable of being installed in the existing SINCGARS mounting adapter 281 (i.e., AM-7239). 282

3.1.1.4.2 (T) The weight of the CNR Radio shall be equal to or less than the weight of a 285 legacy RT-1523F: 5.5 lbs or 7.8 lbs with battery. 286

3.1.1.5 (T) Built-in-Tests 287

3.1.1.5.1 (T) The CNR Radio shall perform Power On Self-Test (POST) to determine 288 operational status. 289

3.1.1.5.2 (T) For field and organizational level maintenance, the CNR Radio shall provide 290 Built In Test (BIT) functionality to troubleshoot down to Line Replaceable Unit 291 (LRU) level. The BIT diagnostics shall be capable of fault detection of at least 95% 292 of all faults and must be capable of fault isolation of at least 90% of detected 293 faults. 294

3.1.1.6 (T) Connectors and Interfaces 295

3.1.1.6.1 (T) The CNR-RT shall interface with the legacy VRC mounts, pin configuration, 296 handsets, intercom interfaces, locking mechanism, amplifiers and the INC 297 (Internet Controller) for mounted operation and digital fires. 298

3.1.1.6.2 (T) Radio shall provide Type N Female RF interfaces for all dismounted antennas. 299

3.1.1.6.3 (T) Shall allow the RT to be installed/uninstalled without any special tools 300 and/or equipment. 301

3.1.1.6.4 (T) Shall provide an audio connector and support U-283/U key fill or adapter. 302

3.1.1.6.5 (T) Shall provide electrical interface for headsets, speaker/microphone, and 303 handset in accordance with MIL-DTL-55116C. 304

3.1.1.6.6 (T) The CNR Radio RT shall provide legacy serial data interface in accordance 305 with MIL-STD-188-114A as shown below for compatibility with legacy Fires 306 support systems: 307

3.1.1.6.6.2 (T) The audio/data connector shall meet the following requirements: 314

3.1.1.6.6.2.1 (T) Voltage levels per MIL-188-114A into a single load. 315

Cold start and warm start timelines are not applicable for non-terrestrial waveforms such 473 as MUOS where network join times are outside of local control. 474

3.1.2.4.1 (T) During cold start the radio shall power on, instantiate waveform(s) and 475 assign mode(s) or configuration parameters and be fully operational within 7 476 minutes. Cold start is the process of configuring HW (installing antennas, and 477 handmics, etc.), powering up, loading cryptographic KEYMAT and mission plan, 478 entering necessary parameters, and configuring a radio’s software/applications 479 to allow the radio to enter into its operational state and join a network. 480

Cold start is normally required after such software items as waveforms, waveform 482 operating parameters, crypto keys, and presets have been uninstalled from the radio and 483 powered down. Cold start does not include the reloading of the radio operating 484 environment (OE) or those radio services applications necessary to put the CNR-RT into a 485 state in order to receive the software required to operationally configure the radio. 486

3.1.2.4.2 (T) During warm start the radio shall power on, instantiate waveform(s) and 487 assign mode(s) and configuration parameters to be fully operational within 30 488 seconds. Warm start is conducted after a radio has been successfully loaded by 489 the operator (completion of cold start) or has previously been in an operational 490 state and contains all the necessary radio software/ applications and assembly of 491 components to allow the set to enter into a state of operation. 492

Warm start process may consist of using a channel instantiated waveform and modifying 494 its waveform parameter sets, (e.g., keys, presets, frequencies) to allow the operator to enter 495 into a different network using the same waveform that is currently instantiated on the 496 channel. Warm start may also consist of tearing down a radio’s channel and instantiating a 497 new waveform and its parameter sets from memory unto the channel to allow the operator 498 to enter into a new required network. 499

3.1.2.5 (T) In the event of an EW (in-band jamming) attack, the CNR Radio shall be able to 501 rejoin an established voice network within 60 seconds from the end of the attack. 502

3.1.2.6 (O) In the event of an EW (in-band jamming) attack, the CNR Radio shall be able to 503 rejoin an established voice network within 15 seconds from the end of the attack. 504

3.1.2.7 (T) The CNR-RT shall allow transmit and receive operations simultaneously 505 without interference to/from other dismounted or mounted systems with 506 appropriate frequency management practices and utilization of appropriately 507 filtered antennas. 508
