STATEMENT OF WORK FOR

VOA PROGRAMMING DIRECTORATE

STUDIO TECHNICIAN SERVICES—AUDIO MIX TECHNICIAN - DC

Introduction

The VOA facility is an International News and Cable Network in its standards of operation, quality and distribution of programming. The facility has multiple control rooms and studios. VOA is unique and challenging given that programming is conducted in multiple languages, with show talent coming from many nationalities and cultures. Contractors are expected to conduct themselves in a professional and respectful manner. Good organizational and interpersonal skills are required due to the challenges of multilingual recording.

Scope

This position is located in Voice of America’s Program Department in the Audio Mix facilities, responsible for recording, editing, archiving, mixing and finalizing all audio recorded by language services within the Audio Mix department. The contractor will implement consistent audio fidelity within the Audio Mix department. The contractor will have a strong background in recording Voice Overs as well as editing lip-sync audio (ADR). The contractor may have to work in various studios with various equipment for recorded sessions. The contractor will program and operate associated equipment in accordance with the day’s requirements. He or she may work in conjunction with other technicians, a language producer and up to seven readers to create a final product ready for live broadcast, or recorded for transmission at a later time.

The contractor shall be able to work well under pressure, work all shifts and/or extra hours, meet deadlines, and have a positive attitude.

Basic Qualifications

Applicants must have a minimum of 3 years of specialized experience in audio recording and specifically manipulating voice recordings, AND must be an expert specifically on

Pro Tools HD audio software and hardware.

Specialized Experience

Knowledge and experience of multimedia aspects of TV broadcasting and multimedia programming, audio and video sync, formatting, lip syncing audio of varying languages to existing video. Music production experience a bonus.

Knowledge Required

Thorough working knowledge of Pro Tools Ultimate and HD version 11.1.2.

Working knowledge of MPEG Streamclip

Working knowledge of Adobe Media Encoder

Ability to navigate Agency’s Net Apps server

Ability to navigate through Agency’s NA_Central server

Thorough knowledge of MAC OS 10

Thorough knowledge of Windows 10

Working knowledge of compression, equalization, & gain staging as it applies to narration and voice over recording.

Thorough understanding of post-production editing techniques required for language versioning.

Working knowledge of Fabfilter, Waves and Izotope audio plugins.

Working knowledge of Tascam DM-3200 control surface/router/preamp/monitor, HD Omni and Martin Sound preamps.

Working knowledge of Electro Voice RE-20 and Neumann UA87 microphones

Responsibilities

Tracks long and short-form projects in the Audio Mix department.

Edits all voices to match incoming video using Automatic Dialogue Replacement techniques, lip syncing the audio to look as close to the original material as possible.

Uses special effects, Foley and sound design to create a backing tracks to narration. Mix and finalize all audio for broadcast distribution.

Other duties as assigned

FACILITY and EQUIPMENT: VOA shall provide the Contractor a work area, computer, and telephone to operate within the Cohen Building, Washington D.C. Government computers and equipment will be used for official use only.

Security

BUILDING ACCESS/ID CARD: Contractor shall enter the main entrance of the Cohen

Building and report to the Security Manager, and submit a request for a VOA ID card via the

Contractor Verification System (CVS). Upon verification and notification of an approved application, the Contractor will report to the Security Manager’s office for issuance of an ID card (Monday & Wednesday, 9am to 3pm). This ID card must be carried at all times while performing duties and must be used to access the Cohen Building.

If the Contractor fails to pass a security background check, the contract will be terminated.

Period of Performance

The period of performance will commence on or about September 2018 and shall have a base year plus four option years to continue services subject to the availability of funds.

Each order has a NTE 2,000 hours.

CONTRACT TYPE

The contract will be BPA with orders places on a Firm-Fixed Hourly Price basis

EVALUATION CRITERIA

The contractor will show evidence that s/he has experience of no less than 3 years in multimedia aspects of TV broadcasting and multimedia programming, audio and video sync recording, formatting and lip syncing audio (ADR).

The quality and efficiency of the services performed by the contractor shall be reviewed on a regular basis to ensure that the contractor is meeting the requirements of the government.

SUBMISSION OF INVOICES:

Vendor is required to bill, no more frequently than once a month in 15 minute increments, via the Treasury vendor self-entry system (IPP).
