4. Authority Cited: 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2, Unusual and compelling urgency.
5. Reason for Authority Cited:
(a) Background: As described at FAR 6.302-2, when the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.
The proposed contractor is ManTech Advanced Systems International, Inc., 12015 Lee Jackson Memorial HWY, Fairfax, VA 22033-3300. The W15P7T-06-D-E403 Task Order KZ03 was competitively solicited to all seven (7) S3 prime contractors. A single award was made to ManTech on 7 August 2015, which was determined the best value offeror after a trade-off between Technical and Cost.
DCGS-A Increment 1 is the Army’s flagship ISR Processing, Exploitation, and Dissemination (PED) System. It provides the Army with a capability to collaborate, synchronize and integrate organic and non-organic direct and general support collection elements with operations, and to evaluate technical data and information on behalf of a Commander. It is integrated with the Geospatial, Weather, All Source, GEOINT, SIGINT, CI/HUMINT, MASINT and Space Operations capabilities in a multi-security environments. DCGS-A contributes to visualization and situational awareness (SA), thereby enhancing tactical maneuver, maximizing combat power and enhancing the ability to operate in an unpredictable and changing environment throughout the operational spectrum. The DCGS-A Increment 1 Release 2 fielding across all Army units, Active Components (AC) or Reserve Components (RC) began in July 2016. This current fielded software baseline must be maintained and sustained until the transition of the software to Software Engineering Center (SEC) occurs in 3QFY18. This current OCO support contractor also provides the Embedded Trainers (ETs) support to the deployed units, it is a critical element to the fielding of the Release 2 software baseline which provides tremendous increase in capability over the previous v3.1.7 baseline but it is also more complex and will require the ET support to provide over the shoulder training to the Analysts and to facilitate integrating DCGS-A into the units Intelligence architecture. After the Release 2 software baseline is transitioned to SEC for lifecycle software sustainment, the remaining efforts related to the ET support and Fixed Site system integration and Information Assurance support will be procured under the follow-on contract.
The Government was forced to revise its procurement strategy due to the Fiscal Year 17 National Defense Authorization Act (NDAA), which included major changes for DCGS-A Increment 1. The Acquisition Requirements Package (ARP) for the full and open follow-on contract for DCGS-A Increment 1 Post Deployment Support was initially drafted in
Supply/Service: Overseas Contingency Operation ISR Support continued in support of on-going Contingency and Overseas operations, otherwise there will be a break in Army intelligence operations capability that is unacceptable to the Army. In- house support would not be able to perform the required tasks due to the magnitude of the requirements, the expertise required, and insufficient manpower resources.
This requirement is urgent and compelling because loss of life will occur if the contract extension is not granted. Continuous technical support to execute tasks and requirements necessary for implementing lifecycle and software engineering services, engineering, operations, and logistics, as part of the overall Army Intelligence Architecture on the battlefield is crucial to the ongoing ISR Processing, Exploitation, and Dissemination mission. Without continuation of these services, the result could be loss of life, serious injury, and/or a compromise of mission effectiveness for personnel in on-going Contingency and Overseas operations. DCGS-A, Inc. 1, provides crucial information to the Warfighter to understand the threat and synchronize intelligence in the operational environment. Without this information, the Warfighter will be unable to effectively coordinate against threats and will be much more susceptible to risk, injury, and death.
(c) Other information:
(1) As a minimum, the field supports and the Release 2 software baseline must be maintained and the high priority software bugs must be fixed to sustain ongoing Contingency Operations, the DCGS-A Fixed Sites and the Fusion Brains must be maintained to support the Army Intelligence Architecture ingesting over 700 data sources and to support deployed Tactical units for reachback intelligence support to meet Contingency Operations requirements. It is anticipated a 6 month base with a 6 month option period of performance extension, will facilitate the transition of Release 2 to SEC for lifecycle software sustainment support and the follow-on contract award for Fixed Sites and Fusion Brains support.
(2) DCGS-A is a complex system and has so many ISR capability requirements, the unique baseline capability knowledge and subject expertise have been built up for the current level of integration and capability sustainment supports, it is not feasible for a new contractor team to resume the current level of efforts without a significant learning curve and interruptions of the current operations support.
(3) Fiscal Year 17 National Defense Authorization Act (NDAA) language affecting DCGS- A Increment 1, to include both contract award limitations and program restructure mandates. It is intended that a full and open competition for the follow-on contract will be pursued.
(4) The DCGS-A Increment 1 Release 2 began fielding across the Army in July of 2016.
The field support must be maintained to enable the Army Intelligence operational architecture; otherwise, there will be an unacceptable break in DCGS-A capability that supports a real-world contingency operations.
