Broad Agency Announcement VS-05-01

Air Force Research Laboratory

Space Vehicles Directorate

SOLICITATION AMENDMENT 03

Solicitation Number: VS-05-01

Classification code: A-- Research & Development

Contracting Office Address:

Department of the Air Force, Air Force Materiel Command, AFRL, "Space Vehicles Directorate", 2251 Maxwell Street SE, Kirtland AFB NM 87117-5773

Description: Under attachment 2 entitled “Hanscom AFB Technical Areas”, the technical area description for (5a), “Signature Exploitation”, is deleted in its entirety and replaced with the following:

(5a) SIGNATURE EXPLOITATION: Technical point-of-contact: Mr. Vincent Falcone, (781)-377-4029, Fax (781)-377-3138, Email: Vincent.Falcone2@hanscom.af.mil. Theoretical predictions and measurements of missiles, cruise missiles, and aircraft are required in order to predict threat characteristics and recognize unique signatures. The theoretical understanding of missile launch elements that allow detection through cloud cover and methods of detecting that radiation are of interest. Other areas of interest are the detection, tracking and identification of cruise missiles, unmanned aerial vehicles (UAVs), aircraft kill assessment, and ground target assessment. Data analysis is required to develop and validate techniques for measuring signals from simulated and/or real measurements by spectrometers, radiometers and multi-band and high-frame hyper-temporal techniques operating in the visible, infrared, and millimeter spectral regions, and radio receivers for the UHF through VLF region of the spectrum. The end product is the design of a single sensor or suite of sensors that can detect targets optimized for sensor performance, clutter levels, target detectability and background contrast. The measurement program includes ground-based and aircraft measurements of spectral lines and continuum radiation from real or simulated sources and anticipates space based measurements. The space based measurements deal with Space Situational Awareness (SSA) and related Space Control issues. We are seeking space-based SSA sensor design, concepts, and test and development of candidate technologies.
