1. Contracting Activity:

U.S. Army Contracting Command Aberdeen Proving Ground, Division C

ATTN: ACC-APG/CCAP-CCC

Aberdeen Proving Ground, MD 21005

2. Description of Action:

Project Manager DCGS-A requests a Cost Plus Fixed Fee (CPFF) contract modification to Task Order W15P7T-06-D-E403 KZ04 with ManTech Advanced Systems International, Inc., Fairfax, VA. This modification will extend the period of performance (PoP) of the DCGS-A POR Support Contract from 18 July 2017 to 17 July 2018, comprised of one 6 month base period and one 6 month option period, and increase the task order ceiling from $31,626,906.03 to $45,088,165.55, an increase of $13,461,259.52. The Government will utilize Fiscal Year (FY) 2017 Other Procurement Army (OPA) funds for this effort. This increase will enable continued, uninterrupted POR Support to PdM DCGS-A Increment 1. Separate SLINs will continue to be utilized for each type of funding.

Deputy to the Principal Assistant Responsible for Contracting at CECOM Contracting Command, approved the Acquisition the Strategic Services Sourcing Multiple Award Contract acquisition plan in accordance with DFARS 207.103(d)(i)(B) on 05 April 2005.

3. Description of Supplies/Services:

The Services provided under the contract W15P7T-06-D-E403 Task Order KZ04, provides technical support to execute tasks and requirements necessary for implementing lifecycle and software engineering services, engineering, operations, and logistics, as part of the associated Programs of Record (POR) support that will migrate into DCGS-A and the DCGS-A operational architecture.

The contracted services provides Intelligence Surveillance Reconnaissance (ISR) support services for the DCGS-A POR Support Team in all locations worldwide. The DCGS-A POR process encompasses software engineering, and engineering support, support to system fielding, certification and accreditation information assurance (C&A IA) support, POR systems such as Tactical Ground Station (TGS), DCGS-A Fixed, Intelligence Processing Center- Versions 1, 2, and 3 (IPC-1, 2), Geospatial Intelligence Workstation (GWS), Tactical Wideband Interoperable Surface Terminal (TWISTER), Advanced Miniaturized Data Acquisition System (ADMAS), Operational Intelligence Ground Station (OGS), and other ISR technical support for DCGS-A Family of Systems (FoS), which consist primarily of the implementation, test, enhancement, and integration of existing software into the DCGS-A software baselines. The contract services also

Supply/Service: PM DCGS-A POR Support provides the Increment 1 Release 2 software updates efforts and software fixes for operational capabilities in above DCGS-A configurations.

Task Order KZ04 was offered as a fair opportunity to all ( ) S3 prime contractors.

A single award was made to ManTech on 25 August 2015, which was determined the best value offeror after a trade-off between Technical and Cost. The task order was originally competitively awarded for a total cost of $31,626,906.03.

The current task order provides engineering and integration support services with analyzing, developing and integrating DCGS-A software baseline capabilities into the DCGS-A Family of Systems (FoS) that includes TGS, OGS, IPC- V1, 2, or Fixed Sites.

Based on the Program Office’s prioritization and overall reduction in post deployment support services, the requirements for the proposed modification will be de-scoped to only the minimum required system support needs: OGS integration support, Information Assurance support to the Fixed Sites, and software maintenance support for the DCGS- A Release 2 software baseline, It is anticipated the Level of Effort (LOE) for this extension period will be approximately 109,592 labor hours, a reduction of approximately 30% from the current task order per year LOE.

The IGCE is based on labor rates determined from historical information. The travel costs estimate was determined through analysis of historical trips, including number of people and number of days for each location. The material cost estimate was determined through analysis of historical purchases on similar task orders, and the labor mix estimate is based on historical level of effort of current and known projected level of effort. A breakdown of the details by cost element is shown below.

4. Authority Cited: 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2, Unusual and compelling urgency.

5. Reason for Authority Cited:

(a) Background: As described at FAR 6.302-2, when the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.

