`JUSTIFICATION AND APPROVAL FOR

OTHER THAN FULL AND OPEN COMPETITION

1. The Contracting Activity: U. S. Army Contracting Command – Aberdeen Proving Ground, Communications-Electronics Research, Development, and Engineering Center (CERDEC).

2. Description of the Action: Approval is requested for a ceiling increase under Contract W15P7T- 14-C-A025/Task Order KY04 for PM Aviation Ground Support Equipment (AGSE) Office Support for AVUM SS Enhanced requirments. The contract type is Cost-Plus- Fixed-Fee (CPFF) for the additional requirement increase required on this task order. The estimated increased amount of this effort is $457,165.55. Current ceiling is $1,492,114.78. Revised for Task Order ceiling will be $1,949,280.33. The anticipated award date for the Modification approved by this action is 12 December 2014.

3. The supplies or services required to meet the Agency’s needs are: The primary objective of this increase ceiling PM AGSE support is due to additional guidance provided at Kick Off Meeting and Sustainment Readiness Review and (SRR). The revised ceiling reflects additional requirements to provide spare storage space and movable storage capabilities, add additional equipment (such as a new brake and press), and to provide for cascading power between shelters.

4. The statutory authority permitting other than full and open competition is: Only One Responsible Source and no other supplies or services will satisfy agency requirements, (10 U.S.C.

2304 (c) (1), as implemented by FAR 6.302-1.

5. Justify that the proposed contractor’s unique qualification or the nature of the acquisition dictates the use of the authority cited:

Contract W15P7T-14-D-A502 “Aviation Integration and Maintenance Support (AIMS) were awarded to Y-Tech Services on a sole source basis on 21 March 2014. Task Order KY04 was awarded off of the Base Contract to Y-Tech Services on 9 September 2014. This Task Order provides PM AGSE support for enhanced AVUM SS.

The task order is currently funded for Phase I in the amount of $535,160.00. Unfunded ceiling for Phase II is $956,954.78. Additional requirements to provide spare storage space and movable storage capabilities, add additional equipment (such as a new brake and press), and provide for cascading power between shelters, has a ceiling estimated at $1,414,120.33. The contractor has submitted update to pricing labor cost is now $428,253.13, Material costs $984,787.20 and travel cost of $1,080.00. This is not a major acquisition program as defined at 10 USC 2430.

This task order is for the development of a “prototype” enhanced AVUM Shop Set. Since this is a prototype, various configurations are being considered and developed for the Soldier. The final configuration will be selected by Program Manager Aviation Ground Support Equipment based on the needs of the Soldier. The added requirement of spare storage space and movable storage capabilities, will reduce the capability gaps such as inadequate storage for common and peculiar deployed ground support equipment, insufficient workspace to perform maintenance, incompatibility with standard shipping systems, and inability to configure shelters to support split-based operations.

The and cascading power may increase operational flexibility while possibly reducing weight and power cable requirements. Failure to provide this prototype of the enhanced AVUM Shop Set will reduce the enhanced capability the Soldier needs to maintain the Army’s airborne fleet in an operational environment.

Y-Tech Services Inc is the only responsible source that can provide and manage the full range of aviation services required under this current Task Order KY04. This contractor is currently supporting the PM AGSE task order for aviation services based on an ID/IQ contract that was award on a competitive basis in March 2014.
