About this file
This is a Sole Source Justification Form submitted by the Colorado State Patrol Port of Entry (POE) Section to the Department of Central Services for the procurement of vehicle uplift services from Volition Components. The request authorizes Volition Components to provide specialized installation services on three 2026 Ford Transit 350 vans, including electrical work, custom cabinetry, mobile work stations, window tinting to Air 80 specifications, custom scale storage racks, safety equipment, overhead lighting, and roof venting. The procurement period runs from July 15, 2026, through June 30, 2027, with an estimated total project cost of $159,376.95, comprised of $95,626.17 in goods and $63,750.78 in services. The Purchasing Director approved the sole source procurement on June 24, 2026, based on the vendor's unique ability to install components prior to vehicle wall installation, which substantially reduces costs and timelines compared to competitors who would need to remove walls post-installation.
Volition Components is already established as a state vendor under a Purchase Order with the CDPS Fleet section and operates as an authorized installer through the Ford dealership with whom the State Fleet maintains an agreement. The vendor's pricing and performance specifications are documented in attached quotes and the existing Fleet PO. This procurement approach ensures that installation is completed in accordance with warranty requirements and meets the rigorous standards established by Ford and the dealership, while avoiding the additional expense and risk of vehicle integrity damage associated with post-installation wall removal. The POE previously purchased a set of three similar vans in early FY26 through this same vendor, establishing a precedent for this procurement method.

The last set of 3 new mobile vans were purchased towards the beginning of FY26. This vendor works on behalf of the dealership thorugh which state fleet has an agreement with and with whom the dealership works with to complete a very specific set of uplifts for the vehicle to support mobile weighing operations alongside routine office needs. The POE is paying for the materials and services necessary to accomplish these vehicle uplifts.

. Is there any additional information that you’d like to provide in order for this request to be considered?
This vendor is already under a PO with CDPS Fleet and works together with the Ford dealership. The vendor is able to install all of the following components prior to the walls of the vehicle being installed, substantially saving time and money for the state. Any other vendor would be doing this work after the vehicle walls are installed, would have to rip out the walls, and would therefore take more time, incur additional expense, and run the risk of damaging the integrity of the vehicle inadvertently through the removal and installation process. By working with Volition Components, we are assured that the installation is completed in a timely manner that is in-step with warranty requirements and is up to the rigorous standards of the Ford dealership which itself must satisfy criteria from Ford.
Please see the attached quote for the detailed installation list covering all electrical work, cabinetry to be installed, overhead lighting and roof venting to be completed, window tinting, custom scale racks, and safety equipment/features Volition will be fitting this vehicle with for use by the POE for their weight enforcement operations.
The POE would choose to go to bid, but they would prefer to still select a vendor that works with CDPS facilities. The would need to select a method that would allow them to specify explicitly and with at least the same level of detail provided in the attached quote. Again, the vendor would need to be able to perform the service before the walls are installed on the interior of the vehicle to be equitable in price and product. A vendor that will need to remove the walls after installation is not equitable.
Please see the attached PO from Fleet which indicates that this vendor is already under PO as a state vendor with the CDPS fleet section for these same services.
