About this file
This is a Sources Sought Notice issued by the Product Manager Vehicle Protection Systems (PdM VPS) seeking market research on handheld Directional Hemispherical Reflectometer (DHR) devices. The Army is conducting market research to identify potential suppliers capable of providing DHR devices with measurement capabilities across multiple spectral regions: Near Infrared (NIR, 0.9-1.1 µm), Short Wave Infrared (SWIR, 1.9-2.4 µm), Mid Wave Infrared (MWIR with three band options: 3.0-4.0 µm, 3.0-5.0 µm, and 4.0-5.0 µm), and Long Wave Infrared (LWIR, 8.0-12.0 µm). The devices must be self-contained, handheld, and battery-powered with calibration capability.
Responses are due by October 20, 2026 at 12:00 PM EST and must not exceed 10 pages in text format only. Submissions should be sent electronically to Contract Specialist Terrell Cheathem at terrell.m.cheathem.civ@army.mil with CC to Lauren Wagner at lauren.e.wagner10.civ@army.mil. Respondents must provide administrative information including CAGE Code, company details, facility locations, and SAM registration status; information on previous USG contracts for DHR devices; detailed device specifications; manufacturing lead times for up to 15 units; and rough order of magnitude pricing with economies of scale for quantity tiers up to 15 units. Proprietary information must be clearly marked and may be submitted via DoD SAFE upon request. This RFI is for informational purposes only and does not constitute a solicitation or guarantee of award; the Army reserves the right to use responses in developing future acquisition strategy and technical specifications.
