Control Number: 15-A012

Justification and Approval

For Other Than Full And Open Competition

1. Contracting Activity:

U.S. Army Contracting Command

Aberdeen Proving Ground (ACC-APG)

6001 Combat Drive

Aberdeen Proving Ground, MD 21005

2. Description of Action:

Approval is requested to waive competition of W15P7T-06-D-E402 0144 to extend the period of performance and realign the overall task order ceiling pursuant to FAR 16.505(b)(2)(i)(C).

The proposed action is to issue a Cost Plus Fixed Fee-Term Form (CPFF-TF) / Cost

Reimbursement (CR) modification to extend the current Strategic Services Sourcing (S3) task order for services supporting the US Army RDECOM, Information Warfare Directorate (I2WD)

Electronic Warfare Air/Ground Survivability (EWAGS) Division. The purpose of this modification is to extend the period of performance (POP) end date by one (1) month: from 30-

September-2015 to 30-October-2015 and realign the overall contract ceiling between labor, travel and ODCs. This effort will provide support to the systems engineering, integration, test and evaluation of the Distributed Common Ground System – Army (DCGS-A) and other related

Program Executive Office Intelligence Electronic Warfare and Sensors (PEO IEWS) programs within the I2WD, Aberdeen Proving Ground, MD 21005.

3. Description of Supplies/Services:

The focus for this task are on these areas to include Electronic Warfare (EW) and Signals

Intelligence (SIGINT) systems, Quick Reaction Capability (QRC) solutions, Information

Systems Security, Information Assurance, Information Technology Services, Enterprise Design, Integration, and Consolidation, Training, Program/Project Management, Systems Operation and

Maintenance, and Network Support. These efforts will provide design enhancements, recommend improvements to system concepts, and conduct evaluations of emerging technologies with the goal of recommending actions for promoting technology insertion capability and optimizing performance and utility to the I2WD’s Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) initiatives.

4. Authority Cited: 10 U.S.C. 2304c and FAR 16.505(b)(2)(i)(C).

The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

5. Reason for Authority Cited:

The proposed source is CACI. Contract number, W15P7T-06-D-E402/TO 0144 was an open

RFP on the S3 contract that was awarded on 28 September 2012. The POP of the option year currently expires 30-September-2015. The Government requires a thirty (30) day extension to allow continued support and smooth transition to new R2-3G task order with estimate award of mid-September 2015. The transition time will allow the contractor time to update CAC cards, badges, setup subcontracts and mitigate the risk of a break in service. This extension will benefit the Government and provide a more efficient execution of the tasks outlined in the PWS.

Total estimated cost of the option year one with fixed fee of $43,767,971.00. In support of the tasks outline in the PWS this action is also requesting the realignment of the option year ceiling of $43,767,971.00. The realignment request is as follows:

Old Ceiling Change By New Ceiling

Labor $31,653,009.70 $(3,628,000.00) $28,025,009.70

Fee $2,611,373.30 $2,611,373.30

ODCs $8,873,599.00 $3,560,000.00 $12,443,599.00

Travel $629,989.00 $68,000.00 $697,989.00

$ 43,767,971.00 $ 43,767,971.00

When the original contract was awarded, ceilings for travel and ODCs were not individually established in the contract and therefore the Government was not required to track the expenditures for these costs. Subsequent changes to the contract have been made to allow for the monitoring of ceiling for these travel and ODCs. Travel and ODCs are incidental to the performance of the tasks outlined in the PWS. The realignment of Labor, ODC and Travel ceilings are necessary to complete tasks currently being performed.
