Justification And Approval For Other Than Full And Open Competition
1. Contracting Activity:
United States Army Contracting Command- Aberdeen Proving Ground, MD (ACC-APG)
ATTN: CCAP-CCA
Aberdeen Proving Ground, MD 21005
2. Description of Action:
This action will result in a modification to the Cost-Plus-Fixed-Fee (CPFF) contract awarded to CACI Technologies, Inc. to support Intelligence and Information Warfare Directorate (I2WD) in accordance with contract number W15P7T-10-D-D413 KY08. The modification will provide an increase of costs among travel, materials, and other direct costs in the amount of $617,000.00.
Research, Development, Engineering Command (RDECOM), Communications- Electronics Research, Development, and Engineering Center (CERDEC), Intelligence and Information Warfare Directorate (I2WD) has a need to increase the Material/ODC ceiling of the Task Order. The total value of the ceiling increase is $617,000.00. The resulting modification would increasing the associated ceilings as follows:
Overall Task Order:
Current Increase New Ceiling Amount Base Period $ 5,157,837.00 $617,000.00 $ 5,774,837.00 Option Period 1 $ 5,132,569.00 $ 0.00 $ 5,132,569.00 Option Period 2 $ 5,124,631.00 $ 0.00 $ 5,124,631.00 Total $15,415,037.00 $617,000.00 $16,032,037.00
3. Description of Services: This modification will provide additional Material/ODC to support for the engineering services and support requirements for Electronic Warfare (EW) programs, EW Offensive and Defensive systems and EW Attack, Support and Countermeasure processes. These programs, systems and processes include: RF Converged Architecture Development (RCAD), Sensed Environmental Situational Awareness (SESAw), EW/Communications Harmonization, Tagging, Tracking and Locating (TTL), REDHAWK, Precision Geo, Joint Integrated Counter IED Platform Protection (J-ICIPP), Signals Intelligence (SIGINT), Front End SIGINT Standardization (FESS), EW Vulnerability Analysis (EW Vul), Quick Reaction Capabilities (QRCs) efforts such as Consolidated Cryptologic Program (CCP), Nor’Easter, MANTiSS and Whistler and open converged architectures. In addition, it supports Modular Open RF Architecture
(MORA), tactical SIGINT, implementation of EW capabilities under Vehicular Integration for Command, Control, Communications Computer, Intelligence Surveillance, Reconnaissance/ Electronic Warfare Interoperability (VICTORY), and development of VICTORY specifications for intelligence systems. The majority of these programs are linked together using protocols such as the IRON Symphony EW protocol, VICTORY, MORA and standard intelligence community protocols which define and enable the operation of disparate systems in a collaborative fashion, capable of executing complex missions managed from a single operator workstation. Services provided under this task order include both new and existing programs, platforms, systems, sub-systems and end items including RCAD, SESAw, EW/Communications Harmonization, TTL, SIGINT, REDHAWK, Precision Geo, FESS, EW Val, MANTiSS, CCP, Whistler, Nor’Easter, VICTORY, MORA and Tactical SIGINT.
4. Authority Cited: 10 U.S.C. 2304c and FAR 16.505(b)(2)(i)(C) –Logical Follow-on:
“The order must be issued on a sole-source basis in the interest of the economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order”.
5. Reason for Authority Cited: This Task Order was awarded as a result of a solicitation that gave fair opportunity to 18 offerors under the R23G Multiple Award- IDIQ. The nature of requirements changed between the development of the Acquisition Requirements Package and Task Order award.
Materials required for purchase on this contract are incidental to the work currently being performed and managed by CACI. Procurement of the additional materials on a separate contract would delay work and CACI would not be able to effectively manage to the required schedule. At time of award of this contract, the Government provided offerors with a fixed value to bid for Materials/ODC. These amounts were the Governments best estimates based on historical efforts for the same type of work. However, while within scope of the overall effort, fluctuations in Quick Reaction Capabilities requirements will often result in variations of the amount of purchases. The increase in ceiling for materials/ODC is required since the original contract for the option year established a low materials/ODC ceiling that currently does not support the needed level of effort to provide required technology for the soldiers. This realignment will benefit the Government and provide a more efficient execution of the tasks described in the Performance Work Statement (PWS). Failure to approve this realignment will be detrimental to the execution of all the tasks that are required by the PWS.
The items being purchased are within scope of this task order and are long lead items, which need to be purchased in November 2015 to ensure on-time delivery for a system demonstration in June 2016. I2WD is orchestrating the purchase of this material with Space and Terrestrial Communications Directorate (S&TCD), Command Power and
Integration (CP&I), Night Vision and Electronic Sensors Directorate (NVESD), and Tank and Automotive Research Development and Engineering Command (TARDEC). The total cost of required material is $617,000.
Backplane $42,000
VITA 67.3 $41,475
Chassis $200,000
VITA 62 power supplies $16,000 FY15 chassis retrofit $10,000
Ethernet Switch $157,000 Ethernet Switch + RTM $89,600
Red SBC $30,000 Black SBC $30,000
This increase to the Material/ODC ceiling would allow for proper and successful execution of the work under this effort.
The change in the Material/ODC ceiling would not have changed the award decision.
$306,963.00 was originally determined as the Material/ODC ceiling for the base year, however; due to unforeseen contractual issues, the original contract that had been identified to make the required purchases is now unavailable, and Task Order KY08 is the only alternative. The total increase to the Material/ODC ceiling is $617,000.00, which will increase the total value of the task order from $15,415,037.00 to $16,032,037.00, or a 3.8% increase of the total contract value.
6. Efforts to Obtain Competition: This Task Order was awarded as a result of a solicitation that gave fair opportunity to 18 offerors under the R23G Multiple Award- Indefinite Delivery Indefinite Quantity (MA-IDIQ). Based on information in paragraph 5, above, competition for this action is not feasible
7. Actions to Increase Competition: Future requirements for the entire scope of work will be procured by full and open competition or full and open competition under the appropriate MA-IDIQ available at the time.
8. Market Research: A draft PWS was released to all R23G contract holders in March 2015. All offerors were afforded an opportunity to bid on the requirement. In addition, four
(4) small businesses were engaged as part of the R2-3G contract.
9. Interested Sources:
