This Request for Information from the U.S. Army seeks market solutions for a Combat Net Radio capability to support modernization goals by Fiscal Year 2024. The following questions were posed to the Government and the Government is providing responses below:
1) Question: Please provide a requirements document for the Frequency Hopping 3
(FH3) waveform.
Response: FH3 is under development. The government will review alternative market solutions provided by the market. The Requirements document for FH3 would be released in advance of any planned Request for Proposal (RFP).
2) Question: USG has purchased the data rights to the radios and ancillaries. What is the status of availability of the technical data packages (TDP)?
Response: TDPs are unavailable; please explain the impact of TDPs in your response or on your innovation strategy.
3) Question: Please provide the systems specifications and ICDs of the 1523EFG family of radios that represent the complete list of modes, functionality and capabilities.
Response: Refer to the following Army technical manuals:

4) Question: Please provide the [size, weight, and power] SWaP guidelines.

5) Question: The requirement and Attachment A references several modes of SINCGARS that are no longer fielded/used. In addition, many of these modes are not baselined in the current SINCGARS requirements that are part of the HMS programs. Implementing all of the legacy (unused) modes drives cost to both the vendor and USG to test/validate.
Recommend that the requirement reflects SINCGARS/FH2/CT2, FH3, and an ability to support future waveforms, which may include different modulation techniques, and faster frequency hopping (FH) in support of Fires and Air
Defense in contested areas with limited data capabilities.
Request that the USG tailor Attachment A to reflect these threshold requirements.
Response: The government agrees to the relief. Responses to the RFI should state which legacy modes are excluded.
6) Question: Given that the procurement could be for both Manpack and Vehicle mounted, can the government give an estimated quantity of each type for ROMs and planning purposes?
Response: The RFI requests a radio solution which maximizes the use of existing ancillaries. Although the Manpack and Vehicle mounted radios are different configurations, they are the same Radio Transmitter (RT-1523). The RFI para 1 cites the quantity breaks requested for ROM pricing.
7) Question: Does the government intend on funding the NRE to deliver the appropriate technical documentation? How is the cost associated with this data and associated GVT purpose rights to be conveyed to the Government?
Response: Answered in the RFI para 3.7.
8) Question: Does the Manpack radio have to conform to the same size, weight, power as the current ASIP Manpack or would a smaller alternative solution suffice?
Response: Solutions to the RFI should not exceed the current ASIP Manpack radio SWaP.
9) Question: Does the government have a desired threshold for the amount of excess processing power and memory capacity desired for future growth?
Response: Answered in the RFI. See RFI Part 3, “Technical Characteristics,” items10-11, which accurately reflect the government desire.
10) Question: What specific information does the government want source code?
SDKs?
Response: Answered in RFI para 3.12.
11) Questions: Will the government provide greater detail in terms of how the government is likely to procure the radios such as (how many years will they procure the quantity over? What is the expected max quantity per year?), etc.
Response: Acquisition plans will be determined by government’s requirements for the materiel solution and respondent answers to enumerated items in para 4;
particularly item 19.
12) Question: Can the government identify and provide to industry the full set of technical data, ICDs, design documents that are reliable and available to industry? When can these documents be delivered to support the acquisition?
Response: The government will provide this data when availability for distribution is confirmed.
13) Question: What is the status of the FH3 / SINCGARS improvement?

14) Question: Has the new software design and development been completed?

15) Question: Have all of the modes identified in Attachment A been verified to be functional in the new software?

16) Question: Can the government clarify which voice modes should be Threshold and objective?
Response: The government accepts there are discrepancies in the table identified as Attachment A. Refer to the verbiage in RFI para 3 for accurate requirements for the voice mode.
17) Question: Could clarification be provided as to why the Government is changing their approach from the previous CNR RFI?
Response: This is a Request for Information (RFI) to be used for market research purposes and no particular acquisition approach has been identified at this time.

18) Question: Could the Government share their overall CNR plan with the potential vendors, including potential quantities, timing of RFP, and timing of award, single vendor/multiple vendor award, Best Value or LPTA?
