1. Contracting Activity: U.S. Army Contracting Command – Aberdeen Proving Ground (ACC- APG), ATTN: CCAP-CCE, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005.

2. Description of Action: The Central Technical Support Facility (CTSF) requests a Cost-Plus- Fixed-Fee (CPFF) term modification to contract W15P7T-10-D-D419 Task Order (TO) 0002 with NCI Information Systems, Inc., 11730 Plaza America Dr, Ste 700, Reston, VA 20190-4747 to extend the current POP from 10 March 2018 to 9 September 2018 which includes a Level of Effort (LOE) as described in paragraph 3 below. The Government expects to award a competitive follow-on task order under the Responsive Strategic Sourcing for Services (RS3) program on or about (o/a) 15 July 2018.

Fiscal Year 2018 Operations and Maintenance (O&M) and Research Development Testing & Evaluation (RDT&E) funding will be used.

An acquisition plan for the base contract, W15P7T-10-D-D419, was approved on

3. Description of Supplies/Services: On 15 August 2015, ACC-APG Division B competed and awarded Request for Task Execution Plan (RTEP) 0727 to NCI under R2-3G Indefinite Delivery Indefinite Quantity (IDIQ) contract W15P7T-10-D-D419 TO 0002. The CTSF Systems Interoperability Effort (SIE) provides Army Interoperability Certification Testing (AIC);

Configuration Management (CM) of the Army’s LandWarNet Mission Command (LWN MC) software baselines; and technical engineering support for Systems of Systems Engineering (SOSE), Information Awareness (IA) and Information Technology (IT) efforts on the U.S. Army’s Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) Software Systems and Networks that reside on the LWN Baseline.

The application of the processes and procedures needed to execute AIC Testing and CM on Army LWN systems

The contractor will provide engineering support services to augment CTSF’s core Government personnel to support the missions of the Army PEOs and their associated PM. This support will be conducted in close coordination with project leads from the various PEO Program Offices.

The contractor shall provide support in a diverse range of engineering, architecture, integration and readiness support services The required services include Testing, Data Instrumentation for testing, System of Systems Engineering, Network Engineering, Network Performance, Architecture Development and implementation within confined test floor limitations, Interoperability Integration, Information Assurance, Technology Transition/Insertion, and Prototyping.

Six (6) Month POP Extension: 10 March 2018 to 9 September 2018

4. Authority Cited: 10 U.S.C. 2304(c)(b)(1) as implemented by FAR 16.505(b)(2)(i)(C) – The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

5. Reason for Authority Cited: Task order 0002 was originally competed among all eighteen

(18) R2-3G Multiple Award Contract (MAC) holders and was ultimately awarded to NCI under R2-3G base contract W15P7T-10-D-D419-0002, effective 15 August 2015. All R2-3G prime contract holders were given a fair opportunity to be considered for the original order. The current request is the first time that the request for an exception to fair opportunity is being utilized under this task order.

Initially TO 0002 was awarded with a period of performance as follows:

Base Period: 15 August 2015 to 15 June 2016 Option Period 1: 16 June 2016 to 15 June 2017 Option Period 2: 16 June 2017 to 15 June 2018

During the base period, This change caused both option periods to be exercised early and changed the period of performance as follows:

Base Period: 15 August 2015 to 15 May 2016 Option Period 1: 16 May 2016 to 9 March 2017 Option Period 2: 10 March 2017 to 9 March 2018

The Government intends to compete a follow on effort under the Responsive Strategic Sourcing for Services (RS3) contract vehicle that is scheduled to be awarded A six (6) month contract extension will allow for continuity of services, and a competitive task order to be awarded under the RS3 program, which includes . Currently, the RS3 program timeline for task order from the date of complete and accurate package is 150 days for

The follow-on RS3 TO is estimated to fall within this range per the IGCE.

CTSF relies heavily upon contractor support for System Engineering and Integration, Network Engineering, Architecture Development, Interoperability Engineering, Information Assurance, Technology Transition/Insertion, Prototyping, Testing, and Fielding for the CTSF Systems of Systems Interoperability (SOSI) Effort.

It is in the best interest of the Government for continue ongoing CTSF SIE efforts through the proposed six (6) month modification period.

6. Actions to Increase Competition: Under the RS3 Program, CTSF will be competed on a full and open competition basis, and by aligning the labor skill level requirements better with support services requirements should increase the number of vendors willing to submit proposals.

On 27 July 2017 Market Research was conducted by ACC-APG Division B by communicating with industry and Government technical experts concerning capabilities to meet the logistics support needs of the Central Technical Support Facility (CTSF) System Interoperability Effort (SIE) program by issuing a formal request for information (RFI), and draft Performance Work Statement (PWS) to all 56 prime RS3 contract holders. Within the RFI, the Government requested that potential offerors provide their "intent to bid.” Twenty-five (25) contract holders advised that they intend to submit a proposal in response to the RFI as shown in the table below.

IAW paragraph H.3 of the RS3 basic contract, the SIE TO is not an order for “Acquisition and Strategic Planning,” and the Independent Government Cost Estimate (IGCE) documented in the table below:

7. Market Research: Market research was conducted by ACC-APG via a Request for Information (RFI) released to the R2-3G prime contract holders. An email was sent to all eighteen (18) primes on 28 December 2017 with a suspense date of 2 January 2018. The purpose of the RFI was to identify all potential sources by requesting that the R2-3G contractors provide a response on whether they could fulfill the requirements and were interested in bidding for the extension and could provide a proposal with a short suspense, and pending award, could also transition in After Receipt of Award (ARO). To date, no responses from the prime vendors have been received. This market research provided the Government the information that was needed to determine an exception to fair opportunity and an extension to the current task order is the only feasible option.