The proposed contractor is ManTech Advanced Systems International, Inc., 12015 Lee Jackson Memorial HWY, Fairfax, VA 22033-3300. The W15P7T-06-D-E403 Task Order KZ04 was competitively solicited to all ( ) S3 prime contractors. A single award was made to ManTech on 25 August 2015, which was determined the best value offeror after a trade-off between Technical and Cost.

DCGS-A Increment 1 is the Army’s flagship ISR Processing, Exploitation, and Dissemination (PED) System. It provides the Army with a capability to collaborate, synchronize and integrate organic and non-organic direct and general support collection elements with operations, and to evaluate technical data and information on behalf of a Commander. It is integrated with the Geospatial, Weather, All Source, GEOINT, SIGINT, CI/HUMINT, MASINT and Space Operations capabilities in a multi-security environments. DCGS-A contributes to visualization and situational awareness (SA), thereby enhancing tactical maneuver, maximizing combat power and enhancing the ability to operate in an unpredictable and changing environment throughout the operational spectrum. The DCGS-A Increment 1 Release 2 fielding across all Army units, Active Components (AC) or Reserve Components (RC) began in July 2016. This current fielded software baseline must be maintained and sustained until the transition of the software to SEC occurs in 3QFY18. After the Release 2 software baseline is transitioned to SEC for lifecycle software sustainment, the remaining efforts related to OGS and Fixed Site system integration and Information Assurance support will be procured under the follow-on contract.

The Government was forced to revise its procurement strategy due to the Fiscal Year 17 National Defense Authorization Act (NDAA), which included major changes for DCGS-A Increment 1. The Acquisition Requirements Package (ARP) for the full and open follow-on contract for DCGS-A Increment 1 Post Deployment Support was initially drafted in July 2016. The Market Research Request for Information (RFI), Performance Work Statement (PWS), Independent Government Cost Estimate (IGCE), and Source Selection Plan (SSP) had all been drafted at that time. In July of 2016, however, initial drafts were received of the Fiscal Year 17 NDAA, which included major changes effecting DCGS-A Increment 1, to include both contract award limitations and program restructure mandates. The change in scope and structure of DCGS-A Increment 1, as imposed by the 2017 NDAA, required the Government to discontinue its previous procurement efforts and formulate a new procurement strategy. The program is now

Supply/Service: PM DCGS-A POR Support finalizing a revised ARP package to award a competitive follow on action.

In order to maintain the current level of support for the PM DCGS-A post deployment support for Increment 1 Release 2 software baseline until it is transitioned to CECOM Software Engineering Center (SEC) for sustainment, the KZ04 Task Order must be extended and the ceiling increased to continue the uninterrupted software bug fixes, integration, and testing efforts. The follow-on competitive contract effort will be pursued soon after the Army has had enough time to implement the DCGS-A Program Restructure framework, contract work scope requirements are identified to be in line with restructure decision, and contracting strategy is approved by PEO IEW&S.

(b) Alternatives: The alternatives to executing this J&A are considered not feasible and would result in mission failure. There is not enough time to pursue a competitive effort and be able to award a contract without a break in services. DCGS-A is the Army’s ISR Foundation Layer capability. The OGS integration support, the Fixed Sites hardware upgrade and Information Assurance support, the critical Release 2 software bug fixes must be continued in support of on-going Contingency and Overseas operations, otherwise there will be a break in Army operations capability that is unacceptable. In-house support would not be able to perform the required tasks due to the magnitude of the requirements, the expertise required, and insufficient manpower resources.

This requirement is urgent and compelling because loss of life will occur if the contract extension is not granted. Continuous technical support to execute tasks and requirements necessary for implementing lifecycle and software engineering services, Supply/Service: PM DCGS-A POR Support engineering, operations, and logistics, as part of the associated POR support services on the battlefield is crucial to the ongoing ISR Processing, Exploitation, and Dissemination mission. Without continuation of these services, the result could be loss of life, serious injury, and/or a compromise of mission effectiveness for personnel in on-going Contingency and Overseas operations. DCGS-A, Inc. 1, provides crucial information to the Warfighter to understand the threat and synchronize intelligence in the operational environment. Without this information, the Warfighter will be unable to effectively coordinate against threats and will be much more susceptible to risk, injury, and death.

