About this file

This document is a set of questions and answers related to a special notice for a federal contract opportunity to update the Technical Exchange Meeting (TEM) 6 Communication Security (COMSEC) Card. The key details are:

The government obtained Government Purpose Rights (GPR) to the interface control drawings (ICDs) and Software Hardware Design Description (SHDD) for the TEM-6 COMSEC card, but does not have access to the full technical data package including the source code and other proprietary information. As a result, the government is unable to provide the full technical details required for other vendors to modify the existing card. The government is interested in a different 3U SOSA COMSEC card that provides the same cryptographic algorithms and requested updates, but only has GPR to the existing card. The solicitation requests interested and capable parties to modify the existing COMSEC card to further support government capabilities, but the limited data rights may prevent other vendors from effectively implementing the required updates.

Question No.QuestionsPdM HAMMR
1Did the Government obtain Unlimited Rights or Government Purposes Rights (GPR) to the full Technical Data Package (TDP) of the TEM-6 Crypto card, to include circuit card drawings, mechanical chassis drawings, interface control drawings (ICDs), and software / firmware source code? Unless a full TDP is provided it is unclear how any vendor other than the original TEM-6 vendor could perform updates to the existing card.Gov't received GPR. ICD and Software Hardware Design Description (SHDD) are available. Software and firmware Source codes will not be available. Gov't does not own the source codes or other proprietary information used to develop the CSS card. Gov't only received General Purpose Rights from the Base Year contract, which is not adequate for other vendors to leverage or implement the tasks required.
2If the Government did not obtain Data Rights to the full TDP, would a different 3U SOSA Crypto card that provides the same cryptographic algorithms as the TEM-6 CSS as well as the new requested updates be of interest? No. The Government obtained Government Purpose Rights. The RFI requested interested/able parties to modify the existing CSS card to further support Government capabilities.
3Is there any information available on the CMOSS CSS prototype card (interfaces, etc.)?ICD and SHDD are available. Software and firmware Source codes will not be available. As stated earlier, Gov't does not own the source codes or other proprietary information used to develop the CSS card. Gov't only received General Purpose Rights from the Base Year contract, which is not adequate for other vendors to leverage or implement the tasks required.
