About this file

This Statement of Work outlines requirements for Vyasa Certara software licenses, support, and development services for the IRS Compliance Data Warehouse (CDW), which is part of the Research, Applied Analytics, and Statistics (RAAS) computing infrastructure. The procurement includes licenses for Certara CAI Production Instance-Air Gap with CAI Web & Cortex Apps, Certara Server Transmitter, and senior development services delivered remotely.

The contract has a 3-year base period with 2 option years, including base quantities of 18 production instance licenses, 300 server transmitter licenses, and 330 hours of senior development services. Additional optional quantities and surge/innovation CLINs are included. The software will be integrated into the RAS-1 GSS environment at the Enterprise Computing Center in Martinsburg, WV. The procurement addresses the need for advanced analytical computing capabilities that exceed traditional CPU architectures, supporting complex algorithmic processing for tax administration workflows, customer service analytics, and Taxpayer First Act requirements.

STATEMENT OF WORK

VYASA Certara SOFTWARE FOR

RESEARCH, APPLIED ANALYTICS, AND STATISTICS

1. BACKGROUND

The Compliance Data Warehouse (CDW) is part of the Research, Applied Analytics, and Statistics (RAAS) computing infrastructure and is an integral component of IRS strategy for data and analytics. Its success as an off-line environment for experimentation and testing, its core data and analytical computing capabilities, its project management expertise, and its reputation as an excellent partner in research and analytics have made it the destination of choice for the IRS’ leading researchers and data scientists. Early adoption of new insights and discovery through CDW supports IRS strategic interests as well as Office of Management & Budget (OMB’s) vision for research in support of evidence-based policy making in government.

CDW is specifically designed to meet the distinctive use patterns of research and advanced analytics. It combines disparate, multi-structured, and distributed data sets over long periods of time for longitudinal analysis, simulation, and specialized modeling. This capability allows users to address new questions and build on knowledge gained from prior research. It provides a flexible, interactive, and responsive environment that lets users focus on research problems and analytical workflows unconstrained by rigid, lifecycle-based workflows. It invests in tools and technologies that are tailored to off-line experimentation and discovery and that align to the fast-moving areas of data science, advanced analytics, and visualization.

Investments in CDW’s data and technology capabilities have been significant drivers of success in risk discovery, behavioral insights, and workload planning. Research-funded initiatives leveraging CDW have resulted in the creation of improved ID theft models, refund fraud filters, tax gap estimates, burden measures, case selection algorithms, and a deeper understanding of the mechanisms that drive taxpayer behavior. Through partnerships with academics and industry, CDW has also accelerated innovation in other areas of data analytics, including the use of natural language processing for feature extraction of third-party documents in massively large collections; graph models to analyze complex relationships in multi-party transactions; synthetic data generation of tax filing populations to enhance data sharing with public researchers;

recommender systems to identify latent compliance issues for examination; community detection modeling of networks of preparers, Electronic Filing Identification Numbers (EFINs), and taxpayers; and agent-based models for the simulation of service channel migration.

RAAS maintains a GSS boundary (RAS-1) and manages the operations of all IT systems within that boundary, including servers, storage, and software. CDW has a combination of large memory and distributed computing capabilities to support a full range of analytical use patterns, an increasing number of which involve advanced numerical methods that are algorithmically complex. Examples include sparse matrix factorization for recommender systems, spectral and kernel methods for graph-based anomaly detection, recurrent neural networks for image processing, and large-scale simulation models. These non-traditional analytical techniques are being used in greater frequency and, in some cases, provide significant improvement over existing methods. However, not all algorithms are suitable for traditional CPU architectures, even for small to mid-size jobs. RAAS is encountering an increasing number of jobs that cannot normally complete in CPU architectures due to their algorithmic complexity. This creates a risk to the IRS by precluding experimentation, innovation, and deployment of new classes of analytics that can potentially transform existing workflows in tax administration.

This acquisition will address this risk by purchasing software to support CDW operations that rely on numerical methods that are algorithmically complex. It will ensure the availability of computing infrastructure to mitigate the risk of jobs that freeze, suspend, or do not complete due to the incompatibility of CPU architectures. Specifically, this requirement is necessary to support Customer Service Analytics work related to Taxpayer First Act (TPA). It will continue to ensure that RAAS and the IRS CIO are meeting operational responsibilities under Federal Information Technology Acquisition Reform Act (FITARA) and Federal Information Security Management Assessment (FISMA) for the management of IT assets.

2. SCOPE AND OBJECTIVES

The goal of this effort is to purchase Vyasa Certara licenses, support and development for integration with the Compliance Data Warehouse. RAAS will integrate this software into its existing computing environment under the RAS-1 GSS at the Enterprise Computing Center – Martinsburg (ECC-MTB).