(c) Other information:

(1) As a minimum, the fielded Release 2 software baseline must be maintained and the high priority software bugs must be fixed to sustain ongoing Contingency Operations, the OGS system integration must be completed so that the OGS can be fielded to the Corps and Aerial Exploitation Battalions, and the high side capability deployment to the Fixed Sites must be completed to meet Contingency operations requirements. It is anticipated a -6 month base with a 6 month option period of performance extension, will facilitate the transition of Release 2 to SEC for lifecycle software sustainment support and the follow-on contract award for OGS integration and Fixed Sites support.

(2) DCGS-A is a complex system and has so many ISR capability requirements, the unique baseline capability knowledge and subject expertise have been built up for the current level of integration and capability sustainment supports, it is not feasible for a new contractor team to resume the current level of efforts without a significant learning curve and interruptions of the current operations support.

(3) Fiscal Year 17 National Defense Authorization Act (NDAA) language affecting DCGS- A Increment 1, to include both contract award limitations and program restructure mandates. It is intended that a full and open competition for the follow-on contract will be pursued.

(4) The DCGS-A Increment 1 Release 2 began fielding across the Army in July of 2016.

The current fielded software baseline must be maintained and sustained until the software is transitioned to SEC in 3QFY18. Before the Release 2 software transition can occur, PM DCGS-A must have a contract vehicle to continue to address the DCGS-A Release 2 bug fixes, End of Life (EOL) of software applications and monthly mandatory Information Assurance Vulnerability Management (IAVM) releases to maintain the fielded software baseline; otherwise, there will be an unacceptable break in DCGS-A capability that supports an real-world ongoing contingency operations.

6. Efforts to Obtain Competition:

The subject Task Order was awarded through a competitive Fair Opportunity process and the Government intends to meet future deployment sustainment support requirement needs through a competitive process. In accordance with FAR 5.202(a)(6), this action will not be synopsized.

Supply/Service: PM DCGS-A POR Support

a. Effective Competition: It is intended that the follow-on effort will be competed if updated market research indicates that other offerors can perform this effort.

b. Subcontracting Competition: Subcontracting competition will be achieved by conducting thorough reviews of the prime contractor’s compliance in performance with their Small Business Subcontracting Plan incorporated on the base S3 Contract.

7. Actions to Increase Competition:

A follow-on Post Deployment Support contract to cover these requirements is in the preliminary stages of development within PM DCGS-A.

Supply/Service: PM DCGS-A POR Support

8. Market Research:

(a) Based on the information reviewed from the Market Research Techniques used, only ManTech can perform this effort.

Continuing market research indicates that only ManTech can perform this effort. In addition to the technical requirements of this procurement, there are few other viable sources available to perform the work requirements which require TS/SCI security clearance and facility for the work performance and ISR domain expertise for the DCGS-A software integration effort. Given the changes required by the 2017 NDAA as detailed above, it is not feasible to expect that alternative sources would be able to both perform the technical requirements and have the required TS/SCI security clearance cleared personnel and the required TS/SCI accredited facility to meet the contract requirements given the fact that the current contract ends on 17 July 2017. Only ManTech can perform this requirement. PM DCGS-A must have a contract vehicle to continue the support for the minimum required need of fielding of the Operational-intelligence Ground Station (OGS) and to address the DCGS-A Release 2 bug fixes, End of Life (EOL) of software applications and monthly mandatory Information Assurance Vulnerability Management (IAVM) releases to maintain the fielded software baseline; otherwise, there will be an unacceptable break in DCGS-A capability that supports a real-world mission.

(b) Market Research Techniques Used and completed in March 2017:

Contacted knowledgeable individuals from other PMOs in PEO IEW&S for the similar contracts and their past performance to meet requirements.

Reviewed the results of recent market research for system integration support and post deployment sustainment support.
