About this file
This document describes five areas of interest for a Commercial Solutions Opening solicitation from the Department of the Air Force Space Command. The solicitation seeks proposals to address several challenges for the 30th Space Wing supporting space launch operations at Vandenberg Space Force Base. Area of interest one involves developing a barcode scanning system to digitally track equipment maintenance and accountability. Area two requests replacement of the weather data portal providing limited access to range weather observations. Area three proposes mobile launch hazard road barriers to replace manned security for securing up to 30 roads during launches. Area four outlines developing an opt-in customer notification system for nine functional areas of the 30th Force Support Squadron. Finally, area five presents the need for an environmentally conscious food waste solution for the dining facility serving over 850 patrons daily to reduce grease entering the sewer system. Proposals are due by August 21, 2023 for consideration under solicitation FA4610-23-S-C001.

TITLE: Space Launch Support
DESCRIPTION: The 30th Space Wing is a team of mission-ready Airmen and Guardians delivering assured access to space for warfighters and our Nation through the Western Range. Space operations support areas of interest include cross-functional collaboration, systems integration & information technology that facilitate space lift mission success. The Space Force wishes to stay at the cutting edge of these various functions and technologies and is looking to partner with innovative small businesses that may have solutions to Space Force challenges. The Areas of Interest listed below support the Pitch Day that will occur on 21 August 23:
1. Scan System Flight lacks as quick input tool that can used/linked to multiple systems (ARIS/Supply/BECO) which could be used to complete accountability of items/scan for maintenance/scan ID's for sign-in rosters and more. I would recommend a bar code system, with the ability to scan an asset, then scan an appropriate code for maintenance, and one for accountability ect. Doing this would save countless hours of completing manually vice digitally in systems that make a process above take an average of 10 minutes per piece of equipment, or scanning in documents post completion (sign-in-rosters for training).
2. Current LTRS Western Range Weather External User Interface (XUI) provides limited capability to view current and historical observed weather data across Vandenberg in support of range operations; web design is not feasible for 24/7 weather monitoring. Require replacement portal providing access to all range users with the following capabilities (not comprehensive): URL assignment to each file., 30-day data archive, total sensor suite display (with custom options), auto-update, file download in readable (not coded) format, future-proof data additions, and pending cyber-authorization, public facing output (internet)
3. Mobile Launch Hazard Road Barriers Launch security measures consists of utilizing 30th
Security Forces Squadron (SFS) operators and vehicles for roadblocks. With launches continuing to increase in quantity, a physical security solution is needed. The number of roads that need to be secured depends on the launch zones, which change depending on the winds and type of launch. The physical security solution must prevent traffic from entering and exiting the control point. It must be easy to deploy, due to the slight location change of each hazardous zone. It should be reflective and visible at night. Finally, the solution needs to extend the entire width of the roads which is between 24-30ft. The physical solution can include a surveillance capability, if possible, to increase awareness for detection/response efforts. Overall, the physical solutions shall replace the need to manned SFS deterrence. The maximum number of roads that need to be secured is 30. The Government will accept proposals for up to 30 barrier solutions.
4. Customer Notification System The 30th Force Support Squadron (FSS) has 9 diverse functional areas and all are customer service driven. Currently there is no existing platform which allows customers to opt-into all or individual customer service areas so they can receive and ask specifics by text notifications real-time. There is no "one" platform capable of pushing out notifications with regards to safety, security, reservations, change in operations, unexpected or programmed closures, etc. During the past severe storms over Vandenberg SFB, the 30 FSS struggled to notify families and patrons quickly due to our old school notification process. Staff members either walked door-to-door to make mission essential notifications or sent text messages to Flight Chiefs to send to their members. Many companies can communicate directly with their customers in real-time without delays, which would be a new capability for the FSS. The FSS oversees 185 rooms in lodging, 75 FamCamp & Cabin/Tent Camping sites, 533 RV Storage spots, 455 Rod & Gun and PCC Club Members, 71 daily customers in our Education Center, 800+ daily customers in our two Fitness Centers, 500+ customers in Child and Youth including sports and instructional, 850+ customers daily at our two Dining Facilities, and 140 customers per week thru our ID card section.
5. Food Waste Solution The Dining Facility (DFAC) at Vandenberg SFB serves over 850 patrons daily and is facing an issue with food waste and grease being sent into the sewer system causing major clogs. Currently, DFAC employees are placing bulk food waste into the garbage while the smaller food waste goes into the garbage disposal. We are seeking an environmentally conscious solution to reduce/break down the amount of food waste and grease entering the DFAC sewer system, without adding significant labor hours to the process.
