Industry Questions to D3 RFP 16 October 2012 The D3 RFP was posted on the Federal Business Opportunities (FBO) website on 28 September. The Product Director, Positioning, Navigation and Timing (PD PNT) appreciates the numerous comments and recommendations provided by industry.
Question and Answer Question #1. CDRL D001 requires submission of form DD1494, Frequency Allocation Data. Please provide approved DD1494 for MPE-S Type II GB-GRAM which contains key information regarding receiver filter response and other details that only the manufacturer of the MPE-S Type II GB-GRAM could know. This information is critical for use in the creation of a DD1494 specific to the DDD solution and proposal submission requirements.
Answer #1. See attachment “Frequency Allocation Data GB-GRAM.pdf” Question #2. Section H, Paragraph H-4 2.c (pg 39) specifies that any Electronic Test Fixtures and Mechanical Gages acquired by the contractor, "will become government property upon government acceptance..." Please clarify the validity of this clause as it relates to CFP and GFP, as this solicitation is for Commercial Off the Shelf (COTS) equipment developed and owned by the manufacturer. Any equipment used in the production of this COTS item should remain the property of the Offeror unless specifically purchased by the US Government.
Answer #2. This only applies for equipment that is purchased by the Government.
Question #3. Page 6 of the solicitation document (Service Option CLINS 0003-0009) requests pricing for Service Options to support acquisition of the DDD. Does the planned schedule define these individual Service Options occurring in parallel to one another, or in series? Please clarify, as the response may affect the pricing for labor and travel as it relates to available resources.
Answer #3. Service Option CLIN 0003 (Phone Support) will occur in parallel with all other Service Option CLINs 0004, 0005, 0006, 0007, 0008, and 0009.
The events requiring service at the location specified in CLIN 0004 (APG) will occur in parallel for four (4) weeks with the events requiring service at the location specified in CLIN 0008 (Fort Bliss). The overlap of CLINs 0004 and 0008 will most likely be required at the same time for on-site integration and support for Operational Testing.
The events requiring service at the locations specified in CLINs 0004 (APG), 0005 (EPG), 0006 (San Diego), 0007 (WRAFB) & 0009 (WSMR) may occur in parallel, however, the need for parallel service at all five locations simultaneously is highly unlikely. It is anticipated that these Service Options will be required upon test incidents/failure where phone support is insufficient.
Question #4. The PWS and Solicitation (Pg 2) both describe a requirement for Environmental Stress Screening (ESS). However, we have been unable to identify specific ESS requirements or specifications identified or listed in either document. Can the USG please confirm the need for ESS and provide specific requirements pertinent to executing this process? For example, is there a minimum vibration profile and temperature cycle profile that are required for ESS? Or, should the Offeror provide our COTS ESS parameters as part of our Quality Control/Assurance Plan?
Answer #4. The Offeror should provide their COTS ESS parameters as part of their Quality Control/Assurance Plan.
Question #5. In order to support DDD solicitation requirements, a copy of the RPG Tool and the target SW for the GRAM MPS-E Type II, P/N 091-8052-0XX is required. Can the USG make this available ASAP in support of the proposal effort?
Answer #5. The GFE Type I GB-GRAM and Type II GB-GRAM are programmed in a similar manner. The Government will provide programming software and load files for the GFE Type I GB-GRAM. Offerors who provide their own GB-GRAMs are expected to provide their own reprogramming utility and two software versions. Offeror’s who desire the programming software and load files are to contact Contract Specialist, Laura Crescenzo, 443-861-5386.
Question #6. The USANCA Memo, "Nuclear Survivability Requirements for the Defense Advanced GPS Receiver" is referenced in MIL-PRF-DAGRDD-100, para 3.4.1.4.a. We cannot find this document in ASSIST or within open sources. Please make a copy of this document available to the Offeror for review.
Answer #6. Due to classification of the USANCA Memo, it cannot be distributed. For HEMP requirements, MIL-STD-464C Figure A-3 has an unclassified free-field EMP time-domain environment curve that can be used. Nuclear requirements are being reviewed.
Question #7. The MIL-PRF-DAGRDD-100 identified requirements associated with GPS Crypto Key loading and GPS Crypto Key status indications.
Can the government provide keys (and key fill devices if required) that allow vendors to test the requirements outlined in 3.3.1.5.5?
Answer #7. PD PNT is neither equipped nor authorized to distribute keyfill devices or GPS keys. If your company has a COMSEC account, there should be a keyfill device in-house; if not, it can be requisitioned via the COMSEC Material Control System (same source used to order keys). GPS keys are available from that same source; for ordering details refer to appendix A of the DAGR spec SS-M/V-600D.
Question #8. Section B-1 (pg 23) references the alternative pricing process for commercial packaging as an alternate to the "mandatory" military packaging (Paragraph d) for SLIN 0001 and 0002. However, B-1 of the solicitation identifies the PWS (pg 11), paragraph 3.1.7.1, which defines a packaging requirement with the use of "best commercial practices." What is the requirement of the solicitation for packaging; military or commercial?
Answer #8. “Best commercial practices” as stated in PWS paragraph 3.1.7.1 is the requirement of the solicitation for packaging.
